About this file

The document is a U.S. Preference form related to the Louisiana Department of Transportation and Development (DOTD) TS2 Traffic Signal Cabinet Contract, designed to provide bidders with guidelines for claiming a preference for products manufactured in the United States. The form outlines specific conditions under which vendors can receive a five percent price preference for U.S.-manufactured items, including requirements that the items be equal in quality, not exceed the lowest bid by more than five percent, and be certified as manufactured in the United States.

The preference is governed by R.S. 39:1604.7 and applies to procurement of materials, supplies, products, provisions, or equipment. Vendors claiming the preference must complete the entire document prior to bid opening, specifying which line items are being claimed, the location of manufacturing within the U.S., and provide a signature certifying the items are manufactured in the United States. The form provides a structured approach for bidders to document their U.S. manufacturing origins and potentially receive a slight pricing advantage in the bidding process.
