About this file

This is a pre-bid conference document for a competitive solicitation issued by Washington State Enterprise Services on behalf of the Washington State Transit Bus Cooperative for the procurement of heavy duty and medium duty transit buses, accessories, replacement components, subsystems, and parts. The solicitation encompasses heavy duty buses in 30, 35, 40, 45, and 60-foot lengths powered by diesel, hybrid, electric, compressed natural gas (CNG), and hydrogen fuel cell propulsion, as well as medium duty buses with 10,000 to 19,500+ GVWR ratings. The heavy duty category includes 25 distinct contract categories with anticipated awards ranging from 4 to 5 contracts per category, while the medium duty category includes 5 contract categories with 4 anticipated awards each. The pre-bid conference was held on January 6, 2026, with a question and answer period extending to January 28, 2026, final answers anticipated February 4, 2026, bids due February 9, 2026, apparent successful bidder announcement anticipated March 1, 2026, and contract award anticipated March 20, 2026. The contract term is two initial years with an earned extension option of three additional years for a total of five years.

Bidders must submit pricing for base buses, delivery costs, prompt payment discounts, volume discounts, parts pricing, and optional configurations through completed Exhibits A1, A2, B2, and C2. The evaluation for heavy duty categories allocates 1,280 points for cost factors based on the lowest total evaluation price and 640 points for non-cost factors based on options pricing compliance. Medium duty categories allocate 500 points for cost factors and 270 points for non-cost factors. Both categories include additional points for compliance with Washington State Procurement Priorities, including Executive Order 18-03 (prohibition of mandatory individual arbitration) and prompt payment terms. Contractors must maintain commercial general liability, workers' compensation, employers' liability, commercial automobile liability, and professional liability insurance. The contract includes provisions for economic price adjustments twice annually in October and April based on the Bureau of Labor Statistics Truck and Bus Bodies Index, as well as temporary price adjustments for unexpected tariff costs. Eligible purchasers include state agencies, cooperative members, political subdivisions, federally recognized tribes in Washington, federal agencies in Washington, and public benefit nonprofits in Washington. Historical sales data indicates approximately $1.5 billion in heavy duty bus category sales from 2021 to 2025, with the remainder distributed across other categories.
