About this file

This document is a Louisiana Preference form for state procurement, specifically associated with the Louisiana Department of Transportation and Development (DOTD) Traffic Signal Cabinet Contract. The form outlines the state's preference policy for products produced, manufactured, or assembled within Louisiana, allowing vendors to claim a 10% price preference if their products meet specific criteria. To qualify, bidders must have a workforce comprised of at least 50% Louisiana residents, and the Louisiana-made products must be within 10% of the lowest bid price and offered at the same price as the lowest bid.

The preference policy defines key terms such as "assembled" (putting together component parts within Louisiana), "manufactured" (making a product from raw materials), "processed" (altering a raw product), and "produced" (manufacturing, growing, or harvesting). Vendors must complete the form prior to bid opening, indicating whether they claim the preference, have the required Louisiana workforce, and specifying the line items and locations where products are produced or assembled. This preference policy aims to support Louisiana-based businesses and workforce by providing a competitive advantage in state procurement processes.
