About this file
This document contains questions and answers related to a Request for Proposal (RFP) issued by the Illinois Department of Children and Family Services (DCFS) for PO23-080 DCFS Promotional and Imprinted Items 23-418DCFS-PROCU-B-34722. The RFP seeks offerors to provide a catalog of promotional items that can be imprinted with DCFS or other logos. Offerors are encouraged to provide an all-inclusive catalog for each category, listing as many options as they have available. The RFP states that there will be no minimum quantity or minimum order dollar amount on any purchase, and the category percent discount from MSRP shall remain firm throughout the term of the contract.
Regarding pricing, offerors must provide pricing for all line item categories as required in BidBuy, which will be the percent discount from MSRP based on minimum order quantities. DCFS reserves the right to compare MSRP or other prices to determine if the price is inflated or if it is fair and reasonable. The awarded vendor's catalog pricing may change throughout the term of the contract, but the vendor's percent discount from MSRP shall remain firm.

Questions and Answers #2
April 19, 2023
Q1 Are there brand preferences for the items or should a variety of brands and price points be offered?
A1 RFP Section A.24.1.9.:
Offerors shall attach a detailed Catalog MSRP Price List with their offer in BidBuy which includes all relevant MSRP data, by manufacturer, to demonstrate pricing for each catalog item it intends to supply to DCFS.
The MSRP listed should be the most up-to-date pricing in effect at the time of submission of the Offeror’s proposal. This catalog shall include the Brand, Item, Product Description, Package Size, Packaging Type, and the MSRP for each Package Size. Offerors are encouraged to provide an all-inclusive catalog for each Category, listing as many options as they have available. This catalog shall be in a Microsoft Excel or Comma-Separated Value (CSV) format. Offerors may provide a URL or web address specific to their company to meet the requirement.
DCFS reserves the right to compare MSRP price lists to determine authenticity amongst respondents.
RFP Section D.2.1.:
The Vendor will provide open access to all Promotional Items in their catalog of offerings, to be imprinted with the DCFS or other logos…
Q2 Should each item be listed as a single unit cost? Some items have a minimum quantity...would we add that information under the terms & conditions tab? For example, if I am pricing out a lanyard that costs $2.00/ea but has a minimum quantity of 500/pcs. Would I still enter the unit cost of $2.00/ea with a discount of 99.99% on BidBuy and then provide the minimum quantity info under t&c?
A2 RFP Section D.5.17.:
Since the demand for specific products can vary considerably, there will be no minimum quantity or minimum order dollar amount on any purchase.
RFP Section E.1.1. and E.1.2.:
Pricing shall be the percent discount from MSRP based on minimum order quantities on each Category Line Item in BidBuy. Prices must include all costs shipped F.O.B. Destination and may not include any additional costs due to taxes (federal or otherwise) unless accompanied by proof the State is subject to the tax.
Offerors must provide pricing for all Line Item Categories as required in BidBuy in order to be determined responsive.
Q3 If the contract is awarded for five years and pricing is locked in BidBuy, does that prevent the contractor from passing along price increases that occur in subsequent years from suppliers and decorators?
A3 The awarded Vendor’s catalog pricing may change throughout the term of the contract, but the Vendor’s percent discount from MSRP shall remain firm:
RFP Section D.2.7.:
All item prices will be based on the current catalog price in effect at the time DCFS requests a quote.
Additionally, discounts for item prices shall be furnished regardless of the quantity ordered for any individual item from the selected catalog…
RFP Section D.2.8.:
DCFS reserves the right to compare MSRP or other prices to determine if the price is inflated or if it is fair and reasonable.
RFP Section E.1.3.:
The Category percent discount from MSRP shall remain firm throughout the term of the Contract.
Q4 Is it recommended to offer several of each item in the category or simply provide my company's site?
