About this file
This is a process documentation file describing the UAP FMS Provider Enrollment Process for South Carolina's Financial Management Services program. The document outlines the procedural workflow for enrolling employers and employees into the Financial Management Services (FMS) system, with UAP nurses facilitating the completion and transmission of required forms. The process involves completing employer (ER) and employee (EE) information forms in Phoenix, after which electronic data is transmitted to the FMS provider. Key procedural elements include the FMS provider obtaining employer EINs and conducting E-Verify for employees on behalf of employers, with a standard completion timeline of three full business days. The document specifies that UAP nurses verify successful enrollment by confirming that the first two system status lights turn green, and that FMS data is electronically transmitted to Phoenix twice daily.
The document identifies recurring operational issues encountered within the enrollment process, primarily related to data transfer errors affecting name and address fields, as well as complications arising from employers with existing EINs. The file references additional detailed information available from Rhonda regarding the scope of data transfers and transmission times. No pricing, funding amounts, contract terms, or award information is contained in this document, as it functions as an internal operational procedure guide rather than a formal contract specification or solicitation document.

UAP FMS Provider Enrollment Process UAP nurses explain and facilitate completion of the FMS forms. All forms are faxed to the FMS provider. See employer (ER) forms and employee (EE) forms. An Employer information packet is left with the Employer (ER) These three things will be sent in separate emails due to the size.
We complete the following sections in Phoenix.
If the Participant is self-directing the SS# will auto populate from Phoenix.
Once this data is entered and approved in Phoenix and the Provider is enrolled, the electronic transfer of this data is pushed to the FMS provider. Rhonda can give a more detailed account of what is included in the data transfer.
The FMS provider obtains the EIN for the employer (ER) and does the E-Verify for the employee (EE) on behalf of the ER. The FMS provider currently has 3 full business days to complete their part. UAP nurses check to make sure the first two lights have turned green. If the first two lights do not turn green after 3 full business days, UAP nurses email me and I email the FMS provider to check the ER/EE info for problems.
The FMS data is electronically transmitted to Phoenix twice a day. Rhonda can give you the times if needed.
The FMS ER and EE complete data when transmitted to Phoenix should turn the first two lights green.
Issues we have had with this process include problems with the data transfer like name fields, address fields etc., ERs with existing EINs, image3.png image1.png image2.png
