The vendor shall also provide training on operation and maintenance to select Government personnel and conduct a final joint walkthrough with the Government technical representative prior to commissioning.

The period of performance is 90 days from contract award. Work shall be performed at the MARSOC compound entrance where the existing marquee sign is located and at Building RR400 on Stone Bay, Camp Lejeune, North Carolina. Contract Data Requirements include updated "As Built" drawings and coordination with the Government Technical Representative on cable labeling schema prior to work commencement. No security clearances are required for vendor personnel, who will be escorted by AC/S G6 technicians during normal work hours. The vendor shall provide a 3-year workmanship warranty on all work performed.

FY-26 MARSOC Marquee Sign Replacement Project

INTRODUCTION. The Marine Corps Forces Special Operations Command, (MARSOC),Camp Lejeune, NC has a requirement to replace and upgrade the marquee sign aboard Stone Bay, Camp Lejeune, NC.

The general scope of work includes the removal and replacement of the legacy marquee sign located at the Main MARSOC gate entrance. Specifically, the Vendor shall install a new turn-key “Watchfire” 4’x9’ outdoor LED sign, including connecting pre-existing electrical and Network Fiber to the new sign to ensure operation. All LED sign work will be accomplished at the entrance of the MARSOC compound and at the MARSOC HQ (Building RR400) facility, where final network termination and sign control currently resides. Overall, this requirement includes the removal of the legacy sign, acquisition and installation of new LED sign, connecting the existing Fiber Optic Network connections, terminating the electrical service to the new LED sign, provide any/all software and programming that may be required for LED sign control/management, and any other modifications/connections and/or equipment required to provide the Government with a turnkey solution. Vendor will conduct all installation, testing, and conduct a joint Vendor/Government commissioning of new LED sign prior to final acceptance. The following Objectives are provided:

1. OBJECTIVE #1 – Removal/Disposal: The overall requirement of Objective #1 consists of the removal and disposal of existing marquee sign and any other components of the existing LED sign that will not be required as part of this overall upgrade project. All removal and disposal will be coordinated with the Government Contract Technical Representative (TR) prior to removal and disposal.

2. OBJECTIVE #2 – LED Marquee Sign Replacement: The overall requirement of Objective #2 consists of the replacing the existing legacy marquee LED sign.

2.1 Marquee Sign

2.1.1 Vendor shall provide and install a “Watchfire” Model 2125143 W6-S Message Center LED RGB sign. This Make/Model of LED sign is the direct replacement of the existing LED sign, consisting of 12”x12” panels designed to provide the 4’x9’ viewing area Panel.

3. OBJECTIVE #3 – Electrical/Network Fiber Optic Cabling: The overall requirement of Objective #3 consists of connecting the existing electrical and Network fiber optic cabling.

3.1 Electrical/Fiber Optic Cabling

3.1.1 Vendor shall utilize existing electrical service for final connection.

3.1.2 Vendor shall provide and install replacement electrical wiring/connections if existing is not compatible or damaged.

3.1.3 Vendor shall utilize existing fiber connections to terminate the new LED Sign.

3.1.4 Vendor shall provide and install replacement fiber connections if existing is not compatible or damaged (SC-LC, LC-LC, etc).

4. OBJECTIVE #4 – Programming/Commissioning: The overall objective/requirement consists of the LED Sign Control computer Applications, programming and commissioning of the new marquee sign.

4.1 Software, Programming, and Commissioning

4.1.1 Vendor shall provide and install any software/Applications required to operate the marquee sign.

This action will be a joint effort between the Vendor & Government Communications Staff. All software will be installed on a Government Furnished Workstation.

4.1.2 Vendor shall provide all final programming for new LED display elements.

4.1.3 Vendor shall provide training on all aspects of the operation, maintenance, and software/application usage of the new LED sign to select Government personnel.

4.1.4 Vendor shall conduct a final joint walkthrough with the government contract technical representative to ensure the installation meets all requirements, prior to final commissioning.

5 Period of Performance. The period of performance shall be from contract award for 90 days.

6 Place of Performance. Work shall be performed at specified work location at entrance of compound where existing marquee sign is located and RR400, Stone Bay, on MCB Camp Lejeune, North Carolina.

7 Contract Data Requirements List (CDRL). The Contractor shall provide to the Technical Representative (TR) and the Contracting Officer’s Representative (COR) one written deliverable for contract data:

8 Vendor will update and maintain current “As Built” drawings and provide copies to the Government.

9 Vendor will coordinate with Government Technical representative for Cable labeling schema prior to start date.

10 SECURITY NOTICE. The Vendor is not required to maintain security clearances for work personnel.

All personnel will be escorted by AC/S G6 technicians during normal work hours.

11 Warranty. Vendor will grant a 3-year workmanship period.
