About this file
This document is a Questions and Answers (Q&A) response with associated RFI documentation for a Building Automation System (BAS) controller upgrade project at an Embassy facility.
The project involves replacing existing Honeywell Spyder controllers (Model PUL6438S) serving AHU-5 with new Honeywell Optimizer Controllers (Model VAA-VA75T24NM). AHU-5 currently operates with two controllers managing 49 total control points (Controller #1: 36 points; Controller #2: 13 points, though one response indicates 16 points). The facility also includes 29 VAV terminal units, each equipped with electric reheat coils and approximately 34 control points per unit, all utilizing Honeywell W7751H2025 controllers with consistent configurations across all boxes. The existing BAS front-end platform is Niagara N4, Version 4.11.0.142, and the control network uses LonWorks communication protocol in a daisy-chain topology with twisted-pair copper cabling. Contractors must ensure new controllers integrate with the existing platform and reuse existing wiring where operationally suitable. The contract requires commissioning and functional performance testing, training for up to three personnel, provision of one spare controller and one spare thermostat, compliance with Embassy security requirements, contractor responsibility for all importation and customs clearance, and phased installation to minimize operational disruption. The contractor shall verify all field conditions and point requirements during site survey.

Existing AHU Unitary Controllers
• Controller Type Honeywell Spyder
• Model Number PUL6438S
• Quantity Installed 2 Controllers
Point Count Summary
Controller #1 (Honeywell Spyder PUL6438S)
• Total Point Count 36
Controller #2 (Honeywell Spyder PUL6438S)
• Total Point Count 13
AHU-05 Total Point Count
• Total Points 49
Additional Information – Existing VAV Controllers
• Controller Model: Honeywell W7751H2025
• Total Number of VAV Controllers 29
Approximate Point Count per VAV Controller 34 Points
2. REQUEST FOR INFORMATION (RFI) RESPONSE
1. Existing System Documentation
Building As-built drawing and document release is subject to verification of the required security clearance level and approval by the Contracting
Officer. Relevant information will be made available during the site visit or as otherwise directed by the Contracting Officer.
2. Existing Point Lists
AHU-5 is currently controlled by two Honeywell Spyder controllers (Model
PUL6438S). Controller No. 1 has 36 points, and Controller No. 2 has 16 points. The existing VAV controllers are Honeywell Model W7751H2025.
Each VAV box has approximately 34 control points.
3. Existing Sequence of Operations
N/A
4. VAV Controller Requirements
All twenty-nine (29) VAV terminal units are of the same configuration.
Each VAV box is equipped with an electric reheat coil and utilizes the same controller and room thermostat arrangement. No fan-powered VAV boxes are included, and no chilled water or hot water coils are associated with the
VAV terminal units. Point requirements are consistent across all VAV boxes.
5. AHU Controller Requirements
AHU-5 is currently controlled by two Honeywell Spyder controllers (Model
PUL6438S). Controller No. 1 has 36 points, and Controller No. 2 has 16 points. Contractors shall verify all field conditions and point requirements during the site survey.
6. Approved Honeywell Models
The required VAV controller is the Honeywell Optimizer Controller, Model
VAA-VA75T24NM. Contractors shall base their proposal on this controller model.
7. Existing BAS Platform
The existing BAS front-end platform is Niagara N4, Version 4.11.0.142.
8. Integration Requirements
All new controllers shall integrate with the existing Honeywell BAS platform and operate in accordance with the project requirements.
9. Graphics Development
A separate document containing examples of the existing BAS graphics for
AHU-5 and associated VAV terminal units will be provided for reference.
10. Existing Network Infrastructure
The existing control network utilizes the LonWorks communication protocol in a daisy-chain topology.
11. T1L Adapter Requirements
Contractors shall determine the required quantity based on the specified controller architecture and field conditions.
12. Existing Wiring Reuse
Existing control wiring may be reused where found to be operational and suitable for the intended application. The existing network utilizes twisted-pair copper cabling for LonWorks communication. The specified T1L-enabled controllers were selected to allow reuse of the existing cabling infrastructure while supporting Ethernet communication over a single twisted pair.
13. Commissioning Requirements
The contractor shall perform commissioning and testing necessary to demonstrate full system functionality and compliance with the project requirements.
14. Functional Performance Testing
The contractor shall develop and execute functional performance testing procedures for review and approval.
15. Training Requirements
Training should be provided for up to three (3) personnel, consisting of one primary BAS technician and two backup personnel.
16. Access Restrictions
All personnel shall comply with Embassy security requirements. Access procedures and work schedules will be coordinated in advance.
17. Material Importation
Contractors are responsible for all importation, customs clearance, taxes, duties, and associated costs.
18. Spare Parts
Please include a minimum of one spare controller and one spare thermostats as part of the project closeout deliverables. No additional spare quantities are required beyond these minimum requirements.
19. Warranty Service
The contractor shall provide warranty support in accordance with the contract requirements and manufacturer recommendations.
20. Project Phasing
Installation and cutover activities may be phased as necessary to minimize disruption to facility operations.
