About this file
This file contains preliminary design plans for the 401 S. Rogers Street facility remodel and expansion project being managed by the City of Waxahachie, Texas, as part of a comprehensive Construction Manager at Risk (CMAR) procurement. The design plans document includes three floor layouts—basement, first floor, and second floor—for the City Hall renovation and expansion. The 401 S. Rogers project is estimated at $7,817,618 in construction costs and will involve comprehensive renovation, remodeling, and expansion of the existing municipal structure. Electronic proposals for CMAR services are due March 11, 2026, at 10:00 a.m. through the OpenGov procurement portal, with public opening at 10:15 a.m. The City anticipates selecting a qualified CMAR by April 6, 2026, with preconstruction services scheduled for April-May 2026, Guaranteed Maximum Price presentation in June 2026, and construction commencing in July 2026.
The project budget for 401 S. Rogers is estimated between $7,817,618 for the standalone project scope and forms part of a combined facility improvement program valued between $11,682,983 and $16,430,348 when combined with the 820 Ferris Avenue project, depending on phasing and completion of all planned improvements. The procurement evaluation will occur in two phases, with Phase 1 scoring proposals on a 100-point scale based on firm experience, CMAR team qualifications, project qualifications, proposed fees, professional references, and financial stability, followed by Phase 2 interviews of highest-scoring firms. No set-aside designations or restrictions limiting participation to disadvantaged enterprise vendors are identified. The selected CMAR must provide Performance and Payment Bonds equal to 100 percent of the Guaranteed Maximum Price, maintain comprehensive insurance coverage, and comply with Texas ethics regulations and boycott prohibitions; no contract assignment is permitted without prior written City consent.
