REQUEST FOR INFORMATION (RFI)

Defense Information Systems Agency (DISA)

1.0 GENERAL

1.1 The Department of Defense (DoD) is soliciting industry to provide comments on the MIL-STD-188-164C Change 1 Draft and prepare proposals to satisfy unique DoD requirements to be included into the Draft. Proposals should include, but are not limited to, specification adjustments in the following areas of interest: 1) Transmit phase linearity; 2) Transmit amplitude response; 3) Phase noise; 4) Maximum power flux densities; 5) Receive phase linearity; 6) Receive amplitude response; 7) Receive Chain Absolute Gain, 8) Variable performance terminals, 9) Phased arrays and highly integrated terminals, 10) Reception function intermodulation products, 11) De/λ, and 12) Internal and external frequency references. Enclosure 1 (MIL-STD-188-164C-C1 DRAFT 20191211 - CLEAN.pdf) and Enclosure 2 (MIL-STD-188-164C-C1 DRAFT 20191211 - COMPARISON.pdf) are provided as reference material to facilitate industry comments.

1.2 This request is to issue a RFI and is solely for gathering information and planning purposes. This RFI does not commit the U.S. Government to contract for any services or supplies whatsoever. All are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future solicitations or requests for proposal (RFPs).

2.0 ISSUES

The continuing evolution of terminal capabilities presents a number of challenges to developing relevant and useful terminal design requirements. When MIL-STD-188-164 was first written, the preponderance of terminals consisted of large, center-fed, fixed, circular reflectors. This is no longer the case. In recognition of this, a number of adjustments have been made in the Draft for MIL-STD-188-164C Change 1. In particular, a number of concerns raised after publication of the original Revision C have been addressed. In the process of drafting the new MIL-STD, a number of specific areas have been identified where additional investigation is necessary to craft a useful MIL-STD update.

3.0 INFORMATION REQUESTED

3.1 Transmit phase linearity. Transmit phase linearity is being reviewed for accuracy and applicability across each band.

3.2 Transmit amplitude response. Transmit amplitude response is being reviewed for accuracy and applicability across each band.

3.3 Phase noise. A new method of containing phase noise for future network needs and capabilities is proposed.

3.4 Maximum power flux densities. Maximum power flux densities are being reviewed for accuracy and applicability across each band.

3.5 Receive phase linearity. Receive phase linearity is being reviewed for accuracy and applicability across each band.

3.6 Receive amplitude response. Receive amplitude response is being reviewed for accuracy and applicability across each band.

3.7 Receive chain absolute gain. Receive chain absolute gain is being updated.

3.8 Variable performance terminals. Language defining variable performance terminals is being reviewed to encourage vendors to implement limited measures which ensure maximum system throughput can be maintained while also not impacting other users of the network.

3.9 Phased arrays and highly integrated terminals. Terminal and modem technologies are rapidly developing in ways that do not have clear boundaries between components. Ways to support such technologies while protecting satellite resources are being considered for discussion in a future appendix.

3.10 Reception function intermodulation products. Current requirements cannot be met by large aperture terminals.

3.11 De/λ.

Discussion of De/λ in transmit and receive antenna axial ratio, and antenna side-lobe levels is being updated.

3.12 Internal and external frequency references. Terminals are often installed in gateways with standardized frequency references such as 5 MHz or 10 MHz. Input is welcome on requirements or new standards for references and how installation issues are mitigated.

4.0 INDUSTRY DAY

Vendors who wish to respond to this RFI should send responses via email NLT 7 February 2020 1:00 PM Eastern Daylight Time (EDT) to henry.h.tran.civ@mail.mil and dean.l.cravens.civ@mail.mil.

The MIL-STD-188-164C/C1 Industry Day will occur on Tuesday, 11th February 2020 to Friday 14th February 2020 from 0800 – 1700 daily at Northrop Grumman Mission Systems at the Orlando Central Florida Research Park, 2721 Discovery Drive, Suite 100 Orlando, FL 32826. Note: Friday 14th will be split, with the final Industry session in the morning, and the afternoon reserved for a Government-Only session. A teleconference bridge will also be available.

Please provide the following information (email preferred) to the Admin POCs (Ruth Englehart and Tamara Williams) listed below.

· Identify attendees and organization.

· For government attendees, please indicate your intent to stay for the government only afternoon session on Friday.

In addition, all attendees are required to submit their credentials (JPAS preferred) to the following SMO (CAGE) code: 08SP86 (first digit is a zero). Please indicate the following:

Meeting: MIL-STD 188-164C conference Dates: 11-14 February 2020 Security POC: Brian Simms (321) 235-3872 Admin POCs: Ruth Englehart (321) 235-3957; Tamara Williams (321) 235-3904 Technical POC: Dave Dillon (407) 737-7108

Those without access to JPAS should contact the security POC directly for information on required credentials. Participants without a clearance will be issued "Escort Required" badges.

Unfortunately, due to special considerations on-site, Foreign Nationals will not be eligible to attend in person. A teleconference bridge will be made available to facilitate Foreign National participation and those otherwise unable to attend in person.

Electronic devices are permitted in the conference room, but no photography will be permitted inside the building.

The MIL-STD-188-164C/C1 meeting is UNCLASSIFIED. Participants are welcome to provide briefings on the topics shown in Section 3.0. Other topics may be permitted as time allows. DISA requests that all Presenters send in their briefing slides and title to the Government POCs below to have it added in the meeting agenda. The meeting will begin promptly at 0800 each day. We recommend that you plan to arrive not later than 0730 to accommodate for check-in delays.

Additional Orlando visitor information may be found in Enclosure 3 (2019 Visitors Guide.docx).
