About this file

The document is a pre-application conference slide deck for the Oregon Department of Education's Early Literacy Success Community Grants (Cohort 2) Request for Applications (RFA). The presentation covers the Early Literacy Success Initiative under House Bill 3198, detailing a grant opportunity for community-based organizations, early learning hubs, post-secondary institutions, public libraries, and early learning service providers. The grant aims to support early literacy programs for students in pre-kindergarten through third grade, with a maximum award of $1,000,000 for a two-year period from July 1, 2025, to June 30, 2027. The application deadline is May 15, 2025, at 5 p.m. PST, with a notice of award anticipated the week of June 16, 2025.

The slide deck outlines comprehensive application requirements, including narrative responses, project activities tables, budgets, and attachments. Applicants must demonstrate capacity to implement high-dosage tutoring, family engagement strategies, and professional development for tutors. The evaluation process involves a pre-screening for eligibility, followed by scoring on a 0-3 point scale by reviewers with relevant program experience. Key focus areas include applicant overview, community context, staffing expertise, early literacy programs, family engagement, tutoring implementation, and equity considerations. Successful grantees will be required to submit annual project plans, quarterly expenditure reports, and progress reports, with an emphasis on supporting early literacy learning across diverse community settings.
