About this file

This is a Change Order Notice for an economic adjustment to the Title IV-E Eligibility Assistance contract between the Illinois Department of Children and Family Services (DCFS) and its contracted service provider. The change order executes an economic adjustment clause that allows for an increase to the agreed contract price based on a specified formula. The adjustment is calculated as the lesser of 2.5% or the Consumer Price Index (CPI-W), measured as the percentage change from July 1 of the preceding fiscal year to July 1 of the current fiscal year. This contractual mechanism is applied on a position-by-position basis, allowing DCFS to adjust compensation rates in response to inflationary pressures while maintaining fiscal controls through the 2.5% cap.

The economic adjustment process is a standard provision outlined in Section 2.4 of the Title IV-E Eligibility Assistance contract language and provides a transparent methodology for rate increases tied to established economic indices. This change order represents DCFS's implementation of this contractual right to modify compensation by position during the contract term, ensuring that service provider staffing costs remain aligned with economic conditions while protecting the state's budget through the established ceiling on annual increases.

thedetails: DCFS is executing an economic adjustment clause in the Title IV contract. This is a contractual mechanism that allows the agreed contract price to increase. The contract language for the Title IV-E Eligibility Assistance contract section 2.4. Economic Adjustment provides the process for requesting a rate increase by position which is the lesser of 2.5% or the Consumer Price Index, calculated as the percentage change in CPI-W from July 1 of the preceding fiscal year to July 1 of the fiscal year in which the price increase will become effective. The percentage change was calculated using the following formula:

CPI-W Percentage Increase = (June 2026 CPI-W − July 2025 CPI-W) ÷ July 2025 CPI-W × 100 = (327.075 − 316.349) ÷ 316.349 × 100 = 3.3905% CPI-W increased by 3.39% over the applicable (July 1, 2025, to July 1, 2026 ~ June 30, 2026) comparison period. The CPI-W increased more than 2.5% therefore the rate increase is limited to 2.5% which is what DSN is requesting for the Fiscal Year 2027 contract. Please refer to the attached spreadsheet for the position specific rate increases and the total contract increase DSN is requesting.
