The contractor must provide semi-annual preventive maintenance and inspection services for ANSUL R-102 fire suppression systems across three locations: CMR Industrial Kitchen, Embassy Cafeteria, and Embassy Marine Security Guard Residence (MSGR). The contract is a firm fixed-price agreement in Namibian Dollars with no adjustment for material, labor, or currency fluctuation escalations. The base period is one year (with services provided twice annually), followed by four optional one-year renewal periods. Personnel must be ANSUL-authorized, factory-trained, and certified with a minimum of two years' experience in wet-chemical fire suppression system operation.
The scope of work includes detailed inspection and maintenance requirements per NFPA 17A and the ANSUL R-102 Restaurant Fire Suppression Manual (Part No. 418087). Key tasks include disabling and re-enabling gas equipment pilots, replacing fusible links semi-annually, trip-testing systems, weighing expellant cartridges, inspecting nozzle blow-off caps, verifying suppressant levels, conducting hydrostatic testing of cylinders at 12-year intervals with temporary replacement cylinders provided, and validating fire alarm signals. The contractor must provide all tools, equipment, personal protective equipment, and non-corrosive cleaning materials. Inspection reports in hard and soft copy format must be submitted within five business days, including completion tags at manual pull stations. Repairs identified during inspections require separate written proposals and Purchase Orders; the contractor must provide current labor rates for potential repair work. The Point of Contact is Ms. Ihuhwa Catherine Malulu, Safety Coordinator, at the U.S. Department of State Embassy.

4.0 INSPECTION REQUIREMENTS FOR ANSUL R-102 FIRE
SUPPRESSION SYSTEM:
4.1 INSPECTION REQUIREMENTS FOR ANSUL R-102 FIRE SUPPRESSION
SYSTEM:
4.1.1 Prior to beginning any inspection of the Fire Suppression System/s, the
Contractor must possess, at a minimum, the following items for their personnel or any subcontractor personnel:
A. A copy of the manufacturer’s instructions/service procedures for the
ANSUL R-102 fire suppression system (Piranha P053758 - Tank 7 system)
B. Enough correctly sized/temperature fusible links to replace all the existing links in the system.
C. All required tools and equipment to complete the PM, including but not limited to hoists, ladders, man lifts, an assortment of wrenches (including hexagonal), screwdrivers, electrically rated ladders, vacuum pump, flashlights, etc.
D. Personal protective equipment (safety glasses, safety shoes, etc.)
E. Non-corrosive cleaning materials
4.1.2 Based on the most recent hydrostatic test date stamped on the cylinder at the time of each inspection visit, the Contractor must remove all cylinders requiring such testing (testing is required at 12 year intervals), have them tested at a facility certified to test the cylinders, reinstall them, and place them back into service within two (2) business days. The Contractor shall provide a temporary replacement cylinder certified for use on the R-102 system until the US. Embassy cylinder has been tested, stamped with the date it was tested, and reinstalled in its original location.
4.1.3 At each inspection visit, the Contractor shall complete all of the following:
A. Inspect any existing gas equipment under the exhaust hood and disable all pilots.
B. Cover all work areas under and around the exhaust hood with proper drop cloths to avoid grease or debris contamination of equipment.
4 | P a g e
C. Upon completion of inspection visit, reignite the pilots.
D. During the inspection, note any and all deficiencies. The Contractor shall submit a written proposal to correct deficiencies. Repairs and/or replacements can be done only upon receipt of a signed, separate contract.
Exceptions to this are the blow off caps listed in item “j”, the fusible links in item “k” below, and recharging of the tank/s which are included in item
2 of this contract.
E. Only after de-arming/safing/locking the release assembly and actuator in accordance with the manufacturer’s procedures, the Contractor shall disconnect all tanks at the distribution piping and remove them for inspection.
F. Contractor shall remove the tank adaptor/tube assembly and verify that each tank is filled with the proper fire suppressant as required by the manufactures’ service manual.
G. As needed, the Contractor is required to fill the suppressant to the proper level or replace it with the appropriate suppressant material.
H. If the existing hood system has filters, the Contractor will verify that all filters are clean and installed properly. If they are not clean, the
Contractor is required to immediately notify the COR.
I. At each inspection visit, the Contractor will inspect all nozzle blow-off caps to ensure they are free of cooking grease build-up. Spring clips must rotate freely on older style metal caps. If newer style caps with “O” rings have been installed, the “O” rings inside the caps must be re-lubricated and the caps reinstalled.
J. Contractor will replace any rubber blow-off caps that are older than one
(1) year. This does not apply to the new style caps with an “O” ring inside.
K. Contractor will replace all fusible links semi-annually. Replacement links must be of the same type and temperature rating as those originally installed. Removed links will be destroyed and left with the COR at the work site.
L. After removing the tank and actuating cartridge in accordance with the manufacturer’s procedures, the Contractor shall trip test the system. Trip testing is accomplished by using a pair of wire cutters to cut a fusible link to simulate automatic actuation. The test shall be performed on each
5 | P a g e individual fusible link wire circuit. In addition, each system shall be re-cocked and trip tested by pulling each and every manual pull station to simulate manual actuation.
M. At each inspection visit, and in the presence of the Facilities Management representative, the Contractor must validate that a fire alarm signal is received as a result of the tripping of the Wet Chemical Kitchen System.
The Contractor must also substantiate that the power to the unit has shunted.
N. At each inspection visit, the Contractor must weigh all cartridges that use an expellant gas to ensure the cartridge has not lost more than a ½ ounce of its stamped weight. If needed, Contractor will fill cartridge to its stamped weight with the manufacturer specified chemical for the system.
O. Upon completion of each system inspection, the Contractor must install an inspection tag at each manual pull station that legibly indicates the following information:
O.1 The month and year the inspection was performed.
O.2 The name of the company holding the contract.
O.3 The name of the person that performed the maintenance/inspection.
P. Within five (5) business days of completion of an inspection visit, provide a typed “hard” copy and an electronic “soft” copy of the inspection report to the COR. The report will clearly indicate all tasks completed during the inspection and all findings and recommendations. Upon acceptance of the report, COR will sign & issue an Acceptance of Service form that will be attached to the invoice.
Q. In addition to the specifications above, the Contractor will comply with all the requirements of NFPA 17A – Wet Chemical Extinguishing Systems and, applicable local standards and, the requirements of the manufacturer.
