About this file
This document is an Emergency Purchase Statement from the Illinois Department of Innovation and Technology (DoIT) for a Joint Purchasing Master Contract (JPMC) with Presidio Networked Solutions Group, LLC for Cisco hardware, services, SmartNet maintenance, and licensing. The JPMC will be available to governmental units and qualified non-profit entities. This emergency contract is needed as the existing contract will expire before a new solicitation can be awarded. The contract value is estimated at $4 million and will be effective from December 30, 2021 to March 29, 2022.
The JPMC will provide a procurement vehicle for the Cisco catalog, as several state agencies rely on this contract for Cisco equipment and related needs. If this contract is not granted, state agencies would have to procure from a Cisco reseller on an emergency basis, losing the discounted pricing available through this contract. The funding for this contract will be from state appropriated funds.

Emergency Purchase Details Reference #: B-26698
Emergency Category (select the appropriate option from the drop-down menu below):
To prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues
Reason for selection of this particular vendor:
This vendor can provide the Cisco products, maintenance, and services needed by DoIT. This vendor has been deemed to be in good standing with both Cisco as they are a reseller of Cisco. This is the current vendor for these needs and no transition period will be needed with this vendor.
Description of supplies or services to be provided:
This emergency contract is a JPMC available to governmental units or qualified not-for-profit for Cisco hardware, Services, SmartNet Maintenance and Licensing. There is a solicitation in process that will eventually replace the need for this. Vendor responses are currently being evaluated by DoIT staff. However, it has not been awarded at this time and the resulting contract will not be in place before the end of the existing contract. This contract will provide DoIT and the JPMC agencies a procurement vehicle for the Cisco catalog. This contract will be available to used by governmental units or qualified not-for-profit. The quantity is indefinite as a JPMC as DoIT seeks to keep this active in support of other State agencies and governmental units. There are several state agencies other than DoIT who rely on this contract as the procurement vehicle for Cisco equipment and related needs. If this contract is not granted, DoIT and the other agencies and governmental units will have to procure from a Cisco reseller on an order by order emergency basis. That would mean losing our large percentage off list discounts we get for Cisco hardware, Services, SmarNet, Maintenance and Licensing off this contract. So not only would DoIT and these other entities have to order via emergencies, they would also be paying more for hardware and maintenance.
** There are several large supply chain related orders that will be entered into the procurement process in the coming weeks. That is the reason the value of this emergency is $4M **
Is there an existing State contract available for the required supplies or services? Yes No
