The contractor must deliver a performance-based Service Level Agreement guaranteeing 99.99% uptime, maintain bandwidth commensurate with circuit requirements, and ensure low network latency and packet loss. Twenty-four hour, seven days per week, 365 days per year support is required, including technical assistance for circuits and associated hardware, with email notifications for system updates. The contract period runs from April 1, 2026 through March 31, 2031 (60 months total), structured as a base period plus four option years, all subject to cancellation except the first year. Payment will be made in arrears through the Invoice Processing Platform (www.ipp.gov) following invoice acceptance. The Contracting Officer is Brittney Murphy (brittney_murphy@ios.doi.gov), and the contractor shall coordinate service cutover with the QAE and the incumbent carrier CenturyLink (605-945-2980).

PERFORMANCE WORK STATEMENT

Project Title: Elephant Butte SIP Voice circuit

1. BACKGROUND

The Elephant Butte Field Division office is served by the BOR Enterprise Cisco VoIP system with SIP trunk service for local/long distance telephone service access.

The current carrier is eliminating SIP services for their customers, and the site is seeking a new provider for the SIP trunk needed for the site.

2. SCOPE

The contractor shall provide all personnel, equipment, tools, materials, supervision, and incidental services necessary to satisfactorily provide SIP service to the Elephant Butte site. The Bureau of Reclamation supports and manages the telephone system and the government equipment at the site.

3. OBJECTIVES

This Performance Work Statement (PWS) is for one (1) commercially available VoIP SIP Trunk.

The SIP trunk/circuit shall be installed at the Elephant Butte Field Division located at HC 32, Box 312, Truth or Consequences, NM 87901. GPS Coordinates: Latitude 33° 9'9.42"N, Longitude 107° 11'45.93"W. The circuit shall provide external dial-tone at the location.

The following is pertinent to Elephant Butte Office:

4. TASKS

1) The contractor shall provide a performance-based Service Level Agreement (SLA) that guarantees 99.99% uptime, guarantee that bandwidth commensurate with each location’s circuit is maintained and maintain low network latency and packet loss.

2) The contractor shall provide support 24 hours per day, 7 days per week, and 365 days per year. In addition, the contractor shall assist with technical support and/or consultation for the circuits and associated hardware.

3) The contractor shall send email notifications to the Government as system updates become available.

5. PLACE OF PERFORMANCE

6. PERIOD OF PERFORMANCE

The Government anticipates that the term of the purchase order to be 4/1/2026 – 3/31/2031. The purchase order will be for a total of thirty-six (60) months. All program years, except the first, are subject to cancelation.

Base + 4 Option Years to begin at time of contract award.

7. PAYMENT INFORMATION

Payment for services will be made, in arrears, after the entry and acceptance of an acceptable invoice in the Invoice Processing Platform at www.ipp.gov.
