Preliminary Design Plans for 401 S. Rogers Street

This document contains preliminary design plans for the City of Waxahachie's renovation and expansion project at 401 S. Rogers Street. The design plans include floor layouts for the basement, first floor, and second floor of the existing City Hall structure. The project encompasses comprehensive remodeling and expansion of the municipal facility with an estimated construction cost of $7,817,618. Electronic proposals from qualified Construction Manager at Risk (CMAR) firms are due by March 11, 2026, at 10:00 a.m. through the OpenGov procurement portal, with public opening scheduled for 10:15 a.m. The anticipated selection date is April 6, 2026, with preconstruction services scheduled for April-May 2026, Guaranteed Maximum Price (GMP) presentation in June 2026, and construction commencing in July 2026.

Qualified respondents must demonstrate relevant experience with similar projects, submit detailed CMAR team qualifications with resumes, provide safety records and personnel qualifications, furnish three professional references, document financial stability and bonding capacity, and present comprehensive fee proposals. The procurement will be evaluated in two phases, with Phase 1 scoring proposals on a 100-point scale and Phase 2 involving interviews and presentations of highest-scoring firms. The selected CMAR must provide Performance and Payment Bonds equal to 100 percent of the Guaranteed Maximum Price upon contract execution and maintain comprehensive insurance coverage naming the City of Waxahachie as additional insured. The combined project budget for both facilities ranges between $11,682,983 and $16,430,348 depending on phasing and completion of all planned improvements. No contract assignment is permitted without prior written City consent, and all applicable state and local laws must be followed throughout project execution.
