3. Isolate HVAC system in area and maintain negative air pressure within work site.

5. Seal holes, pipes, conduits, and punctures.
6. Personnel required ensuring shoes are not tracking when leaving the work site.
7. Upon completion, do not remove barriers until inspected by Safety and IC and thoroughly cleaned by EMS. Remove barrier materials carefully to minimize spreading of dirt and debris.

Scope of Work — Replace Chiller #3
Background:
The Alexandria VA Medical Center has a requirement to replace chiller 3. Chiller 3 is a non-operational, 650-ton chiller located at the Alexandria VAMC central chilled water plant. Chiller 3 utilizes two pumps for flow: one as a chilled water pump and the other as a condenser water pump.
Existing Conditions:
The existing 1-story structure consists of a main building with one main space and smaller ancillary rooms. Structure of the building consists of a cast-in-place concrete elevated roof slab supported on load bearing CMU/brick veneer exterior walls. The floor is concrete slab-on-grade. Chiller #3 is a currently out of service 650-ton York chiller. It utilizes two pumps for flow, P-6 serves as the chilled water pump and P-7 which serves as the condenser water pump. Much of the existing chilled water piping associated with the chiller has damaged insulation.
Objective:
The successful execution of this project will require work to be done in the functional areas of structural, architectural, mechanical, and electrical. A qualified contractor is to be contracted to perform all work associated with the removal and reinstallation of new chiller 3 in accordance with all drawings and specifications and will effectively serve VA priorities, including:
• Range of capacities required to support VA hospital, pharmacy, residential facilities, employee workstations, and supporting facilities.
• Reliability under extreme conditions. These conditions include Louisiana climate, hurricanes, and other disasters, and VA emergency response and disaster relief efforts.
• Simplicity of operation.
• Ease of maintenance.
• Smooth integration into existing chiller plant.
Scope of Work:
I. Structural
a. Demolition
i. Partial demolition of existing wall to widen the existing opening
b. New Work
i. Install new HSS steel lintel
ii. Install new reinforcing steel in wall
II. Architectural
a. Demolition
I Demolition will be limited to the careful removal of the existing door, door frame, and widening of the opening to aid in the removal of existing Chiller #3. This includes the existing screen door and frame attached to the HM door frame. Door, frame, and hardware are to be salvaged and reinstalled after installation of new chiller
b. New Work
i. Repairs to existing CMU/brick and floor slab
ii. Addition of new aluminum louver sidelight to infill widened opening
III. Mechanical
a. Demolition
i. Complete removal of chilled water pump identified as 147 P-6 and remove inertia base. Patch and repair floor in preparation of new work
ii. Remove chiller #3 in entirety along with all control wiring, electrical wiring, and all appurtenances
iii. Removal of VFD for pump 147 P-6 and all appurtenances
b. New Work
i. Contractor to install new chiller in approximate location as removed. Reuse housekeeping pad and enlarge to fit new equipment. Reconnect all chilled water supply/return and condenser supply/return piping as indicated by mechanical piping plan drawings
ii. Contractor to install new chilled water pump in approximate location of existing. Contractor to provide new inertia base to support pump. Pump base to be grouted after final balancing and reconnect existing chemical treatment
iii. Remove and replace piping insulation to limits indicated on drawings
iv. Contractor to install new VFD for pump 147 P-6 and all appurtenances
IV. Electrical
a. Demolition
i. Electrical power connected to existing chiller and chilled water pump shall be demolished back to source. All exiting conductors and accessories to be demolished
ii. Conduits in concealed concrete walls to be abandoned, wiring in abandoned conduits to be demolished back to source
iii. Existing circuit breaker and disconnect switches to be demolished back to source
iv. Existing conductors shall be pulled back to the branch circuit protective device and such device shall be identified as a spare
v. Existing conduit shall be reused if adequate for the new circuit breaker to be installed
vi. Contractor to relocate pull box to accommodate for door widening. Final location to be determined in field.
Contractor shall extend and splice conduit from existing location to relocated location
b. New Work
i. A new 480V 3-phase 800A disconnect switch to be provided for new chiller. Disconnects shall be circuited to spare breakers or a new 1200A adjustable circuit breaker shall be provided in existing main distribution panelboard spaces that became available during demolition
ii. Electrical contractor shall provide all new conductors, conduits, and appurtenances required for complete installation of new mechanical equipment
iii. Should a larger circuit breaker be needed, new conduit and feeders shall be provided to serve the new mechanical equipment
iv. A new 480V 3-phase 200A VFD shall be provided for new chilled water pump. VFD to be circuited to spare breakers or a new 200A breaker shall be provided in existing MCC spaces that became available during demolition. Electrical contractor to provide all new conductors, conduits, and appurtenances required for complete installation of new mechanical equipment
v. All motors shall be provided with motor controllers and disconnect switches and major equipment will be provided with non-fused safety switches based on equipment nameplate data. All motor controllers/starters shall be a minimum of NEMA size 1
vi. All disconnect switches shall be heavy duty NEMA Type 1 V. Commissioning
a. VA to provide third party testing for complete system commissioning
b. Contractor shall demonstrate in the presence of VA's M&O, COR, and contracted NE that the system is a fully integrated control system
c. Contractor to provide a testing, adjusting, and balancing agent
(TAB).
Special Condition:
Prior to mobilization and commencement of any construction, the contractor shall conduct a mandatory thorough survey and investigation of all the work sites for the Replace Roof and HVAC System in Bldg. 3 Project. This survey and investigation shall include verifying all utilities within the sites where VAV units and pipelines are to be installed, all tie-in connection points, the depth, size and material of all piping and any structures that may conflict with the proposed construction. The contractor shall be responsible for choosing the process He/She deems necessary to employ that will provide the most accurate data of the existing conditions at these sites. Once this information is obtained, the contractor shall prepare a report listing all discrepancies, conflicts and remedies to all conflicts. This report shall be submitted as Submittal #1. The Resident Engineer/COR will review for technical feasibility. Once approved, the Contracting Officer will request a formal proposal for the corrective work. Approval of this cost proposal will be required prior to the commencement of any corrective construction.
Period of Performance
• All items outlined in this scope of work are to be completed within 180 days after the issuance of a notice to proceed from the Contracting Officer
Qualifications/Certifications
• The contractor must be qualified and have the required levels of professional and technical experience to perform the work required by this statement of work.
Safety Regulations
• All OSHA safety regulations shall be observed during the project.
• The VA Safety Officer shall have full authority to see that the contractor obeys all safety rules and regulations relative to the fulfillment of this project.
• Provide the necessary barricades/signage where required.
Scheduling and Hours of Work
• All work in areas involved shall be scheduled with the COR, Monday through
Friday, 0800 — 1600.
