About this file

This document is an Exhibit C - Cost Factors for a Competitive Solicitation No. 23-005 for Environmental Consulting Services issued by the Washington State Pollution Liability Insurance Agency (PLIA). The solicitation seeks to establish a convenience use contract for environmental consulting services to provide site-specific project management including conducting environmental assessments, overseeing infrastructure installation, and providing gas station compliance and urgent response services. The contract will cover multiple jurisdictions within the state of Washington. Bidders must provide not-to-exceed billable rates for various categories of service, including gasoline/diesel assessment and cleanup, infrastructure upgrades, and gas station compliance and urgent response. The document outlines the specific cost factors and rates for each category and subcategory of service.

The solicitation specifies the required documentation for travel costs and per diem, as well as the acceptable sampling and reporting methodologies. Bidders are required to indicate their availability by region, and PLIA will seek to maximize geographic coverage based on these responses. The contract term and any renewal options are not specified in this document.
