About this file

This is a Pre-Bid Meeting document for Jefferson Patterson Park and Museum (JPPM) in Maryland regarding Project FM26-18 for Gardener's Cottage Leak and Chimney Repair. The project requires contractors to furnish all labor, overhead, equipment, tools, materials, supplies, and incidentals to repair leaks around the chimney at the Gardener's Cottage (Building 36) located at 10515 Mackall Road, St. Leonard, Maryland 20685. The pre-bid meeting is scheduled for November 24, 2025, at 10:00 AM, and only contractors present at this meeting will be permitted to submit a bid. Bids must be received by 3:00 PM on December 8, 2025, and may be submitted by mail, email, or fax. An addendum to specifications requires inclusion of interior water-damaged drywall repair on the ceiling and surrounding area, including drywall installation and finishing with paint to match existing conditions. Contractors must provide specifications on the type of mortar and brick for any in-kind replacement needed, with reference to Ernest Maier, Inc. brick (Penn Colonial Series "Patriot") used in previous repairs and color-matched mortar that is slightly darker than the original to allow for bleaching.

All bids must be accompanied by the completed IFB form, Bid/Proposal Affidavit, Conflict of Interest Disclosure form, copies of licenses or certifications, current certificates of insurance, and acknowledgement of receipt of any amendments. Pricing must remain valid for 120 days from the bid due date. A critical requirement from meeting notes indicates that a sealant must be applied to the chimney to prevent future water penetration, as no sealant was applied during previous repairs. All required documentation must be submitted by the due date; any bids received after the deadline, without required documentation, or without the completed IFB form will be deemed non-responsive. The project contacts include Rod Cofield (Executive Director), Eric Frere (Assistant Director), Dimitrios Papadakis (Maintenance Director), and Derek Mathieson (Maintenance Chief).

Meeting notes:

1. Addendum to Specifications: Include the repair of the interior water damaged drywall on ceiling and surrounding area, work to include drywall installation and finishing with paint to match in kind.

2. RFI: Specification from contractors on the type of mortar and brick in the event of “in kind replacement”.

2.1. In a previous repair, the brick came from Ernest Maier, Inc., no 7846. According to the records I have, it is a Penn Colonial Series “Patriot”. Size as close to the original as possible if replacement bricks are needed. The original bricks tend to be longer than newer bricks.

2.2. We did not find specifics about the mortar. Mortar was color matched to be close to the original color and slightly darker with the expectation that it would bleach to a lighter color.

2.3. Please submit the choices to the Executive Director of JPPM or their designee for approval.

Additional notes:

1. No one applied a sealant to the chimney when previous repairs were made. Please apply a sealant since we are having issues with water penetration.
