About this file
This document outlines performance requirements for a federal contract to provide training and consulting services for ProModel/BigBear software. The contractor must train up to eight personnel on the previously purchased ProModel/BigBear licenses and software, then provide subsequent consultation services. Performance will be evaluated based on feedback from customers and faculty/cadet comments on the adequacy of training and assistance to perform the educational mission. The contractor must self-report monthly progress in meeting objectives. Acceptable performance is defined as providing the required training and consultation services, while failure to provide services as specified could result in deducted payments. The related federal contract opportunity is a solicitation from the Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis to provide ProModel software technical consulting services.

PERFORMANCE REQUIREMENTS SUMMARY
ProModel-BigBear Group Course Training – Consulting
COR Assigned to Project
1. Performance Requirements Summary (PRS). The rights of the Government and remedies described in this PRS are in addition to other rights and remedies set forth in the contract. The PRS table lists the Required Services (RS), the standard of performance by which the Government will measure contractor performance, the allowable degree of deviation from perfect performance. The primary surveillance methods the Government will use to evaluate the Contractor’s performance in meeting the contract requirements, and the method which will be used to determine the amount of deduction from the maximum payment.
2. Surveillance Methods. The primary method of surveillance the Government will use to evaluate the Contractor’s performance is provided in the PRS table. The Government is not restricted to using only the methods shown; rather, the Government may supplement and/or modify the primary surveillance methods and frequency of inspections as it deems necessary.
The methods of surveillance used will include, but are not limited to the following:
a. Adequate Training & Consulting Performance. An evaluation method that demonstrates the provided training and consultation services have adequately educated and assisted our faculty and cadets. Meaning the Department of Systems Engineering can perform the mission of educating our respective cadets with this software.
b. Faculty & Cadet Feedback. Faculty and cadets will provide comments and after-action reviews from their respective interactions with the training and consultations services provided.
Faculty and cadets can notify DSE’s COR if there is a case of observed poor performance or non-performance. Upon notification, the DSE COR can investigate the report and, if valid, documents the performance problem, notifying the Contractor and the COR to reach a remedy.
3. Contractor Self-Reporting. The Contractor will provide the COR with a monthly, or as often as necessary, update via email or phone contact to the COR on coordination, plans and overall progress being made to meet the documented objectives as outlined in this PRS.
