About this file
This is a clauses document that incorporates standard Federal Acquisition Regulation (FAR) provisions and supplemental clauses applicable to a commercial items acquisition for VoIP and broadband services by the Department of the Interior Bureau of Reclamation. The document serves as a template listing contractual clauses by reference rather than in full text, with the full text available at www.acquisition.gov.
The incorporated clauses address key compliance areas including system for award management maintenance, commercial entity code reporting, small business subcontracting requirements, equal employment opportunity and labor standards (including prevailing wages, fair labor standards, service contract labor standards, minimum wages under Executive Order 14026, and paid sick leave), prohibition on trafficking in persons, buy American requirements and trade agreements compliance, payment mechanisms including electronic funds transfer and the Invoice Processing Platform (IPP), child labor and convict labor prohibitions, environmental requirements, and restrictions on certain foreign telecommunications and surveillance equipment. Several clauses are checked as applicable, including convict labor prohibitions, child labor cooperation, segregated facilities prohibitions, equal opportunity requirements, veterans employment reporting, combating trafficking in persons, buy American supplies and trade agreement provisions, electronic funds transfer payments, and service contract labor standards with price adjustment provisions. The document also incorporates Bureau of Reclamation-specific authority for the Contracting Officer's Representative and establishes that invoices must be submitted electronically through the IPP system with copies sent to the Contract Officer Brittney Murphy. Payment terms are subject to the Prompt Payment clause or standard commercial item payment terms, and the contract includes options to extend services up to six months and extend the contract term up to 5 years 6 months total duration.
