The scope of work encompasses maintenance and repair services for 32 water wells, 28 booster pump locations, sanitation pumping stations, and wastewater treatment facilities throughout San Bernardino County, with services including well maintenance, booster station operations, bypass pumping, confined space operations, disinfection and bacteriological testing, and video logging. A pre-proposal conference is scheduled for July 15, 2026, at 2:00 p.m., with a questions deadline of August 5, 2026, at 4:00 p.m., and proposals due Monday, August 31, 2026, at 3:00 p.m. The contract term is five years (September 2026 through June 30, 2031), with the County reserving the right to award multiple contracts to pre-qualified contractors. Response time requirements for work orders are 24 hours for routine calls and 2 hours for emergency calls.
Compensation is provided on a per-project, task-based, or time-and-materials basis according to the contractor's pre-approved fee schedule, with a maximum contract amount of $2.8 million per contract term. Contractors must include all transportation, lodging, and per diem costs in their fee proposals. Contractors must hold valid California contractor licenses (Class A General Engineering or appropriate C-class licenses), be registered with the Department of Industrial Relations, and comply with prevailing wage requirements under California Labor Code sections 1720 et seq., including certified payroll reporting and apprenticeship hour ratios. Insurance requirements include workers' compensation and general liability with $1 million minimum limits, and environmental liability with $5 million limits if applicable. Evaluation criteria are weighted as follows: qualifications and experience (40%), technical review (45%), and references (15%). No minimum work volume is guaranteed, and the County reserves the right to select non-lowest bidders based on documented justification including capability, availability, and geographic location.
