About this file

This document is a Preliminary Results file from the Oregon Department of Fish and Wildlife (ODFW) for the Klamath and Malheur Watershed Helicopter Services RFP #S-63500-00013382. The procurement sought helicopter services for wildlife census operations, with a maximum of 405 flight hours across Klamath, Lake, Harney, and Malheur Counties. Three vendors were evaluated by a panel of three members, with a maximum possible score of 420 points distributed across understanding of services (90 points), general qualifications (120 points), pilot evaluation (120 points), references (45 points), and pricing (45 points).

The evaluation results show JL Aviation as the top scorer with 419 points, closely followed by APEX Heli with 343 points and Leading Edge Aviation with 212 points. JL Aviation received near-perfect scores in most categories, including maximum points for understanding of services, general qualifications, and pilot evaluation. Leading Edge Aviation performed notably poorly, particularly in pilot evaluation and references, with only one of three references responding. The scoring methodology allowed for a comprehensive assessment of each vendor's capabilities, with points allocated to technical proficiency, experience, and competitive pricing.
