About this file
This is a Statement of Work (SOW) for a Building Automation System (BAS) upgrade at the U.S. Embassy in Addis Ababa, Ethiopia, specifically addressing the Zone 5 HVAC control system migration.
The project objective is to migrate the existing legacy LON-based communication architecture to a modern Honeywell Optimizer BACnet/IP platform to improve system reliability, monitoring capability, energy efficiency, and indoor air quality tracking. The scope of work includes: (1) safe removal of all existing LON-based VAV and AHU controllers and legacy sensors within Zone 5, with removed components retained as spare parts for other zones; (2) installation of 29 Honeywell Optimizer VAV controllers and 2 Honeywell Optimizer Unitary controllers with sufficient I/O expansion modules; (3) replacement of all room and discharge air sensors with high-accuracy devices measuring temperature, relative humidity, CO₂, and discharge air temperature (DAT); (4) migration of communication trunks to BACnet/IP architecture using T1L adapters for IP-over-twisted-pair where existing wiring is reused; and (5) development of optimized control programs replicating or improving the existing Sequence of Operations. The contractor must provide critical spare parts including 3 room sensors, 1 Unitary controller, 1 I/O expansion module, and 1 T1L adapter. Additional requirements include BAS frontend GUI updates with revised floor plans, humidity and CO₂ trend logs, and dynamic AHU/VAV status animations; point-to-point verification and functional performance testing under live operating conditions; comprehensive owner training consisting of minimum 8 hours operator-level and 8 hours technical/maintenance instruction; final as-built drawings and wiring diagrams; electronic O&M manuals and system backups; and a minimum one-year warranty covering all labor and materials. All work must be coordinated with building operations to avoid occupant disruption, with outages, testing, and cutovers requiring advance Facility Manager approval. Proposals must include itemized cost breakdowns separating materials and labor, contractor licensing information and certifications, and a detailed project schedule with equipment lead time, installation duration, and commissioning timeline. Technical points of contact are Christopher Hearn (Facility Manager) and Bereket Zerihun (Building Automation Technician/COR).

1. Project Introduction
1.1 Project Overview and Objectives
US Embassy in Addis Ababa is seeking a qualified Building Automation System (BAS) contractor to perform a comprehensive hardware and software upgrade for the Zone 5
HVAC control system. The project objective is to migrate the existing legacy LON-based communication architecture to a modern Honeywell Optimizer BACnet/IP platform to improve system reliability, monitoring capability, energy efficiency, and indoor air quality tracking.
1.2 Site Location and Access Requirements
All work will be performed within the Zone 5 HVAC service area, including associated
AHUs, VAV terminal units, and control panels. Contractor access must be coordinated with building operations to avoid disruption to occupants.
2. Scope of Work
2.1 Existing System Removal (Legacy LON)
The contractor shall safely remove all existing LON-based VAV and AHU controllers and associated legacy sensors within Zone 5. Removed components shall not be disposed of; instead, they shall be retained and repurposed as spare parts for use in other zones until full migration to the new system version is complete.
2.2 Honeywell Optimizer Controller Installation
Install new Honeywell Optimizer VAV and Unitary controllers, including all required
I/O expansion modules, to fully replace the existing system.
2.3 Sensor and Field Device Replacement
Replace all room sensors and discharge air sensors with new devices capable of measuring:
• Temperature
• Relative Humidity
• CO₂
• Discharge Air Temperature (DAT)
2.4 Communication Bus and Network Architecture
Migrate the existing communication trunks to a BACnet/IP architecture using
Honeywell Optimizer controllers. T1L adapters shall be used to support IP-over-twisted-pair where existing wiring is reused.
3. Hardware and Material Specifications
3.1 Controller Requirements
• Twentynine VAV Controllers: Honeywell Optimizer VAV controllers
• Two AHU unitary Controllers: Honeywell Optimizer Unitary controllers with sufficient I/O to meet or exceed current AHU point requirements.
3.2 Sensor Specifications
All room sensors shall be high-accuracy wall modules capable of sensing:
• Temperature
• Relative Humidity
• CO₂
3.3 Required Spare Parts Inventory
Contractor shall provide the following critical spares:
• (3) Room Sensors (Temp/Hum/CO₂)
• (1) Honeywell Optimizer Unitary Controller
• (1) I/O Expansion Module
• (1) T1L Adapter
4. Programming and System Integration
4.1 Control Logic and Sequence of Operations
Develop and load optimized control programs that replicate or improve upon the existing Sequence of Operations (SOO).
4.2 BAS Frontend GUI Updates
Update the BAS graphics to include:
• Revised Zone 5 floor plans
• New humidity and CO₂ trend logs
• Dynamic AHU and VAV status animations
