About this file

The file is a PowerPoint presentation containing photographic documentation of roof damage for a U.S. Coast Guard facility at Base Portsmouth. The images detail multiple roof deficiencies, including water intrusion, membrane deterioration, and structural compromises in the C5 Training Trailer roof. Specific issues include soft spots in the plywood underlayment, membrane sections peeling at roof edges, metal components lifting, and water pooling that prevents proper drainage.

The related federal contract opportunity is a solicitation (70Z02725QPORT0000213) for roof repair services at the Coast Guard base located at 4000 Coast Guard Blvd, Portsmouth, VA 23703. Proposals are to be submitted via email to Katherine M. Roberts and Kristy R. Barnette, with questions accepted until 11:00 AM EST on 8/28/2025. The solicitation is issued by the Department of Homeland Security's U.S. Coast Guard and seeks a contractor to address the comprehensive roof damage documented in the accompanying photographs.
