About this file

This document is a U.S. Preference certification form that outlines the requirements for bidders claiming preference for products manufactured in the United States under R.S. 39:1604.7. The form must be completed in its entirety and submitted prior to bid opening to be considered for the preference.

The document establishes a 5% price preference for products manufactured in the United States, provided they meet specific conditions: the cost does not exceed non-U.S. manufactured items by more than 5%, vendors agree to sell at the same price as the lowest bid, and vendors certify the items are manufactured in the U.S. Bidders claiming the preference must specify whether it applies to all line items or specific items, provide the U.S. location(s) where products are manufactured/assembled, and sign a certification statement. The preference applies to materials, supplies, products, provisions, or equipment that are equal in quality to items manufactured outside the U.S.
