About this file

This is a Pre-Bid Conference Summary document issued by the Maryland Department of Natural Resources (DNR) for the Matapeake Marine Shop Building #306 Overhead Door Replacement project (BPM054363, Project No. F-018-240-010). The project involves removing seven existing electrically and electronically operated garage doors along with their associated transoms at the DNR Matapeake Marina Shop located at 306 Marine Academy Drive, Stevensville, Maryland 21666 in Queen Annes County, and replacing them with new electrically operated doors. The pre-bid conference was conducted on December 17, 2025, at 10:00 AM, with procurement officer Shakira Johnson presiding. Key personnel present included Project Manager Leroy Artis and Socioeconomic Liaison Tracy Bees. During the conference, the State reviewed the Key Information Summary Sheet, minimum qualifications, scope of work, general contract requirements, procurement instructions, proposal format, and evaluation process. The conference emphasized that bids would be awarded to the lowest responsive and responsible bidder, and that responses to formal questions must be submitted in writing via email to receive official coordinated responses.

This is a Certified Small Business (CSB) procurement with a 15 percent Minority Business Enterprise (MBE) goal and zero percent Veteran Small Business Enterprise (VSBE) goal. The solicitation is open only to vendors registered as a CSB with the State. Bidders not meeting minimum qualifications will have their bids rejected. The pre-bid conference summary addressed three substantive questions from attendees regarding door specifications, temporary wall requirements for weather protection and security during construction, and the placement of a recycle dumpster on site. The State indicated that contractors may propose alternative solutions for interior protection if they have methods other than a temporary wall. The summary was issued on December 29, 2025, by Procurement Officer Shakira Johnson and was to be posted on eMaryland MarketPlace Advantage for all prospective vendors.

Ms. Johnson opened the floor to questions with the caveat that formal answers to questions would be provided if the questions were submitted in writing, preferably by e-mail. Questions were raised regarding issues related to the Scope of Work confirming the existing information.

During the conference, the following points were emphasized:

- This solicitation is open to all vendors registered as a CSB with the State and will be awarded to the firm that submits the lowest responsive and responsible bid.

Ms. Johnson further reiterated that any question asked and answered at the conference should be submitted formally, to her, by e-mail if the questioner wanted a coordinated, official response.

The conference was concluded at 11:00 AM.

Q&A Summary:

Q1: Bldg 5 does not have a transom to remove, so, which other door will be raised to 14' High?

A1: Doors 3, 7 and 4 from the KEY PLAN are the doors that have transoms.

Q2: What is the need for a temporary wall. The door jambs are all designed the same and one door comes down and the new door goes up and then removal of the transit and under frame can be removed.

A2: The temporary "wall" can be an option but only if the contractor has another way to project the interior from the weather and provide security. The Contractor can also propose another solution if available.

Q3: Can a recycle dumpster be put on project?

A3: Yes
