About this file

This document is an Addendum to Invitation to Bid #04102023 for the Parking Lots, R, S, T and U Tree Trenches project in Oregon. The project involves retrofitting four parking lots near the Yoshida Sports Complex by removing existing asphalt, excavating the underlying soil, and adding soil and mulch to treat stormwater from the parking lots. The addendum addresses vendor questions and provides clarification on items such as survey requirements, third-party testing, geotechnical conditions, erosion control, and trench depths and lengths.

The addendum indicates that no survey or third-party testing is required, and that the contractor should assume typical soil conditions. Erosion control is only required within the parking lots, and the college will handle any erosion control needed for stockpiling or tracking. The trench depths are to be measured from the bottom of the trench, and the trenches will extend from the light pole bases to the landscape islands, with the exception of the west end of Lot T. The bid items for electrical work can be changed to a lump sum format for ease of quoting.

ADDENDUM No.1

Invitation to Bid # 04102023 Parking Lots, R, S, T and U Tree Trenches

April 24th, 2023

VENDOR QUESTIONS AND ANSWERS TO QUESTIONS

Q 1: How are exact locations, spacing, and grades determined for curbs, inlets, bore holes, splash pads? Does Survey need to be included in Contractor’s bid?

A: No survey required. Spacing between inlets and elevations can be field fit based on elevation of surrounding asphalt and locations of light pole bases and other infrastructure that will be preserved.

Q 2: Is third party testing the responsibility of the owner or the contractor? Does testing need to be included in Contractor’s bid? Ie Geotech, Concrete Strength Test

A: No third party testing is required, so does not need to be included in bid.

Q 3: Has a Geotech report been conducted? In the instance of hitting boulders for the boring pits or sink holes encountered preventing proper compaction, is there a contingency for unforeseen soil conditions?

A: No Geotech work has been done in exact project locations, but project design anticipates similar conditions encountered in facility installed in parking lot Q. Base your bid assuming typical soil conditions – adjustments can be made (e.g. decrease boring depths) during construction between the contractor and project manager for college.

Q 4: Contract states, “at minimum catch basin inserts.” Is the contractor responsible for pile management and erosion management at MHCC Dumpsite?

A: Erosion control is only required in the parking lots. The college will provide direction on location where on-site stockpiling will occur and it is assumed that no erosion control will be needed for stockpile management or tracking to/from the location. The college will handle any erosion control that is identified as being needed to prevent soil tracking to public street or preventing movement from stockpile to adjacent water bodies.

Q 5: Plan calls out a 2” river rock. Would 1 ½ drain rock be sufficient for this application or is it necessary to use a smooth river rock?

A: As we would prefer more locally sourced materials and local providers typically provide Oregon river rock in the 1 ½ - ¾” range, this size river rock can be used.

Q 6: “Bore a total of 30 holes between tree location at a width of 12” and at a depth of 10’.”

At the meeting, there were comments that the boring depth is 10 feet from bottom of trench. Is the boring depth 10’ from bottom of 3-way soil blend or from the top of 3-way soil?

A: The 10’ depth is assumed to be from the bottom of the trench, prior to the addition of the 3-way soil blend.

Q 7: “Figure: 3 Note 4: All other trenches shall end at the 8’ x 8’ light post bases.” Drawings show trenches outside of 8 x 8 pole bases. Are the trenches to end before post bases or go all the way to the landscape island?

A: The tree trenches in lots R, S and T will extend from the light pole bases to the landscape islands, as shown on the plans. The one exception to what is shown in the plan is the west end of lot T, where there is existing ADA parking between the light pole and landscape bed, so those parking spaces will remain. The distances and measures in the bid table assume the full lengths of the tree trenches that are anticipated.

Q 8: Bid items 10 and the add alt bid item 1 are confusing, there are mulple quanes and units in each of those bid items. Would it be possible to either split those up into mulple bid items or change them each to 1 lump sum for ease of quong from our electrical subs?

A: you can change each to a lump sum.
