About this file

This is an email chain documenting a waiver request from the New Haven Public Schools (NHPS) Office of Finance to the City of New Haven's Small Contractor Development Program regarding on-call security systems maintenance and repair services. Michael Trnik, BOE Procurement Coordinator, submitted a request on February 17, 2026, asking for a waiver from the SCD program after determining that no registered SCD contractors were capable of providing security system maintenance and repair services. Lilia Snyder, Program Manager of the Small Contractor Development Program, approved the waiver on February 19, 2026, authorizing NHPS to proceed with open procurement for this service. The contract solicitation covers on-call maintenance, inspection, and repair services for diverse security infrastructure across multiple NHPS school facilities, with qualified vendors required to demonstrate a minimum of five years' experience, maintain 24/7 availability with specific response time requirements, and possess certifications in Milestone and S2 software platforms. The procurement includes a one-year initial term with two optional one-year renewal periods, with questions due by April 7, 2026 at 11:00 AM and proposals due electronically through the City's OpenGov eProcurement Portal by April 14, 2026 at 11:00 AM.

Vendors must comply with a living wage requirement of $21.95 per hour with employee benefits or $22.95 without benefits, effective July 1, 2026, and carry comprehensive insurance coverage including $1,000,000 general liability per occurrence, workers' compensation at statutory limits, $1,000,000 auto liability, and $1,000,000 cyber liability. The procurement includes a 25 percent minority and women-owned business enterprise (MBE/WBE) participation goal and offers local preference of up to 15 percent price preference for city-based businesses on contracts valued at $1,000,000 or less. Evaluation criteria are weighted as follows: technical understanding and approach (20 percent), quality and responsiveness of submission (20 percent), previous experience (15 percent), ability to meet response times (25 percent), and pricing proposal (20 percent). All contractors must comply with the City of New Haven's comprehensive professional services agreement, register with SAM.gov, maintain detailed financial records, and submit Equal Employment Opportunity Commission packages with non-refundable EEOC fees due within seven business days of the pre-award conference based on a tiered fee schedule.

Good afternoon Lil, Hope all is going well. We’re are putting together a new RFP solicitation for On Call Security Maintenance and Repair (26-27). I took a look at the current SCD list to see if any vendors mailto:lsnyder@newhavenct.gov mailto:Michael.Trnik@new-haven.k12.ct.us mailto:sgarris@newhavenct.gov mailto:Salina.Manning@new-haven.k12.ct.us mailto:PAUL.WHYTE@new-haven.k12.ct.us provide maintenance and repair of security equipment and I did not see anything for it. If that’s the case, permission to request a waiver from SCD for this service.

Thank you, Mike
