About this file

This is a Playground Equipment Design and Specifications document prepared by Hillsborough County Public Schools (HCPS) that establishes the minimum design layout requirements and approved equipment standards for playground and fitness installations across the district. HCPS seeks qualified contractors to furnish and install playground equipment, fitness equipment, and related parts, including replacement, maintenance, and repair services for use throughout school sites as needed. The specifications document outlines four standardized playground unit types based on grade levels: Pre-K & Kindergarten (UPSC Ages 2-5), Grades 1-3 (UPSC Ages 5-12), Grades 4-5 (UPSC Ages 5-12), and Modular Fitness Units (UPSC Ages 5-12). Each unit type includes specific component requirements with designated quantities and maximum heights, ranging from 24 inches for Pre-K & Kindergarten units to 80 inches for Grades 4-5 and Fitness units. Individual sites may modify templates with pre-approved components based on space, needs, and funding availability.

All playground units and stations installed in HCPS must meet US Consumer Products Safety Commission (CPSC), International Playground Manufacturers Association (IPEMA), American with Disabilities Act (ADA), and American Society for Testing and Materials (ASTM) specifications as outlined in the Handbook for Public Playground Safety. The district maintains conservative, safety-oriented specifications that exceed the handbook standards, with all vendors and installers required to be district-approved and bonded. Notably, HCPS prohibits equipment with swinging, gliding, rotating, rolling, spinning, springing, or rocking motions due to collision and wear concerns, as well as chain, rope, or net climbers and certain panel types. Projects exceeding $200,000 will require payment and performance bonds as mandated by Florida Statute 255.05. The contractor is responsible for providing all labor, materials, delivery, unloading, supervision, equipment, and incidental items necessary for installation and ongoing maintenance services.

0557FAC-RFP-MOC Playground Equipment and Fitness Equipment Playground Specifications and Approved Play Stations

All playground units and stations installed in Hillsborough County Public Schools (HCPS) must meet US Consumer Products Safety Commission (UPSC), International Playground Manufactures Association (IPEMA), American with Disabilities Act (ADA), and American Society for Testing and Materials (ASTM) specifications as outlined in the Handbook for Public Playground Safety. In addition, all playground equipment vendors and installers must be District approved and bonded.

Specifications for approved playground equipment in HCPS exceed those outlined in the Handbook for Public Playground Safety. District approved playground units are age appropriate and designed to have a fitness focus by incorporating stations that minimize motions that may promote premature wear on the equipment or that have a greater potential for student injury. For this reason, playground unit specifications concerning maximum fall heights, moving parts and the types of equipment installed in HCPS is conservative and safety- oriented.

The types of playground units approved for use in Hillsborough County Public Schools are: Pre-K & K, Grades 1-3, Grades 4-5, and Modular Fitness. A standardized template is approved for each type of playground unit.

However, individual sites may modify templates with pre-approved components based on the site’s needs, space and funding.

Pre-K & Kindergarten Playground Units: (UPSC Ages 2 - 5): See ExhibitA1

Grades 1-3/Primary Units (UPSC Ages 5-12): See Exhibit A2

Grades 4-5/Intermediate Units (UPSC Ages 5-12): See Exhibit A3

Modular Fitness Units (UPSC Ages 5-12): See Exhibit A4

Maximum Heights:

• Pre-K & Kindergarten Units – Maximum overhead climber height is five feet (56 Inches). Maximum platform height is three feet or (24 inches).

• Grades 1-3 Units – Maximum overhead climber height is six feet (68 Inches). Maximum platform height is three feet or (36 inches).

• Grades 4-5 Units – Maximum overhead climber height is seven feet (80 inches). Maximum platform height is four feet (48 inches).

• Fitness Courses Units – Maximum overhead climber height is seven feet (80 Inches).

Slides: See Exhibits B1 – B2 All must be enclosed at the access point to ensure that only one (1) student enters the slide at a time. Slides must have bordered sides. Slide tubes must have visual access openings for supervision purposes. Slides are NOT approved that are over a height of four (4) feet unless special permission is granted.

Protective Barriers & Panels: See Exhibits E1 – E4 All stations must have a protective access barrier or minimum height access step at entry and exit points to minimize the opportunity for students to access or climb on top of the unit. See sections 10.4 and 11.2 of the Handbook for Public Playground Safety.

Rock Walls or Climbers: See Exhibit F1 Rock Climbers may be attached as an access point to platforms that do not exceed four feet (48 inches in height) or may be designed as a horizontal transfer station. Horizontal walls/transfer stations may NOT permit a student to transfer at a height above the approved platform height.

STATIONS NOT APPROVED:

Swinging Stations:

Exhibit Q1

Swinging –Stations that permit a “swinging” motion have the potential for collisions due to the motion of the apparatus. The friction generated by the swinging motion has a high potential for wear.

Exhibit Q2

Swinging -This station has the potential for collisions due to the motion of the apparatus. The friction generated by the swinging motion has a high potential for wear.

Exhibit Q3

Gliding -This station has the potential for pinching and collisions due to the motion of the apparatus.

The friction generated by sliding motion has a high potential for wear.
