SECTION 2 - INVITATION TO BID

2.01 A. STATEMENT OF WORK:

This is a stormwater retrofit on 4 parking lots near the Yoshida Sports Complex. Existing asphalt will be removed, underlying soil excavated, and then soil and mulch will be added (and eventually trees; separate from this contract) to treat stormwater from the parking lot. Project will be performed as specified on the construction documents and the specifications included in this ITB.

B. SCOPE OF WORK AND SERVICES

1. Work includes all management, materials not acquired by owner, labor, equipment, permits, etc. for a complete and finished product consistent with the design intent established in the bid documents and specifications. The work includes: saw cutting and removing asphalt in center sections of existing parking lots, excavating subgrade soil, adding drainage columns and replacing soil with stormwater topsoil (3-way mix sand-compost-topsoil), adding concrete curb/gutter with inlets to direct stormwater from parking lot into the newly created landscape area, and then repaving the asphalt edge up to the new concrete gutter. Electrical conduit and wiring between existing lights will be replaced, and temporary lighting needs to be provided as each lot is constructed. The college has a location where excavated soil can be hauled for disposal that is within ¼ mile of the project site; bids for soil excavation should consider this plus spreading out the soil once complete. Asphalt and subgrade rock will need to be hauled and disposed of at another location.

2. Work will need to be phased so that only one parking lot is unavailable for parking use at a time, thus allowing parking access to the other 3 lots during the construction window. Bid prices should consider this phasing for construction activities (e.g. excavation, hauling, concrete curb construction).

2.02 RECEIPT OF BIDS:

SEALED BIDS will be received at the Business Office, Room AC-50, ATTN: Mejdi Mahjoub, Purchasing Agent, Mt. Hood Community College, 26000 SE Stark Street, Gresham, Oregon 97030. All accepted Bids shall be time stamped no later than 2:00 pm on May 9, 2023 (“Bid Closing Date”). Late Bids shall be rejected. It is the sole responsibility of the Bidder to assure that bids are delivered as indicated above, prior to the closing date and time. SECTION 6 - BIDDER’S QUALIFICATIONS

6.01 Bidders shall submit a completed Bidder’s Responsibility Information Form along with their Bid. The Bidder’s

Responsibility Information Form will be used to evaluate the qualifications of any Bidder whose Bid is under consideration for award of Contract.

Prior to award and execution of a Contract, MHCC will evaluate whether the apparent successful Bidder meets the applicable standards of responsibility identified in ORS 279C.375 and OAR 137-049-0390. See also OAR 137- 049-0440(1)(c)(H). In doing so, MHCC may investigate Bidder and request information in addition to that already required in this document, when MHCC, in its sole discretion, considers it necessary or advisable. Submission of a signed bid shall constitute approval for MHCC to obtain any information that MHCC deems necessary to conduct the evaluation.

Bids will be evaluated to identify the lowest responsive Bid submitted by a responsible Bidder and not otherwise disqualified.

MHCC may postpone the award of the Contract after announcement of the apparent successful Bidder in order to complete its investigation and evaluation. Failure of the apparent successful Bidder to demonstrate responsibility shall render the Bidder non-responsible and shall constitute grounds for Bid rejection, as required under OAR 137-049-0390.

Any Bidder who fails to submit a completed form will be deemed to be nonresponsive and will not be considered for Award of Contract.

If a Bidder is found not to be responsible, documentation of the reasoning will be sent to the Oregon Construction Contractor’s Board (CCB). Such documentation will be based upon the criteria set forth in ORS 279C.375(3).
