About this file
This is a Responses to Questions document for a forklift rental solicitation issued by PHNSY & IMF (Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility) under solicitation number N32253-26-Q-0071, dated August 5, 2026.
The document addresses three key clarifications regarding the contract requirements. First, the CLINs (Contract Line Item Numbers) listed in the solicitation are structured by the number of units required for the contract year and the six-month extension period to facilitate invoicing efficiency, while the Performance Work Statement describes the rental usage pattern throughout the year. Second, the government requires unlimited operating hours for the equipment, with the Contracting Officer's Representative tracking monthly hour usage per the PWS requirements. Third, the government specifies that straight forklifts with rough terrain tires are required; smooth tires are not acceptable as they are designed for indoor use and do not meet the operational needs of this requirement.

RESPONSES TO QUESTIONS (8/5/2026)
Question: Provide clarification on the CLINs listed in the solicitation vice the Performance Work Statement (PWS).
Answer: The CLINs listed in the solicitation are broken down by the amount of units required for the year (and the 6-month extension) for the efficiency of invoicing for this contract. The PWS describes how the forklifts will be rented throughout the year.
Question: What is the government's expected daily operating hour usage for this equipment?
Answer: The Government is requesting unlimited hours for the requested pieces of equipment. The COR for the contract will track the monthly hour usage per the PWS.
Question: Does the Government require reach lifts or straight forklifts? Are the tires smooth tires or rough terrain tires?
Answer: Straight forklifts is required. As for the tires, the assumption is that the smooth tires are for indoors, so rough tires are preferred for this requirement.
