About this file
This file is a contractor declination email from Matt Loehman, Executive Director of Horizons of New Mexico, declining a procurement opportunity from the City of Santa Fe, New Mexico, on behalf of the Buckman Direct Diversion (BDD). The opportunity, identified as RFP #FY26-RFP-036, seeks professional services for the replacement of four critical Programmable Logic Controllers (PLCs)—Pall Membrane, Ozone, Advanced Treatment Facility, and Granulated Activated Carbon—and modifications to the Supervisory Control and Data Acquisition (SCADA) system. The project requires comprehensive services including labor, equipment, materials, programming expertise, installation, integration, testing, documentation, and operator training using Schneider Electric Unity Pro XL software. All replacement work must be scheduled between October and March during low-demand periods to minimize operational disruption. A non-mandatory pre-proposal meeting is scheduled for December 2, 2025, with written questions due by December 4, 2025, and electronic proposal submissions required via the OpenGov Procurement Portal by December 18, 2025, at 3:00 PM. The contract will have an initial one-year term with potential renewal options not to exceed ten years.
The procurement evaluation will employ a best-value approach with 35% weight on Scope/Level of Expertise Plan, 10% on Value Added Plan, 30% on Cost Proposal, and 25% on Interview performance. Santa Fe resident businesses certified by the New Mexico Taxation and Revenue Department may receive 3–6% additional evaluation points. Subcontractors are permitted with prior written City approval. Contractors must maintain $2,000,000 commercial general liability and $1,000,000 business automobile liability insurance. Mandatory submission requirements include Campaign Contribution Disclosure Forms, Conflict of Interest Statements, Non-Collusion Affidavits, and Responsibility Disclosures. Horizons of New Mexico, which specializes in employment services for people with disabilities under the State Use Act, declined to pursue this opportunity due to insufficient capacity and expertise.

Good afternoon Gutema, Thank you very much for the opportunity, but we will decline this procurement.
Best regards, Matt

The State Use Act helps people with disabilities become gainfully employed, and it saves you valuable time and resources otherwise used during the procurement process.

Hi Matt, We need someone who is knowledgeable on replacing a programmable logic controller (PLC) in its SCADA system and to provide follow up assistance for a period of one year.
This will also include on-call services.
Would you have the capacity and time to assist with this project?
