INSTRUCTIONS TO OFFERORS (ADDENDUM to 52.212-1)
1.0 Procurement Structure and Objective
1.1. Simplified acquisition procedures will be used IAW FAR 13.5 in awarding this contract. The Government intends to award a Firm-Fixed-Price Requirements type (FFP) contract to satisfy this requirement. This requirement is being solicited as a Request for Quote (RFQ); submission of a quote does not guarantee receipt of an award.
2.0 General Instructions
2.1. This competitive acquisition will be conducted utilizing price as the only evaluation factor. Past Performance record history will be assessed as one of the multiple standards required for a successful offeror to be determined responsible as described in FAR 9.104. Contract award will be made to the offeror with the lowest total evaluated price (TEP). The quote shall be compliant with the requirements as stated in the Performance Work Statement (PWS). Non-conformance with the instructions provided in the Instructions to Offerors may result in a quote being ineligible for award.
2.2. Offerors must include prices for CLINs in the pricing schedule (on the SF 1449 and attachment thereto), of the solicitation for the basic period, and all option periods.
2.2.1. Factor 1 - Price
The offeror shall complete schedule of supplies or services and prices/costs of the solicitation to include all unit prices and extended prices for each CLIN. These instructions are to assist you in submitting information required to evaluate the reasonableness of your proposed prices/costs. Compliance with these instructions is mandatory and failure to comply may result in rejection of your quote.
Price Reasonableness and Balance:
Offeror's quote will be evaluated for reasonableness and balance. The burden of proof for credibility of proposed prices rests with the offeror. Additionally, unbalanced pricing may pose an unacceptable risk to the Government and may be a reason to reject an offeror's quote.
Price Realism: Offeror's quote may be evaluated for price realism utilizing the price analysis techniques in
FAR 13.106-3.
2.3. To be awarded a contract with the United States Air Force, and/or the United States Government, all vendors must have a DUNS number, a CAGE code, and be System for Award Management (SAM)-registered.
2.4. In order to be considered for award, the offeror's quote must be compliant with the material requirements of this RFQ and the Performance Work Statement (PWS), and Government standard and regulations pertaining to the PWS.
2.5. The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims.
2.6. The quote acceptance period is specified in SF 1449 Front Page (Block 20). By signing the RFQ, the offeror has made a clear statement that the quote is valid until 31 December 2021.
2.7. Offeror's shall submit the following information as part of their quote:
a. COVER LETTER: Include a Summary of the Quote contents and identify the offeror's primary and alternate point of contact for all quote-related matters.
b. ORIGINAL STANDARD FORM 1449: complete Blocks 17a (Company Stamp) and 30a (Signature);
Block 30b (Name and Title of Signer); Block 30c (Date Signed); Block 12 = Optional).
c. SF 1449 CONTINUATION: Price: List all Pricing Information on the Pricing Schedule and attachment thereto.
d. Representations and Certifications of Offeror: Complete all paragraphs that apply.
e. As prescribed by provision 252.225-7042, Authorization to Perform (Apr 2003), the offeror shall provide proof that it has been duly authorized to operate and to do business in Germany (the country or countries in which the contract is to be performed).
2.7.1. Failure to furnish a complete quote may result in the quote being determined non-responsive by the Government and cause for rejection of the entire quote. Quotes must be submitted in English and be received no later than 21 October 2021, 13:00 hrs Central European Summer Time (CEST). Quotes shall only be sent via e-mail to ursula.heck.2.de@us.af.mil danielle.johnson.12@us.af.mil and martina.weisskopf.1.de@us.af.mil
Hard-copy quotes will not be accepted.
E-mailed quotes must be received in the stated address(es) email inboxes on time and the addressee must be able to open the email and all attachments.
NOTE: **Government email has a 20MB maximum capability for sending or receiving messages. It is the offeror's responsibility to confirm the timely receipt of the quote by the stated addresses.
3.0 General Information
Questions concerning this RFQ shall be submitted electronically via e-mail to the above POCs no later than 13 October 2021, 10:00 hrs Central European Summer Time (CEST).
A site visit is not mandatory but can be coordinated upon request NLT 5 Oct 2021 at 1400 hrs to be conducted on 7 October 2021, at 0900 hrs.
