CHANGE OF OCCUPANCY MAINTENANCE SERVICES

PERFORMANCEWORK STATEMENT

1. DESCRIPTION OF SERVICES. The contractor shall provide all management, personnel, supplies, equipment, tools, material, transportation and labor necessary to perform Military Family Housing maintenance as defined in this Performance Work Statement (PWS) on Spangdahlem AB and 52511Geilenkirchen, Heinsberger Str.14 (GOQ).

1.1 INTERIOR CLEANING. Cleaning means removal of all foreign substance and/or matter from the area/item being serviced. Refer to Attachments 1, 2 & 3, and Appendix A-1.

1.1.1. TRASH REMOVAL. Units shall be free of all trash. Trash shall be sorted and placed in the receptacles outside the unit.

1.1.2. SWEEP FLOORS. The entire floor surface shall be free from litter, dust, dirt, soil, and foreign debris. All moveable items shall be moved in order to sweep underneath.

1.1.3. MOP FLOORS. The entire floor surface shall have a uniform appearance free from all streaks, swirl marks, detergent residue, soil, stains, dirt, film, debris, heel marks, scuff marks, discoloration and standing water. All floors/stairs except those with permanently attached carpets shall be mopped with a biodegradable germicidal detergent. All moveable items shall be moved to mop underneath and returned to their original position.

1.1.4. STRIP AND WAX FLOORS. All floors, except stairs and those with permanent attached carpet, tiles and laminated parquet floors, shall be stripped, waxed (non-acrylic wax only), and coated with a non-skid floor finish. The entire floor surface shall have a uniform shiny appearance, free from all scuffmarks, heel marks, stains and discolorations. Care shall be taken in corners and along baseboards to be certain that all wax has been removed. Furniture, walls, baseboards and all other furnishings shall be free of solutions used.

1.1.5. CARPET CLEANING. All installed carpet shall be free of stains, smudges and odors.

All carpet shall have the nub raised and be left in a dry condition without damage to the carpet. Contractor shall furnish carpet shampooer and/or steam cleaner to accomplish the above stated results. Baseboards, doors, walls, furniture, and equipment shall not be disfigured, scarred or damaged.

1.1.6. WALL CLEANING. All walls, ceilings, and woodwork shall be free of all surface grime, dirt, and marks. They should be left in a streak free condition with no damage to surrounding areas. Special emphasis should be placed in the kitchen area where grease may accumulate.

1.1.7. GLASS CLEANING. All glass mirrors, partitions, cabinet, interior and exterior doors, draft shields and adjacent trims shall be free of film, dirt, smudges, water, or other foreign matter.

1.1.8. WINDOW CLEANING. Window frames, casings, sills, glass (inside and outside), protective screens covering all windows, and balcony doors free of film, dirt, smudges, water, dirt, and other foreign matter.

1.1.9. DUSTING. Exposed surfaces (ledges, walls, ceilings, screens, shelves, woodwork, and other similar items) shall be free from dirt, streaks, lint, and cobwebs. All dusting shall be done in the manner as to prevent the spreading of dust to other surfaces.

1.1.10. INTERIOR/EXTERIOR CLEANING OF LIGHT FIXTURES. Interior and exterior light fixtures and coverings shall be free of bugs, dirt, dust, grease, and other foreign matter. Covers shall be removed immediately before and reinstalled immediately after cleaning.

1.1.11. TOTAL/SPOT CLEANING OF INTERIOR AND EXTERIOR SURFACES. Walls, woodwork, floors, shelves, cabinets, door surfaces, facings, casings and knobs, window casings and stools shall be free from soil, stains, handprints, dirt, grease, food particles and other blemishes.

1.1.12. VENETIAN BLINDS AND ROLLADENS. Venetian blinds and rolladens shall be free from all dirt, dust, stains, soil, smudges and other foreign matter. Dusting shall be accomplished with tools capable of picking up dust and not spreading it to other surfaces. Care shall be exercised to prevent staining or tearing of the tapes or cords during cleaning operations, and to prevent undue damage to the paint. Tapes shall have a uniform appearance.

1.1.13. SHELVES. All shelves, pantries, closets, cupboards, and counter tops shall be cleaned and all paper trimming, “Contact” paper, or any other foreign matter shall be removed.

1.1.14. WASHING MACHINES. All washing machines shall be cleaned inside and outside to remove all soap film, dirt, lime scale deposits, stains, and scums. All rubber door seals and filters shall be cleaned and free from debris. The outer surface casing shall be cleaned and polished. After cleaning, all washing machines shall be pulled away from the wall to facilitate inspection.

1.1.15. CLOTHES DRYER. Clothes dryers shall be cleaned inside and outside to remove soap film, dirt, dust, and lint. Door seals and filter ducts shall be cleaned; the outer surface casing shall be cleaned and polished. After cleaning, all clothes dryers shall be moved away from the wall to facilitate inspection.

1.1.16. BALCONIES/PATIOS/GLASS CANOPY. All balconies/patios including glass canopies shall be swept, cleaned and washed down to remove all dirt and foreign matter.

1.2. KITCHEN CLEANING. The kitchen shall be cleaned and sanitized to also include all listed additional requirements, listed within paragraph 1.2.1. through 1.2.6.

1.2.1. STOVES. Range hoods shall be completely free from grease, dirt, and cleaning agents both inside and out. For stove cleaning instructions see Attachment 1.

1.2.2. REFRIGERATORS. All refrigerators shall be defrosted and left “on” at the lowest setting. All walls behind refrigerators shall be free of dirt and foreign matter. Refrigerator shall be free of all matter, food particles, and stains. The refrigerator shall be pulled away from the wall to facilitate inspection. For refrigerator cleaning instructions see Attachment 2.

1.2.3. DISHWASHERS. Dishwashers shall be free from food particles, grease, scum, collection of deposits, and stains. All surfaces shall be cleaned to include float rubber seals and interior bottom of the door.

1.2.4. SINKS. Sinks shall be completely free from laundry bleach or solutions used to clean.

All plumbing and fixtures must be free of mildew, condensation, and a collection of verdigris (a greenish pigment) deposit. All chrome fittings shall be clean and present a bright, shiny appearance.

1.2.5. GARBAGE DISPOSALS & RECYCLE CONTAINERS. Garbage disposals to include rubber collar shall be free from residue and food particles. Recycle-containers shall be free from all foreign matter.

1.2.6. CABINETS. All cabinets, drawers, and broom closets shall be empty and shelving paper removed. All doors and drawers shall be left open to facilitate inspection. “Contact” paper on shelves or walls shall be removed and area shall be scrubbed clean and restored to original condition.

1.3. BATHROOMS. The bathrooms shall be cleaned and sanitized to also include all listed additional requirements, as listed within paragraph 1.3.1. through 1.3.5.

1.3.1. BATHTUB. All bath- and shower tubs, bathtub and shower tub-partitions, sinks, and ceramic wall tiles shall be clean and free of dirt, scum, soap residue, bleach and solvents. Plumbing fittings shall be free of mildew, condensation, and collection of verdigris. Soap dish shall be free of residue.

1.3.2. TOILET. Toilet bowls and seats shall be thoroughly cleaned and free of foreign matter.

1.3.3. MEDICINE CABINET. Mirror must present a spotless appearance. Medicine cabinet shall be free of all matter and dirt. Glass shelving (top and bottom) shall be free from residues, and foreign matter.

1.3.4. CHROME FIXTURES. All chrome fixtures, including towel fittings, cup- and paper holders, and water faucets as well as any other chrome fixture shall be spot free and present a bright shiny appearance.

1.3.5. FLOORS. Floors shall have a uniform appearance free from all streaks, swirl marks, detergent residue, soil, stains, dirt, film, debris, heel marks, scuffmarks, discoloration, and standing water. No wax shall be applied, except on linoleum and parquet floors.

1.4. BALCONY CLEANING. The contractor shall clean off bird droppings (free of all streaks, swirl marks, detergent, residue, soil, stains, dirt, film and discoloration) to include all surfaces within the balcony (floors, walls, windows, railing, and light, fixtures etc.)

1.5. STAIRWELL AND COMMON AREA CLEANING. Clean common areas such as stairwells, front entrance steps, and basement hallways of the Military Family Housing (MFH), Spangdahlem Air Base at frequencies listed in Appendix A-2. Cleaning means removal of all foreign substance and/or matter from the item/area being serviced.

Reference Attachments 3, 4 and 5 for additional information.

1.5.1. BASIC CLEANING. Three times per week (Monday, Wednesday, and Friday).

Reference para. 1.18, “Hours of Operations”. The contractor shall sweep and damp or wet mop all accessible non-carpeted floors, except basement hallway floors (sweeping only), to remove dust, dirt, and debris. All interior trash containers and exterior trash containers placed next to the main entrance shall be free of all foreign contents and returned to their initial location. All public ashtray urns placed next to the main entrance doors shall be free of all foreign contents and excessive odor (as deemed excessive by COR) at time of inspection. All interior and exterior glass surfaces on entrance doors and to either side, display cases, directory boards and other interior glass shall be free of dirt, grime, and streaks. Walk-off mats shall be free of dirt and foreign matter. The contractor shall provide spot cleaning to include cleaning of washable wall surfaces, light switches, handrails, stains, spills and soiled areas not cleaned by dusting. Recyclable containers shall be emptied and returned to their original location. The contractor shall deposit recyclables in the appropriate area at the nearest outside collection point. The contractor is not required to separate trash/recyclables or empty non-segregated containers. The contractor shall notify the COR in writing, listing all discrepancies, building number, and location if containers are not properly segregated or if private owned items are left, stored, or mounted in the areas where contractor services are to be performed. The contractor is not required to clean or move privately owned items that have been stored, left or mounted in the stairwell areas.

1.5.2. PERIODIC CLEANING. Three times per year (October, February, and June), the contractor shall perform high cleaning and dusting of interior and exterior glass surfaces and all surfaces above 2 meters. All interior and exterior glass surfaces to include windows, and interior and exterior (next to stairwell entrance doors) light fixtures, shall be free of dust, grime, streaks, and present a spotless appearance. Areas above 2 meters shall be free from dust, dirt, spots, grime, and foreign matter. Periodic cleaning applies to all area where basic cleaning is performed. Reference Attach 4, no. 1 through no. 2 for window cleaning.

1.6. TRASH RECEPTACLE EMPTYING/ DOG WASTE DISPENSER FILL UP. Remove and dispose trash in selected areas (Playgrounds) within MFH Spangdahlem Air Base – 20 locations. Emptying means removal of all foreign substance and/or matter from the container being serviced. And fill up the 8 dog waste bag dispenser. Reference area map, Attachment 5 for additional information.

1.6.1. Three times per week (Monday, Wednesday and Friday). Reference para 1.18., “Hours of

Operations”. The contractor shall empty trash receptacles (50 or 60 liter volume) within specified playground areas and deposit the plastic trash bags in the appropriate area at the nearest outside collection point and insert a new plastic bag within the receptacle. And fill up the dog waste bag dispenser with plastic bags size 200 x 350 cm (brand Belloo or similar). The contractor is not required to separate trash/recyclables

1.7. INTERIOR PAINTING. Contractor shall adhere to technical information in the latest edition of the Verdingungsordnung für Bauleistungen (VOB) (German Contract Procedures in Construction Industry), and applicable safety publications from Air Force Index (AFIND) 17, Index of Air Force Occupational Safety and Health (AFOSH) Standards, Department of Labor Occupational Safety and Health (OSHA) Standards, and National Institute for Occupational Safety and Health (NIOSH) Publications whenever and wherever painting is to take place in performance of the contract.

1.7.1. GENERAL REQUIREMENTS. Prepare surfaces (plaster, concrete, wood, and metal surfaces) and paint them according to Deutsche Industrie Norm (DIN) (German Industrial Standard) and manufacture instructions. The entire surface area of walls, ceilings, radiators, interior and entrance doorframes, doors, wood trim, base boards, and framing shall be free of grease and dirt and be prepared to receive new paint.

Finishing shall be done around built-in furniture, doorframes, windows, recesses, corners, etc. Surfaces shall have a level, uniform appearance free of runs, streaks, and irregularities. Contractor shall reference the following DINs:

18363: Paint Work, 18364: Corrosion Prevention (metal surfaces) and other DINs as applicable. The contractor shall be aware that lead based paint may be present underneath existing painted wood items and metal items such as doors, door frames, furnaces, etc. The contractor shall strictly comply with the provisions as prescribed by German law if lead based paint is discovered.

1.7.2. MINOR PLASTER AND PUTTY WORK. Repair and fill holes, cracks, blisters, nail holes, and damaged or deteriorated wall and ceiling surfaces. Loose putty shall be removed and replaced. Repair small damaged stucco on exterior walls, all surfaces shall be painted to match existing surfaces. Wall/ceiling shall have a level, uniform appearance with no irregularities.

1.7.3. WALLPAPER WORK ESTIMATE. The estimated wall and ceiling surface in need of repair in each renovated apartment is approximately 5% of the total surface area.

1.7.4. PLASTER/PUTTY WORK ESTIMATE. The estimated wall and ceiling surface in need of repair in each renovated apartment is approximately 5% of the total surface area.

1.7.5. PAINT CONTINUITY. New paint shades shall match the existing color and type unless the COR specifies differently. If existing paint has a textured finish, the new paint coat shall be provided with the same finish. Equal brands of the same, color, finish, type, profile, and quality may be used when approved by the COR. The following types of paints are required for use:

1.7.6. PAINT SAMPLING. The Government reserves the right to test samples of contractor-furnished paint. The contractor shall keep paint in sealed containers that clearly show the name, formula or specification number, batch number, color, date of manufacture, manufacturer’s name, and directions.

1.7.7. PAINTING PREP. The Contractor shall cover hardware, accessories, smoke detectors, light fixtures, electrical and telephone outlets, appliances, furniture, floors, etc. to protect area/items from paint.

When painting in occupied units. Protect areas and items not to be painted to include property of occupants.

Occupants are responsible for moving personal property prior to painting.

1.7.8. METAL PREP. The radiators in the apartment shall not be taken down for painting.

All rust spots on metal surfaces shall be sanded down to the bare metal. Parts which are not painted (handrails, radiator valves, etc.) shall be masked during work performance. Bare metal surfaces shall be prepared with a heat resistant primer.

1.7.9. WOOD PREP. Wooden and any other surfaces, which have been sanded down to the bare wood, shall be primed with one coat of synthetic resin enamel alkyd lacquer base coat paint.

1.7.10. The contractor shall apply a topcoat of undiluted synthetic resin enamel alkyd lacquer paint across all surfaces where applicable to attain a commercial standard as described within the DIN (Deutsche Industrie Norm German Industrial Standard).

1 .7.11. The contractor shall apply prime coat painting on all surfaces where applicable in order to attain a commercial standard as described within the DIN (Deutsche Industrie Norm = German Industrial Standard).

1.7.12. The contractor shall macerate emulsion coating on all surfaces where applicable in order to attain a comnercial standard as described within the DIN (Deutsche Industrie Norm = German Industrial Standard).

1.7.13. The contractor shall remove enamel coating on all surfaces where applicable in order to attain a commercial standard as described within the DIN (Deutsche Industrie Norm = German Industrial Standard).

1.7.14. The contractor shall apply acrylic joint sealing on all surfaces where applicable in order to attain a commercial standard as described within the DIN (Deutsche Industrie Norm = German Industrial

1.8. FLOOR MAINTENANCE. The contractor shall repair floors made of hardwood

(parquet), Carpet, Linoleum, and Vinyl flooring to include wood and cement sub-floors in accordance with all applicable Deutsche Industrie Norm (DIN) (German Industrial Standard) and manufacture instructions. The contractor shall provide removal and disposition of all types of flooring and materials as required in accordance with host nation laws.

1.8.1. SANDING AND SEALING OF FLOORS. All hardwood floors to include stair treads, shall be sanded and sealed in accordance with all applicable Deutsche Industrie Norm (DIN) (German Industrial Standard) and manufacture instructions.

1.8.2. CONTRACTOR DAMAGE. Existing base boards and shoe molds, damaged by the contractor’s operation, shall be replaced and refinished to match existing base boards and shoe molds, at contractor’s expense.

1.8.3. SAND DUST REMOVAL. Walls, windows, floors and furnishings, shall be free of dust

1.8.4. SUB-FLOOR DAMAGE. The Contractor is responsible for repairing damaged floor area to include sub-floor and damaged baseboard, and shoe molds.

1.8.5. RE-LAY SERVICEABLE HARO-FERTIGPARQUETANDFLOORING STRIPS.

Serviceable flooring strips, after removal, shall be cleaned, provided with new splices (where applicable), and re-laid to match existing pattern. Flooring strips shall be glued. Existing bituminous glue shall be removed. Glue shall be applied and removed in accordance with DIN standards and manufacturer’s instructions.

1.8.6. NEW LAMINATE FLOORING. Existing parquet floor shall be removed and replaced with laminate flooring provided by the contractor if determined by COR.

1.8.7. PREPARATION OF SUB-FLOOR. If determined by COR, the subfloor shall be prepared for the installation of new flooring. A pre- and final spackling of filler, sanding and on sub-floor shall be accomplished. Existing parquet flooring shall be removed and replaced with laminate flooring provided by the contractor.

1.8.8. SANDING AND SEALING OF STAIR TREADS. Existing stair treads shall be sanded and sealed up to the corners. Replace damaged or missing “Anti-slip-strips” to match existing in color, type, size, profile and quality.

1.8.9. REFINISHING STAIR RISERS AND STRINGERS. Risers and stringers of the steps shall be cleaned, resin removed, and holes filled with wood filler in color of the existing wood. The light areas caused by the repair shall be stained to match the adjacent surfaces in color. After cleaning and pretreatment, the surfaces shall be varnished with water-resistant varnish.

1.8.10. HARDWOOD BASEBOARDS. Broken and split baseboards shall be replaced with new baseboards. New hardwood baseboards shall match exiting baseboards in color, finish, type, size, profile and quality as in other rooms. The contractor may use an equal brand upon approval by the COR. New Baseboards shall be attached with countersunk screws. A molding strip of beveled hardwood shall be nailed in a concealed manner onto the baseboards. Contractor shall repair and level the walls so that no gap is visible between the baseboard and wall. Damaged wall surface within the area of the baseboards shall be repaired and painted to match the adjoining wall surfaces. All baseboards and molding strips shall be painted with two coats of clear varnish.

Where PVC and Linoleum flooring is replaced in unit, hardwood baseboards shall be removed and disposed of.

New baseboards shall be installed.

1.9. REPLACEMENT OF FLOOR COVERING.

1.9.1. LINOLEUM FLOORING. Damaged and/or defective Linoleum flooring shall be removed and disposed of according to host nation laws. The new floor shall match existing flooring. Contractor shall install Linoleum in accordance with DIN 18171 and manufacture instructions as applicable. Reference para.

1.8.10 for replacement of baseboards and shoe molds.

1.9.2. CARPET FLOORING. Damaged and or defective carpet flooring, shall be removed and disposed of according to host nation laws. The new carpet (comparable to the previous one) will be provided and installed by the contractor in accordance with DIN 18365.

1.9.3. CARPET REPLACEMENT. Carpeting shall be replaced with ceramic tiles provided by the contractor. Tiles will be installed in accordance to host nation laws and replaced with tiles Din EN 14411 and shall be installed by the contractor in accordance with Din EN 14411, per 1.9.3.1., manufacturer’s specifications and guidelines. Replace carpet with tiles as it reached its shelf life of 7 years or earlier when it is unserviceable as determined by the COR.

1.9.3.1 TILE FLOORING. Damaged and or defective tiles shall be removed and disposed of in accordance with host nation laws and replaced with tiles Din EN 14411. The new tiles will be provided and installed by the contractor in accordance with Din EN 14411 per manufacturer’s specifications and guidelines.

1.9.4. REPAIR DAMAGED SUB-FLOORS. Damaged wood and concrete Sub-floors shall be repaired prior to installing, repairing, and/or replacing parquet, Carpet, Linoleum, floor covering in accordance with DIN standards and manufacturer’s instructions. Sub-floor shall be prepared for installation of new flooring (spackling, sanding, keying layer) in accordance with applicable DIN standards. All damaged flooring and materials shall be removed, hauled away, and disposed of in accordance with host nation laws. Sub-floors shall be free of debris, adhesive residues, damage, torn joints, loose spots/areas, and present a level, even appearance.

1.9.4.1 CONCRETE SUB-FLOOR. Exposed surfaces shall match existing floor finish.

Floor finish shall be provided. Unevenness of concrete floor finish shall be leveled with suitable equalizing compound. Sub-floor shall be spackled as required with approved spackling compound and sanded.

1.9.4.2. WATER DAMAGED SUB-FLOOR. Chipped and/or soaked boards shall be dismantled, and replaced with new boards of the same thickness and type. Wet filler sand shall be replaced with same kind as existing.

1.10. MATERIALS. Materials shall match existing material/items in color, finish, type, size, profile, and quality as in other rooms unless the COR states otherwise. Or equal brands may be used only when approved by the COR.

1.11. ASBESTOS IDENTIFICATION AND REPORTING. The contractor is not required to abate asbestos. However, the contractor shall strictly comply with the provisions as prescribed by German law if asbestos is discovered. The contractor shall immediately take all necessary precautionary measures to fully protect facility users, and contractor personnel. The contractor shall immediately report the location and extent of asbestos in writing to the COR for determination and resolution. The COR shall forward 1 copy of the report upon receipt to the CO.

1.12. CONTRACT MANAGER. The contractor shall provide a contract manager and at least one alternate who shall be available to check in with maintenance crew(s) and/or COR to ensure complete and satisfactory performance of all work in accordance with the terms of the contract. The contract manager and alternate(s) shall have full authority to act for the contractor on all contractual matters. The contract manager and alternate(s) shall be designated in writing and submitted to the Contracting Officer. The contract manager and alternate(s) shall have legal authorization to supervise and lead maintenance and construction work as required by the Gewerbeordnung (German Trade Regulation). The contract manager or alternate shall be available by phone between the hours of 0730 – 16:30 (Mon.-Fri.) (except German holidays; refer to paragraph 1.18 in case of discrepancies or emergencies. Monthly meetings and site visits may be scheduled by contracting or the using organization.

1.12.1. CONTRACT MANAGER RESPONSE TIME. The contract manager or alternate(s) shall be available within 30 minutes to meet on the installation with Government personnel (designated by the Contracting Officer) to discuss problem areas. After normal duty hours, the manager or designated alternate shall be available within 2 hours.

1.12.2. CONTRACT MANAGER/ALTERNATE DUTIES. The contract manager and alternates must be able to read routine correspondences, reports, and technical material in his/her field in the English language and is able to grasp the essentials of articles of the above types without using a dictionary.

1.13. CONTRACTOR EMPLOYEES. The contractor shall not employ any person for work on this contract if such employee is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being, or operational mission of the Military Community and its population.

Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This shall be accomplished by wearing distinctive clothing bearing the name of the company or by wearing an appropriate badge, which contains the company name, employee name, and the words “Contract Maintenance.”

1.13.1. The contractor shall ensure employees have the following applicable current and valid (in

Germany) professional certification before starting work under this contract. Licenses, certifications, and registrations include, but are not limited to mechanical craftsmen and motor vehicle operators. Employees whose job requires admittance to occupied housing units must be able to speak, and understand English to allow basic everyday communication.

1.13.2. EMPLOYEE SECURITY: The contractor shall ensure each employee obtains the following pass and identification items as applicable for contractor personnel and privately owned vehicles.

1.13.3. PASSES. Contractor employees shall obtain passes to enter and work in MFH areas.

Contractor’s employees shall carry these passes for identification at all times during working hours. United States Air Force Europe (USAFE) Form 79, Base Entry Form, shall be obtained from and coordinated with the COR in the Housing Office, building 454 at Spangdahlem.

The contractor shall submit the following pass and identification items for each employee, before the employee begins work, to the COR, building 454, Spangdahlem, for review, signature, and logging:

• USAFE Form 79

• Copy of valid Passport or Identification (ID) Card (Kennkarte) Non-European Community Passports must have a work permit.

• Police Conduct Certificate (Polizeiliches Führungszeugnis) obtained locally for the local nationals and issued within the past 90 days

• AF IMT 2583 Request for Personnel Security Action

• USAFE IMT 19 Residency Check

• Security Questionnaire

After forms are submitted to the COR and the USAFE Form 79 is signed, the contractor shall take two copies of the signed USAF Form 79, with two copies of the valid passport (with work permit) or ID Card (Kennkarte), the original and one copy of the Police Conduct Certificate to Security Police, and Pass and ID for processing. Upon verification, the Security Police will issue a USAFE Form 77, Base Entry Identification. The contractor is responsible to make sure forms are properly completed, signed, and available for contractor personnel to enter and work on all Government housing Areas.

1.14. VEHICLE REGISTRATION. All vehicles used by the contractor to perform contract requirements must be registered, insured, and must meet the required regulations. Additionally, a registration shall be accomplished with the 52d Security Forces Squadron, Spangdahlem Air Base.

1.15. PHYSICAL SECURITY. The contractor shall be responsible for safeguarding Government property provided for contractor use. At the end of each work period, Government facilities, equipment, and materials shall be secured.

1.16. KEY CONTROL. The contractor shall establish and implement methods of making sure keys issued to the contractor by the Government are not lost, misplaced or used by unauthorized persons. The contractor shall immediately report lost and compromised keys to the COR. The contractor shall not duplicate any keys. In the event keys are lost or duplicated, the contractor may be required to rekey or replace the affected lock(s) without cost to the Government. All keys issued shall be used for official use only.

1.17. SAFETY. The contractor shall adhere to all applicable safety regulations and German laws.

1.17.1. WARNING SIGNS. The contractor shall display warning signs in all areas where cleaning operations may cause traffic obstructions or personnel hazards.

1.17.2. EMPLOYEE PROTECTION. The contractor shall provide ventilation during painting operations and protect employees according to German laws.

1.18. HOURS OF OPERATION

1.18.1. NORMAL OPERATIONS. The contractor shall perform services during the following hours:

Stairwell and Common Area Cleaning:

0800 hours – 13:00 hours (Monday, Wednesday, and Friday) All other services required:

07:30 hours - 16:30 hours (Monday through Friday) No work shall be performed on Saturday, Sundays or German Holidays.

1.18.2. OTHER THAN NORMAL HOURS. There may be mission situations that require the contractor to work other than normal hours. Some of these situations are military exercises, contingency operations, or weather emergencies. When the contractor’s access to a work area conflicts with an Air Force mission requirement, the contractor shall schedule the work to minimize the disruption. Such scheduling may require work to be accomplished at times other than normal duty hours.

1.18.3. HOLIDAYS. Services shall be provided on American holidays. Services will not be provided on German holidays. If an American holiday and a German holiday fall on the same day, services will not be performed.

Services shall not be provided on the following German holidays:

New Year’s Day Ascension Day All Saints Day Good Friday White Monday Christmas Easter Monday Corpus Christi Day Second Day of Christmas Labor Day Day of Unity

1.19. MAINTENANCE CALL PROCEDURE

1.19.1. Designated COR shall place calls to the contractor for maintenance authorized in the contract. The contractor shall be provided the following information in writing:

a. Type and location of unit to be maintained

b. Required service(s)

c. Call number

d. Date performance may commence

e. Pre-Inspection Date (if required)

f. Final inspection date (unless undetermined)

g. Whether unit is occupied or unoccupied

h. If personal property is left in the unit

1.19.2. A Housing Turnaround Schedule with the above applicable information shall be provided to the contractor. The contractor shall pick up the Housing Turnaround Schedule from the base housing office, and signs for receipt of work to be accomplished according to delivery order. The contractor shall input start and stop dates for services listed on the Housing Turnaround Schedule and submit 1 copy to the COR prior to commencement of work. The contractor shall promptly report any changes to the projected start and stop date to the COR. The contractor shall be allotted no more than the maximum performance periods as stated in this PWS para.

1.22 (Performance Periods), unless authorized additional time by the CO.

1.20. KEY ACCESS. The contractor may access keys for apartments at Spangdahlem AB via the COR.

Keys can also be accessed through the Housing Maintenance Office, building 454.

1.20.1. Key(s) must be returned to their respective location by the end of each workday. When keys are picked up for pre, final, and re-inspections, they must also be returned to their respective location by the end of the workday or handed to the COR upon acceptance of services.

1.20.2. COR will assign initial key pickup date(s) to the contractor. Keys shall be available after occupant has passed their final inspection. After authorization to pick up key, the contractor shall acquire keys from respective locations on an as need basis until unit passes contractor’s final inspection.

1.21. SPECIFIC TASKS

a. Interior Cleaning of apartments, Painting, and Floor Maintenance, Stairwell and

Common Area cleaning, Playground Trash Receptacle Emptying, Dog Waste Dispenser Bag Replenishment

1.22. PERFORMANCEPERIODS

The contractor shall be allotted no more than the following time to complete performance

a. Two (2) workdays: When interior apartment cleaning is the only service required

b. Four (4) workdays: When interior painting and apartment cleaning are the only services required

c. Six (6) workdays: When carpet, or PVC-floor maintenance, (replacement) painting and apartment cleaning are the services required

d. Eight (8) workdays: When parquet maintenance, sanding and sealing of stairs, interior painting and apartment cleaning are required.

e. Ten (10) workdays: When replacing carpet with tiles, replacing tiles with tiles, interior painting and apartment cleaning are required.

1.22.1. PERFORMANCE PERIOD START. Performance may be interrupted by weekends or holidays. An example of this would be if a call were issued with contractor performance beginning on a Friday, the contractor would have until the following Monday at the close of business to complete the cleaning performance since Friday and Monday are the two normal workdays within the performance period described. If painting and cleaning has to be performed, the contractor would have until Wednesday to complete. If floor maintenance, painting and cleaning were required, the contractor would have until the close of business on Tuesday of the following week to complete. If a German holiday falls within that period, then the completion date would be extended by one day. If access to apartments is delayed by the Government, the COR shall note the delay and add the delayed time to the end of the performance period with no fault levied on the contractor.

1.22.2. In situations such as severe water damage, major sub-floor damage, and other cases where required performance periods are found to be unreasonable, the COR shall coordinate with the contractor to establish a reasonable performance period. In cases where COR and the contractor are in dispute over a reasonable performance period, the CO shall make the final determination.

1.23. CALL ESTIMATE

1.23.1. Call volumes will only occur monthly. During the off-peak season, which includes months September through May, a call may list up to six (6) apartments, which shall be maintained simultaneously within the 8-day performance period. All of the 6 apartments require interior cleaning, painting and not more than two (2) should require floor maintenance. The contractor shall receive the call a minimum of five-calendar (5) days and no more than a maximum of fifteen (15) calendar days prior to the start of work.

During the peak season which includes June, July and August, calls may list up eighteen (18) apartments, which shall be maintained simultaneously. The contractor shall be able to clean, and paint 18 units, and repair the floor in 4 (four) apartments within a ten (10) day performance period. The contractor shall receive the call a minimum of five-calendar (5) days and no more than a maximum of fifteen (15) calendar days prior to the start of work. The contractor is not obligated to honor any call that exceeds these established call limits. The contractor will reference Appendix A, Estimated Workload Data, for further details.

1.24. PRE INSPECTION. The contractor may do a pre-inspection prior to commencement of work;

the contractor shall also conduct a pre-inspection upon the request of the COR and when floor maintenance work is required. The contractor shall prepare a damage assessment report based on inspection results. This report should list all pertinent information to include work-related data such as work required and quantity of work. Contractor shall submit 1 copy of all reports to the COR for verification and tracking. The contractor must return keys after the inspection.

1.25. FINAL INSPECTION. Final inspection shall be conducted (Monday through Friday, 0730 -

0930, German holidays are excluded) no later than one (1) day after completion of service. The COR shall coordinate with the contractor and establish an acceptable time and date when final inspection is to be performed. Upon completion of service, the COR and the contractor or his designated representative shall perform a joint inspection of the unit to ensure that requirements of this contract have been met. Upon completion of the inspection both, the contractor and the COR shall sign the Alternate Surveillance Checklist (AF Form 227) to verify the results of the inspection.

1.26. REPERFORMANCE OF SERVICES. The contractor shall re-perform such services, which did not meet standard as cited in this PWS. Re-performed services shall be inspected by the COR during the re-inspection of the same and annotated on the Customer Complaint Form (Local Form). Contractor shall only re-perform service once per complaint, if not re-performed in accordance with PWS, the complaint shall be recorded as valid.

1.27. RE-INSPECTIONS. Should re-inspection(s) be necessary, subject inspection/s shall be conducted two (2) hours after the initial or subsequent inspection/s and during the time frame 0730 hours and 1500 hours between Monday through Friday; German holidays are excluded. Re-inspections of quarters shall be conducted until the Contractor meets the standards of subject Performance Work Statement.

1.28. OCCUPIED UNITS: Housing units may be occupied. The contractor shall provide painting and/or sanding and sealing repair work/or carpet replacement for occupied housing units. The COR shall coordinate with the occupant and contractor to schedule initial service appointment. Subsequent appointments, such as rescheduled or canceled appointments shall be made between the occupant and the contractor. The contractor shall provide a number that may be used by occupants for the purpose of canceling and/or rescheduling appointments.

1.28.1. The contractor’s personnel shall not enter occupied quarters unless:

The occupant, an adult member of the occupant’s family, or an adult is present who is responsible for the unit during the occupant’s absence.

1.28.2. If the occupant is not home at the appointed time, the contractor shall leave written notification of the missed appointment. Notice shall include company identification, date and time of attempted access, and how to reschedule work. Furnish one copy of the notice to the COR. The contractor shall arrange only one rescheduled appointment with the occupant to complete required service(s). If unsuccessful, refer service call number to the COR for permission to cancel. The occupant’s failure to provide access shall not be the basis of a claim by the contractor for additional payment.

1.28.3. RESPONSE TIMES: The COR, in coordination with the contractor, shall provide a time frame to the occupant for maintenance of unit. The contractor shall coordinate with the occupant for rescheduling of appointments. Work shall be accomplished during normal duty hours unless there is an immediate danger or health hazard to occupants or possibility of further damage to property. Inform COR immediately to arrange best solution for occupants. At the end of normal work hours, the contractor shall arrange equipment, materials, and tools so the occupant can use the area or remove the equipment, materials, and tools from the work site.

1.29. QUALITY CONTROL. Contractor shall develop and maintain a quality program to ensure maintenance is performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum, the contractor shall develop quality control procedures addressing the areas identified in paragraph 2, Services Summary.

1.30. PERFORMANCE ASSESSMENT. According to the Inspection of Services clause, the COR will evaluate the contractor's performance using periodic inspection for stairwell and common area cleaning, 100% inspection (all other services), and customer complaint as the methods of surveillance in accordance with the Quality Assurance Surveillance Plan. At any time during the performance of this contract, the COR, Contractor, or CO shall be able to call a performance meeting to discuss and resolve contract discrepancies, requirements or any issue requiring such a meeting.

1.30.1. CONTRACT PERFORMANCE ASSESSMENT REPORTING SYSTEM

(CPARS). CPARS will be initiated annually, documenting contractor performance for this contract. More frequent updates may be made as required to document a significant improvement or degradation of the level of contract performance. The assessing official representative will be the COR; the assessing official will be the Functional Commander/Director (FC/FD).

1.30.2. PERFORMANCE METRICS. Schedule and performance metrics shall be used to track contractor progress towards meeting stated performance objectives IAW the service summary (SS). The multi- functional team (MFT) in assessing contractor performance validates that the performance metrics align with the PWS and overall mission support objectives.

1.31. CUSTOMER COMPLAINT (LOCAL FORM). Anyone that observes unacceptable services, either incomplete or not performed, should immediately contact the COR, who shall complete the appropriate sections of a local form Customer Complaint Record (completed in 2 copies) a locally developed equivalent.

The customer complaint shall be considered valid upon receipt in writing from the customer. The COR will inform the customer of the approximate time the defect(s) will be corrected and advice the customer to contact the government representative if not corrected. The COR will consider customer complaints resolved unless notified otherwise by the customer. The COR shall notify the contractor's representative or contract manager to pick up the local form. The contractor will be given not more than two hours to correct or otherwise resolve the unacceptable performance unless there is a bona fide time constraint requiring performance by a certain time period. If the contractor disagrees with the complaint after investigation and challenges the validity of the complaint, the contractor will notify the COR and the Contract Officer. The COR and/or the Contract Officer will conduct an investigation to determine the validity of the complaint. If the government determines the complaint to be invalid, the government will document the local form of the findings and notify the customer.

The COR will retain the annotated copy of the local form for government's files. If after investigation, the government determines the complaint is valid, the government will inform the contract manager or representative and will be given an additional hour to correct or resolve the defect. However, a defect in the contractor's Quality Control Program will be recorded for the contractor’s Quality Control Inspector's (QCI) failure to recognize a valid customer complaint. The QCI shall return every local form, properly completed with actions taken, within one day of receipt, to the COR, who will file the complaint report. The COR will use past local forms to ensure the contractor has taken appropriate action(s) to prevent the recurrence of defects.

1.32. GENERALINFORMATION.

1.32.1. REQUIRED REPORTS: The contractor shall submit the following reports to the

COR:

1.32.1.1. QUALITY CONTROL PLAN. The contractor shall develop and maintain an approved quality control plan that identifies the contractor's effort to ensure performance in accordance with the requirements of this PWS. The contractor shall include as a minimum, the items listed in the SS, para. 2 of this PWS. This plan shall allow for deficiencies to be detected and corrected on the spot and without delay before inspection by the COR. The Quality Control Plan shall be turned-in to the COR before the first work order is issued.

1.32.1.2. CONTRACTOR EMPLOYEE LIST. The contractor shall provide a list of its employees assigned to perform work associated against this contract prior to the beginning of the performance period or at contract start date. The list shall include all management, staff and workers’ names and position. For temporary replacement workers, the list shall state temporary replacement for position and facility. The contractor employee list shall be updated, if a change has occurred, on a monthly basis and submitted to the CO and COR before the 25th of each month, to provide current and accurate information.

1.33. HOUSING TURNAROUND SCHEDULE. Prior to commencement of work for each call, the contractor shall complete and return Housing turnaround schedules. The contractor shall input estimated timelines for each required service. Reference Para. 1.19.2.

1.34. EVALUATION FORMS. The contractor shall make customer evaluation forms available to all occupants upon completion of service in occupied units. Forms will be maintained by COR for the purpose of monitoring contractor performance. COR shall notify the contractor regarding complaints. The contractor shall address customer complaints in writing as required by the COR within 7 workdays.

1.35. DAMAGE ASSESSMENT REPORT. After conducting a pre inspection, the contractor shall submit a damage assessment report. This report should list all pertinent information to include work-related data such as work required and quantity of work. Contractor shall submit 1 copy of all reports to the COR for verification and tracking.

1.36. MANPOWER REPORTING. The contractor shall report ALL contractor labor hours

(including subcontractor labor hours) required for performance of services provided under this contract for the United States Air Force via a secure data collection site. The contractor is required to completely fill in all required date fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 01 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.

*Reporting Period: Contractors are required to input data by 31 October of each year.

Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
