About this file

This is a project manual and contract specifications document prepared by Mott MacDonald for the West Virginia Division of Natural Resources (WVDNR) for septic system improvements at Pipestem Resort State Park in Summers County, West Virginia, near Athens. The project involves installation of septic systems at three locations within the park: the Recreation Center (1,000-gallon septic tank and 1,500 square foot drainfield), Park Headquarters (1,000-gallon septic tank and 1,250 square foot drainfield), and Canyon Rim Center (two tanks of 1,000 and 1,200 gallons with 2,750 square foot combined drainfield). The scope includes installation of required piping from existing lines, cutting and plugging of existing pipe to the wastewater treatment plant, general cleanup, post-construction remediation, fill, and reseeding. A separate contract will be awarded for demolition of the existing packaged wastewater treatment plant. The contractor must coordinate work to maintain park operations throughout construction and is required to conduct site restoration to match existing surroundings. Weekly job site progress meetings are mandatory when the contractor is actively on site, and a preconstruction conference must be held prior to work commencement.

Payment for each septic system installation is structured on a lump-sum basis with separate line items for the Recreation Center, Park Headquarters, and Canyon Rim Center systems. All work must be performed by a licensed Class I West Virginia Certified Sewage System Installer, with permit applications required for each system at a cost of $180 per permit to be paid by the OWNER. The contractor must furnish all labor, materials, equipment, and tools necessary for complete installation and is responsible for providing third-party independent construction inspection services with an on-site engineering technician during earthwork and equipment installation phases. Mobilization and demobilization costs may be included in the price breakdown but will only be paid once during the contract term. Miscellaneous costs including testing, material costs, utility costs during construction, training, and compliance with local, county, state, and federal regulations are considered incidental to all bid items and are not separately compensated. No specific contract award date, completion deadline, or total contract value is identified in this document.

Prior to submitting drawings to the Engineer, the CONTRACTOR shall check thoroughly all such drawings to satisfy himself that the subject matter thereof conforms to the drawings and specifications in all respects; that the electrical characteristics are correct; and that the dimensions of work submitted fit the available space. Any deviations from the Contract requirements shall be clearly noted on the shop drawings. The CONTRACTOR shall stamp each submittal with his/her firm's name, date, and approval, thereby representing that the above has been complied with. Shop drawings not so checked and stamped will be returned without being reviewed by the Engineer.
