About this file
This is a Performance Work Statement (PWS) for forklift rental and maintenance services at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) in Oahu, Hawaii.
The contract requires the delivery and rental of heavy-duty forklifts equipped with long tines (minimum 72 inches) on a bare-rental basis without operators. The fleet consists of two 3-ton capacity forklifts (6,000 lbs.) and one 7.5-ton capacity forklift (14,000 lbs.) for the 12-month Base Period, with an additional two 3-ton forklifts commencing in Month 3 through the end of the Base Period. An optional 5-month extension is available for the complete fleet. All forklifts must be diesel-fueled with pneumatic tires and feature rigging points (preferred but not required). The Government will provide operational fuel and secure on-site parking, while the contractor furnishes all equipment, transportation, tools, parts, lubricants, and maintenance services included in a firm-fixed rental price.
Key performance requirements include: delivery of the initial fleet on or before the Base Period start date and phased fleet delivery by the first day of Month 3; joint inspection sheets signed by both contractor and Contracting Officer's Representative (COR) upon delivery and retrieval; scheduled OEM-required preventative maintenance coordinated at least five working days in advance; 24-hour response time for repair notifications and inoperable equipment; and a 24-hour replacement rule requiring equivalent replacement forklifts at no additional cost if repairs cannot be completed within that timeframe. The contractor must maintain monthly utilization and hour-meter reports, submit a Quality Control Plan within 15 days of contract award, and provide repair service reports within 48 hours of completing any repair. All work must comply with OSHA standards, ANSI/ITSDF safety standards, and DoD transportation directives. Contractor personnel must be U.S. Citizens, pass background checks, obtain gate passes, and register with the Defense Biometric Identification System (DBIDS). Regular working hours are 0630 to 1500, Monday through Friday, excluding Federal holidays, with 24/7 notification accessibility for emergencies.

PERFORMANCE WORK STATEMENT (PWS)
FORKLIFT RENTAL AND MAINTENANCE SERVICES
PART 1: GENERAL INFORMATION
1.1 Description of Services / Introduction
This is a non-personal, "bare" equipment rental contract (without operators) to provide heavy-duty forklift rental and comprehensive maintenance services. The contractor shall provide all equipment, transportation, and OEM-required maintenance services as specified in this Performance Work Statement (PWS). Because the principal purpose of this contract is the lease of personal property without operators, the requirement is exempt from the Service Contract Labor Standards (SCLS). The Government shall not exercise any supervision or control over the contract service providers. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.2 Background
Pearl Harbor Naval Shipyard & IMF (PHNSY&IMF), a naval industrial facility located on the island of Oahu, Hawaii, maintains, overhauls, and repairs various vessels for the US Navy. Over 5,200 military and civilian personnel work to keep the US Navy “Fit to Fight”. Forklift availability is crucial to ensure the completion of day-to-day activities within the Shipyard to support the Fleet.
PHNSY & IMF has a recurring and staggered operational demand to move standard, heavy, and oversized military cargo. To ensure uninterrupted logistical throughput and warehouse safety, the requiring activity requires heavy-duty material handling equipment (MHE) with specialized configurations (long tines), using diesel fuel and pneumatic tires.
1.3 Objectives
The primary objective of this contract is to secure reliable, safe, and fully operational forklifts equipped with extended/long tines, accompanied by rapid-response preventative and corrective maintenance. This support ensures maximum equipment availability and operational readiness.
1.4 Scope
The contractor shall deliver, rent, and maintain a fleet of heavy-duty forklifts configured with long tines, using diesel fuel, and pneumatic tires on a "bare rental" basis (without operators). Forklifts with rigging points are preferred but not required. The total requirement includes:
• Two (2) 3-ton capacity (6,000 lbs.) forklifts for a twelve (12) month Base Period.
• One (1) 7.5-ton capacity (14,000 lbs.) forklift for a twelve (12) month Base Period.
• An additional two (2) 3-ton capacity (6,000 lbs.) forklifts starting at the beginning of the third (3rd) month through the remaining ten (10) months of the Base Period.
• All required preventative and corrective Original Equipment Manufacturer (OEM) maintenance, troubleshooting, and repairs included in the rental price.
• One (1) five-month option period to extend the complete fleet rental.
• Unlimited hourly usage.
1.5 Period of Performance
The period of performance shall consist of a twelve (12) month Base Period, with staggered equipment deliveries, and one (1) five (5) month Option Period.
• Base Period: Twelve (12) Months from Contract Award.
• Option Period 1: Five (5) Months.
1.6 Quality Control
The contractor shall develop and maintain an effective Quality Control Program (QCP) to ensure all services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is the means by which they guarantee that their work complies with the requirements of the contract. The contractor shall submit a comprehensive written QCP to the Contracting Officer (KO) and Contracting Officer's Representative (COR) for approval within fifteen (15) calendar days after contract award (Technical Exhibit 2). After acceptance of the QCP, the contractor shall receive the KO's acceptance in writing prior to implementing any proposed changes to their QC system.
1.7 Government Remedies
The Contracting Officer shall follow Federal Acquisition Regulation (FAR) 52.212-4, "Contract Terms and Conditions—Commercial Products and Commercial Services" for the contractor's failure to perform satisfactory services, respond within established timeframes, or replace inoperable equipment.
1.8 Hours of Operation
The contractor shall perform all delivery, retrieval, scheduled maintenance, and non-emergency repair services during normal Government duty hours, from 0630 to 1500, Monday through Friday, excluding Federal holidays. For emergency repair services or notifications of inoperability, the contractor shall maintain 24/7 notification accessibility.
1.9 Place of Performance
The contractor shall deliver and service the forklifts at PHNSY and IMF.
1.10 Security Requirements
Contractor personnel performing work under this contract must comply with all physical security, access control, and credentialing procedures of the host Government installation. All contractor vehicles, personnel, and equipment are subject to search upon entering or leaving the installation.
1.11 Contracting Officer Representative (COR)
The COR will be identified by a separate designation letter from the KO. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: verify that the contractor performs the technical requirements of the contract; perform inspections of the delivered equipment; maintain communication with the contractor concerning technical aspects;
coordinate site entry; and verify receipt of services in Wide Area Workflow (WAWF).
The COR is not authorized to change any of the terms and conditions of the contract or obligate Government funds.
1.12 Key Personnel
