About this file

This Purchase Order Scope of Work (PMT-57) issued by the Florida Department of Children and Families (DCF) solicits comprehensive HVAC preventive maintenance and repair services for the Roberts Building located at 5920 Arlington Expressway, Jacksonville, Florida 32211. The scope encompasses eight distinct services covering Building Automation System (BAS) inspections, mechanical-draft cooling tower maintenance, condenser pump servicing, and water-cooled rotary chiller inspections for two Trane CenTraVac chillers. Service frequencies range from annual to quarterly inspections, with Service 1 (Annual BAS Inspection) and Service 2 (Monthly BAS Inspection—12 occurrences annually) performed remotely, while remaining services require on-site work. The contract term spans five years, from August 1, 2026, through July 31, 2031, with potential renewal for up to three additional years subject to satisfactory performance, funding availability, and a maximum three percent annual price increase during renewal years. The Provider must maintain an active Florida mechanical contractor license, ensure all technicians handling refrigerants hold EPA certification, maintain a service location within 80 miles of the facility, respond to Department contact within four hours, and be on-site within 24 hours of contact.

All rates submitted in the Cost Proposal are all-inclusive of labor, materials, equipment, tools, overhead, and profit, with no additional charges for travel, fuel, or sundry fees permitted. The Department will issue monthly invoices upon completion of deliverables, with payment contingent upon Department acceptance and submission through MyFloridaMarketPlace (MFMP), which imposes a 0.7% transaction fee. Financial consequences of five percent per occurrence (cumulative maximum ten percent) apply for incomplete, late, or non-compliant deliverables. Out-of-scope work is authorized under separate purchase orders with hourly rates for regular business hours, overtime/weekends/holidays, and emergency response, plus an actual cost markup of ten percent for replacement and repair parts. The Department of Children and Families is exempt from Florida state sales and use tax. All proposed rates remain fixed throughout the initial term and any renewal term, and the Department reserves the right to expand or modify scope through written change orders based on operational needs and funding availability.
