About this opportunity

San Bernardino County Department of Public Works - Special Districts is requesting qualifications for on-call well and pump maintenance and repair services on behalf of Board Governed County Service Areas, Big Bear Valley Recreation and Park District, and Bloomington Recreation and Park District, with proposals due August 31, 2026. The RFQ seeks to establish a pre-qualified contractor list with multiple contractors potentially selected; response deadlines are 24 hours for routine calls and 2 hours for emergency calls.

Contractors must hold valid California contractor licenses (Class A General Engineering or C-class licenses including C57 Well Drilling, C42 Sanitation Systems, or C61/D21 Machinery and Pumps), be registered with the Department of Industrial Relations, and comply with prevailing wage requirements under California Labor Code sections 1720 et seq., including prevailing wage rates, certified payroll reporting, apprenticeship hour ratios in apprenticeable trades, and penalties for non-compliance ranging from $25 to $10,000 per violation.

The scope includes well maintenance and repairs, booster station and sanitation pump maintenance, bypass pumping, confined space operations, disinfection and bacteriological testing, and video logging in compliance with Title 22 regulations and State Water Resources Control Board requirements. Services are needed across 32 water wells, 28 booster pump locations, sanitation pumping stations, and wastewater treatment plant facilities distributed throughout San Bernardino County.

The maximum contract amount is $2.8 million per contract term over five years (September 2026 through June 30, 2031). Compensation is provided on a per-project, task-based, or time-and-materials basis according to the contractor's pre-approved fee schedule. Contractors must include all transportation, lodging, and per diem costs in their fee proposals. The County reserves the right to award multiple contracts and select non-lowest bidders based on documented justification including capability, availability, geographic location, and licensing. No minimum work volume is guaranteed. Evaluation weights: qualifications and experience (40%), technical review (45%), and references (15%). Contractors must furnish certificates of insurance including workers' compensation and general liability with $1 million minimum limits, and environmental liability with $5 million limits if applicable.
