1. The period of performance for this project is not commensurate with the proposed SOW. Lead times for chillers and pumps are 9-12 months and VFDs are one year. With this project being heavily equipment dependent, no meaningful work can be commenced until the mechanical and electrical equipment are received. Will the government consider delaying the NTP until the start of physical construction? If not, will the government extend the POP to account for the extremely long lead times we are encountering for this equipment? Will the government allow the contractor to submit for no-cost time extensions to account for the extremely long lead times we are facing?
The government will extend POP on an as needed basis after receipt of appropriate documentation detailing the cause and duration of any possible delays.
2. The electrical drawings are void of electrical single lines illustrating the electrical equipment that is to be modified. Please provide electrical single line drawings.
Please see attached appendix for AE response.
3. The electrical floor plans do not clearly annotate the location of the electrical sources for the new and existing equipment. Please update the electrical plans to show the source power for the mechanical equipment so an accurate takeoff distance for electrical feeders can be obtained.

4. Please confirm a temporary chiller and pump are not required.
No temporary chiller or pump is required for this contract.
5. Please confirm this project SOW does not include any environmental hazards requiring abatement. Please confirm if environmental hazards are discovered during construction, they will be considered a differing site condition and managed under the contract changes clause.

6. Will the VA provide a spot for the Prime Contractor to set up a temp office? Or should contractors include monies for a temp office, utilities, etc.? (We ask this because we know the VA has very little spare real estate).
The VA will provide room for the prime contractor to set up a temporary office, however, the temporary office and utilities will be at the contractor’s expense.
7. Will staging and/ or parking be an issue for this project?
Contractors will be allowed to use visitor parking spaces or parking space directly behind the chiller plant for this project. The adjacent area includes a frequently used loading dock along with an ongoing project for replacement of AHU 104 behind building 7, so congestion is a possibility. An area can be dedicated to staging equipment.
8. Does the VA anticipate this project will require off hours work? If so, what trades or scopes will be required to perform off hours work?
No off-work hours are anticipated for this project. If needed, a written request is to be submitted to the COR for approval.
9. Section 01 00 00 -3 references unarmed guards at the project 24/7. Is this actually needed or was this just template wording?
No unarmed guards are needed for this project. This is template wording that can be ignored in this instance.
10. Scope states to re-use doors, however if the opening is being enlarged, use of same doors cannot be done. They will have to be new doors of a larger size.
Reference drawing A101, louvers are to be installed to provide space accommodation for the enlargement of doorway.
11. In executing this project Is it acceptable to have the field superintendent cover supervision, QA/QC, and safety duties? Or do we need 1 person for each responsibility?
Field superintendent can be used to fulfill these roles based on the assumption he/she meets the qualifications for given roles.
12. Are contractors required to issue a contract specific QA/QC Plan?
Yes, contract specific QA/QC plan will be needed.
13. Are contractors required to issue a contract specific Safety Plan?
Safety plan will be needed.
14. Is this project tax exempt?
This project is not tax exempt.
15. The louvers show to go on the right side of the door being widened are not call out in the specs. Please advise.
Reference drawing A101 for guidance. Louver is to be of aluminum type and 2 feet in width. Louver will be subject to approval of submittal by COR
| 16. MD 101 - plans call for demo of flow valves and a electronic control valves (ECV) on the chilled water side, could you verify the existing ECVs will be demo'd on the chilled water side and new ones are called for on both chilled and condenser side during installation of the new chiller. |
