GOVERNMENT LABORATORY TESTING OF CLOTH AND END ITEMS
The use of electronic submission of DD form 1222 is authorized.
Physical Testing of Materials
General:
All testing shall be performed in conformance with the requirements stated in CG PD 04-9407B.
Testing shall be for both basic material and seconds/mill seconds as stated in the end item specifications.
Unless otherwise directed, sampling from each lot to be Government tested shall be as stated in CG PD 04-9407B, paragraph 4.4.2. Both the government and contractor’s laboratories will perform the same tests to correlate results. The Government’s test results will be used for acceptance/rejection purposes.
To avoid shipping delays, it is recommended that the government and contractor’s testing occur simultaneously. Samples shall be selected, stamped, and signed off by the source QAR.
Test data from Contractor’s Qualified Testing Facility shall be forwarded to DLA Troop Support and DLA Product Testing Center Analytical as soon as it becomes available. Qualified Testing Facility test data shall be submitted for every lot regardless of whether government testing is required.
If at any point the test results indicate inconsistency in the process or failure to meet requirements, the criteria for verification may be revised to address the need of corrective action at that time. When necessary, DLA contracting personnel will advise. Exceptions to the Verification Testing described herein include fiber content for both basic material and seconds/mill and stain resistance for seconds/mill seconds ONLY.
The contractor shall not ship unless a passing Government test report is received, or waiver is granted.
Refer to DLA Troop Support C&T AQAR for more information on the Source Sampling program (also see updates to this in the “Lot formation and testing for components” section of this document).
Process for Testing of Materials
Nylon/Cotton Blend Wind Resistant Poplin Cloth shall be made in accordance with CG/PD 04-9407B dated 26 August 2015. Government Verification Testing (DLA PTC) of each production lot are required for all physical characteristics excluding fiber content and testing are subject upon request. The test data will be used to gauge fabric performance. The Contracting Officer shall re-evaluate the terms of the Verification Testing requirements stated herein.
Government notification of results:
When required, electronic copies of all test reports and Certificates of Conformance shall be forwarded to Defense Logistics Agency Troop Support at the following address:
BDUTeamLabs@dla.mil
AND
paactlab@dla.mil
AND
nancy.e.southwick@USCG.mil
