Performance Work Statement for Hangar Frequency Converter and Installation Services
1.1. Description of Services. The contractor shall furnish all labor, parts, tools, materials, equipment, transportation, personnel, management, and supervision necessary to install the Hangar frequency converter in the 79 RGS bldg. 4844 on Davis-Monthan Air Force Base (DMAFB), AZ, in accordance with manufacturer’s specifications, industry standards, and business practices.
1.2. Frequency Converter Specifications and Installation. The contractor shall furnish and install one 480V, 3-phase 50/60 Hz frequency converter IAW the Salient Characteristics in the 79 RGS bldg. 4844 on Davis-Monthan Air Force Base (DMAFB), AZ. The Frequency converter shall be floor mounted with an output cable saddle or automatic reel assembly installed in close proximity. The frequency converter shall be floor mounted onto a raised concrete slab to mitigate flood risk and hard wired into existing building power circuits. The frequency converter shall be designed to ensure lower noise operation. The sound levels from the unit operating at maximum load shall not exceed 75 dBA. Frequency shall be installed on the floor so as not to interfere with the proper operation of any existing items, equipment, etc. Cable storage shall be floor or wall mounted in close proximity to the frequency converter. The contractor shall install all required electrical components required to properly operate the unit.
This includes but is not limited to wiring, conduit (all wiring shall be in conduit), circuit breakers, disconnects, junction boxes, etc. The frequency converter shall include a fire relay for automatic shutdown in the case of a fire or other emergency. Contractor shall run the power cables to an area adjacent to the fire panel in RED conduit in accordance with NFPA 72 Fire Alarm Code and any federal, state, or local fire procedures or laws. Government alarm shop will then provide and install relay and connect the frequency converter power to it. Government will maintain final connection to the panel once the contractor has completed installation of RED conduit. Contractor is responsible for immediate testing and fully operational unit following connection to ensure proper function.
1.2.1. Shop Drawings. The contractor shall submit shop drawings indicating location of the frequency converter and associated equipment.
1.2.2. Schedule. Upon contract award, and prior to commencing work, the contractor shall submit a schedule of each phase of the work and submit the schedule to the Contracting Officer and the 79 RGS point of contact (520-228-9810). The contractor shall submit an updated schedule when changes occur. This project should be completed within 10 days upon receiving all materials/parts to complete the job.
1.2.3. Working Hours. The contractor shall perform installation services between the hours of 7:30 a.m. and 4:30 p.m., Monday through Friday, excluding Federal Holidays. The contractor shall coordinate with the 79 RGS point of contact (520-228-9810) to schedule specific days and times to perform services. If the contractor desires to work after 4:30 p.m., weekends, or during Federal Holidays, the contractor must submit the request to the Contracting Officer. Each request will be considered on a case-by-case basis
1.2.3.1. Restricted Areas/Government Escort. Building 4844 in a restricted area. All contractor personnel shall receive base-specific security training from the 79 RGS Security
Manager for restricted access areas prior to being granted access to restricted areas and controlled areas.
1.2.4. Worksite Evacuation. There may be occasions, due to 79 RGS mission requirements, when the contractor personnel are not allowed at the worksite or must discontinue work and vacate the worksite immediately. The 79 RGS point of contact will inform the contractor when they may resume work. The 79 RGS point of contact will make every effort to provide the contractor a forecast of time spans where access to the worksite will not be permitted.
1.2.5. Frequency Converter Testing. Upon completion of installation services, the contractor shall test the frequency converter and controls, in the presence of Government personnel. If any component of the system does not function properly, the contractor shall make necessary adjustments/repairs at no additional cost to the Government.
1.2.6. Training. The contractor shall provide start-up and operational training and provide at least 2 copies of manufacturer's user’s manuals to the 79 RGS point of contact.
1.2.7. Warranty. The contractor shall provide Government personnel with equipment warranty (12 MONTHS) and documentation upon installation completion.
1.3. General Information
1.3.1. Contract Manager. The contractor shall designate a primary Contract Manager (CM) who will be responsible for contractor-performed services. The PM shall be available by phone at all times while contractor or subcontractor employees are at the worksite. Upon contract award, and before commencing work, the contractor shall submit the name and telephone number of the CM, in writing, to the Contracting Officer and the 79 RGS point of contact. The CM shall have full authority to act for the contractor on all matters relating to daily execution of the contract.
1.3.2. Contractor Qualifications. All contractor employees shall be certified and qualified to perform equipment installation. The contractor shall provide proof of employee certification/qualification within 1 day upon the Government’s request. All work shall be accomplished in accordance with the National Electric Code, ANSI/NFPA 70, and all other applicable laws and standards. The contractor is responsible for all code compliance and proper installation
1.3.3. English Language. All contractor employees must be able to read, write, speak, and understand English fluently.
1.3.4. Utility Outages. If any utilities to the building must be shut down in order to complete the ceiling frequency converter installation, the contractor shall notify the Contracting Officer in writing 21 days prior to the desired date for the utility outage. The contractor is responsible for all work associated with the utility outages.
1.3.5. Contracting Officer Authority. The Contracting Officer is the only Government official that can make any changes to the contract. If the contractor is asked to make changes or deviate from the contract, the contractor shall not make the changes and notify the Contracting Officer immediately.
1.3.6. Contractor Travel on DMAFB. Contractor employees shall not loiter in any working area before or after performing services. All contractor employees shall limit their travel on DMAFB only to the specific areas required for performance of services or in travel directly to and from these locations. Upon completion of contract work, contractor employees shall promptly depart DMAFB.
1.3.7. Contractor Employee Conduct. The Government reserves the right to require removal from the installation any contractor employee who endangers persons or property, whose actions are inconsistent with professional conduct, whose continued employment is inconsistent with the interest of military security or who is found to be incapacitated or under the influence of alcohol, drugs, or other substances. Removal of employees for any reason does not relieve the contractor of the requirement to perform services specified herein.
1.3.8. Appearance. Employees shall present a neat appearance and be easily recognized as contractor employees by company uniforms, or name tags having the company logo affixed.
All contractor employees must have in their possession at all times, Company ID badges and any Government Base access passes issued to them.
1.3.9. Safety. The contractor shall comply with all local, state and federal laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such responsibilities. The contractor is responsible for furnishing contractor employees with all necessary personal protective equipment to perform services.
1.3.9.1. Work Areas. The contractor shall, at all times, keep work areas free from accumulations of waste material, rubbish, tools, equipment, and materials. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises in a clean, neat, safe and workmanlike condition. No asbestos-containing materials may be used or installed in this work
1.3.9.2. Trash/Waste Removal. The contractor shall remove and dispose all trash and waste materials at a permitted site. The contractor shall not dispose of any trash or waste on DMAFB.
1.3.9.3. Smoking in AF Facilities. Contractors are advised that the AF has placed restrictions on the smoking of tobacco products in AF facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas.
1.3.9.4. Illegal Substances. Illegal substance possession and/or use will not be tolerated on any military installation, including DMAFB. This includes the use, possession, distribution, or purchasing of marijuana, even if it has been medically prescribed. The contractor shall ensure that contractor employees who have base access do not possess and/or use illegal substances. All contractors and subcontractors are required to adhere to all local, state and federal laws concerning possession and/or use of illegal substances.
Contractors found to be in possession of illegal substances will be barred from the installation, and subject to arrest and prosecution by local authorities.
1.3.10. Federal Holidays. The contractor is not required to provide services on the following Federal holidays (or the actual day set aside for observation).

Presidents Day Veterans Day
Memorial Day Thanksgiving Day
Independence Day Christmas Day.
1.3.11. Security Requirements
1.3.11.1. List of Employees. Upon contract award, the contractor shall submit to the Contracting Officer a list of contractor employee names, social security numbers, and driver’s license numbers, or other means of positive identification of all employees performing services on DMAFB. Foremen, supervisors, and superintendents must be identified on the list of employees. The contractor shall submit an updated list when an employee's status or information changes. The name of any contractor employee that is terminated during the period of the contract must be reported to the CO in writing within one workday of the employee’s termination.
1.3.11.2. Safeguarding of Classified and Other Information. The contractor shall ensure that contractor employees do not notify, repeat, comment upon, disclose, or use in any way information seen, observed, or derived from documents or conversations of a sensitive or confidential nature overheard by them. The contractor shall comply with, and assume responsibility for compliance of this provision by its employees.
1.3.11.3. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance on DMAFB are obtained for employees and non-Government owned vehicles.
1.3.11.4. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc, or upon contract completion. The contractor shall notify the Contracting Officer in writing when an employee departs, and return the employee’s identification to the office that issued it.
1.3.11.5. Traffic Laws. Contractor employees shall comply with all Davis-Monthan AFB traffic regulations and state traffic laws. Contractor employees are subject to random vehicle speed control checks. Failure to adhere to base traffic regulations may result in the loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones is strictly prohibited while driving on Davis-Monthan AFB, unless the phone is hands free. Seat belt use is mandatory for all drivers and vehicle passengers.
1.3.11.6. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base. Denial of entry to contractor personnel who refuse to be searched, or detention of personnel found to be in possession of contraband, may result in loss of base driving privileges, debarment from the base, or other administrative action. Detention of contractor employees for any reason does not relieve the contractor of the requirement to perform contract services.
1.3.11.7. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor owned vehicle or privately owned vehicle while on Davis-Monthan AFB.
1.3.11.8. For Official Use Only (FOUO. The contractor shall comply with DoDD 5400.07, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements.
This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. FOUO or FOIA material discovered by the contractor or contractor employees shall not be retained by the contractor and surrendered immediately to an appropriate DMAFB authority.
1.3.11.9. Reporting Requirements. Contractor employees shall immediately report to an appropriate DMAFB authority any information or circumstances of which they are aware that may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.
1.3.11.10. Physical Security. Contractor employees are responsible for safeguarding all Government property and controlled forms provided for the contractor’s use. At the end of each work period, the contractor shall secure all DMAFB facilities, equipment, and materials.
1.3.11.11. Base Entry Requirements. The contractor shall obtain Government identification documents for all employees, by submitting an application to the 79 RGS point of contact. The contractor must provide the full name, social security account number (SSAN), driver’s license number (including state), and hours of required access, for each contractor employee. Any employee who does not have a driver’s license must provide another official form of picture ID, such as INS work permit or an Arizona ID (available through the Arizona Department of Transportation). Any employee desiring to bring a privately owned vehicle on Davis-Monthan AFB must provide proof of automobile registration and at least the minimum required liability insurance, as well as a valid driver’s license. Contractor ID cards or temporary base pass will be available for pick up within seven working days after application is received by the customer.
1.3.11.12. Contractor Vehicle Requirements. All vehicles used in the performance of the contract shall be properly registered and meet local, state, and federal safety and emissions requirements. Each contractor vehicle shall have the Contractor Logo neatly exhibited on each side of the cab. The sign must use at least 2" high letters. Vehicles shall be in satisfactory mechanical condition and present a neat and clean appearance.
Any vehicle(s) not so maintained may be ordered removed from the base by and at the sole discretion of the CO, until satisfactory repairs are made. The contractor shall operate vehicles to comply with base traffic regulations. Vehicle-mounted communication equipment shall conform to all applicable base and federal frequency regulations and avoid conflict with existing frequencies.
1.4. GOVERNMENT FURNISHED PROPERTY AND SERVICES
1.4.1. Utilities. A source of electricity will be available for the contractor’s use.
1.4.2. Emergency Services. The Government will provide security forces services (call 228- 4444, for emergencies only), and fire protection services (call 228-3333). There are no emergency medical services available on Davis-Monthan AFB, therefore the contractor must dial 911 for emergency medical services.
