ADDENDUM TO FAR 52.212-2
52.212-2 Addendum EVALUATION--COMMERCIAL ITEMS (OCT 2014)
Evaluation Factors for Award
a. Basis for Contract Award. This is a Lowest Price Technically Acceptable source selection conducted in accordance with Federal Acquisition Regulation (FAR) 13, Simplified Acquisition Procedures, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). The test program authorized under FAR Subpart 13.5 is applicable to this acquisition. Award will be made to a single offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose quote is technically acceptable, conforms to the solicitation requirements, and whose quote, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the lowest price.
b. Award for All of the Work. The Government intends to award one (1) contract as a result of this solicitation. Quotes received for less than the stated number of items listed in the Price Schedule will be considered ineligible for award. As set forth in FAR 52.212-1 (g), the Government intends to evaluate quotes and award a contract without discussions with quoters. Therefore, the quoter’s initial quote should contain the quoter’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote and waive informalities and minor irregularities in quotes received.
c. Evaluation Criteria. Evaluation criteria consists of factors. The quotes will be evaluated under three (3) evaluation factors: Technical Capability, Past Performance and Price.
Factor 1 – Technical Factor. The Technical Factor will receive one of the ratings defined below.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.
In order to receive an acceptable rating, the technical factor submissions must demonstrate technical capability in the same or similar magnitude and complexity outlined in the Performance Work Statement. As per the Performance Work Statement, in Section 1.2 Background, the Operations Research Center is seeking non-personal ProModel technical consulting services at the Senior SME I labor category level, or equivalent expertise and service from a competitor specializing in ProModel. The Senior SME I level brings 12 plus years of experience using ProModel simulation software.
Every interested quoter must send a copy of their certifications/licenses using ProModel simulation software for the technical capability factor, in order to be considered for award.
Please make (2) two or (3) three copies of the attached Performance Assessment Questionnaire and send to the companies that you performed work in the past for ProModel Consulting Services. The companies will need to complete the Performance Assessment Questionnaires. The Performance Assessment Questionnaires will be evaluated in the Past Performance Factor.
Additionally, every interested quoter must send copies of their Performance Assessment Questionnaires with their quotes, certifications/licenses, in order to be considered for award.
All interested offerors must e-mail their quotes, certifications/licenses, Performance Assessment Questionnaires and completed Solicitation W911SD-23-R-0189 to Ms.
Tara D’Amico at: Tara.M.Damico.civ@army.mil by the close of the Solicitation Date of 16 August 2023 at 12:00 pm. Eastern Time.
Factor 2 – Past Performance. The Past Performance Factor will receive one of the ratings defined below.
Table 1. Past Performance Evaluation Ratings Rating Description Acceptable Based on the quoter’s performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort, or the quoter’s performance record is unknown.
Unacceptable Based on the quoter’s performance record, the Government has no reasonable expectation that the quoter will be able to successfully perform the required effort.
In order to receive an acceptable rating, the Past Performance submissions must show evidence of successfully performing work same or similar to the work outlined in the PWS or meet the criteria for “unknown” record of past performance. Quoters without a record of relevant past performance, the quoter may not be evaluated favorably or unfavorably on past mailto:Tara.M.Damico.civ@army.mil performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.” Past Performance must be both recent and relevant. To be recent, the effort must be ongoing or must have been performed during the past three (3) years from the date of issuance of this solicitation. To be relevant, the effort must be similar in nature of work, size, and complexity.
Factor 3 – Price. Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106- 3(a). Through these techniques the Government will determine whether prices are reasonable.
The Government will evaluate its Option to Extend Services (see FAR Clause 52.217-8) by adding six (6) months of the Quoter’s final option period price.
Evaluation of 52.217-8 shall not obligate the Government to exercise the option(s) to extend the services unless the Contracting Officer determines it to be necessary.
Quoters responding to this solicitation are advised that, prior to award, the Government may request Quoters to submit substantiating information/data to support price reasonableness if it is warranted.
Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Evaluation of Option to Extend Services under 52.217-
8. For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services, provided under FAR 52.217-8, as follows:
by adding one-half of the Quoter’s final 12-month period prices to the total proposed price. Thus, the Quoter’s total price for the purpose of evaluation will include the 60-month term plus an additional six-month period. Quoters will not quote a price for this additional six-month period. The evaluation will consider the possibility that the option can be exercised at any time during any contract performance period and can be exercised in increments of one to six months, but for no more than a total of six months during the life of the contract.
d. A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party.
Before the quote’s specified expiration time, the Government may accept a quote, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
