Cover Letter/Executive Summary (including the contractor’s DUNS, Tax ID, and Prompt Payment Discount) – 2 pages
Technical Portion (Non Price):
Past Experience (PE): 9 pages (Max 3 references/Max 3 pages per reference) Technical and Management Approach (TMA): 20 pages

Past Performance (PP): 1 page (does not count toward 20 page TMA limit) The offeror will not be required to submit any specific information in order for the Government to complete their Past Performance evaluation. However, should the offeror desire to submit Past Performance information you may do so. Include the point of contact along with their email address and phone number so they can be contacted to confirm the data provided. Past Performance should be relevant to the solicited task in terms of scope. In conducting the performance risk evaluation, the Government may use data provided by the offeror (PE references) and data obtained from other sources that it considers current and accurate.
Pricing: 5 pages total.
M.2 - Evaluation Criteria
GSA will evaluate all Proposals to determine the best value to the government. GSA will make that determination based on each vendor’s Proposal using the following evaluation criteria, listed in their descending order of importance:
Past Experience (PE) and its relevancy to the scope of requirements identified in the
PWS.
Technical and Management Approach (TMA) and its feasibility, practicability, and appropriateness in accomplishing PWS requirements.
Past Performance (PP) as a measure of the Government’s confidence in the offeror’s ability to perform successfully this project based on demonstrated performance.
Price: Evaluated to determine that they are fair and reasonable.
Non-price factors (PE/TMA/PP) when combined are significantly more important than price. As differences in non-price factor become less significant, price will become increasingly more important. Non-price factors will be evaluated first, then price. The Government may award to other than low price. The government may select a proposal containing an alternative solution based upon a best value determination.
If any of the three evaluation factors (PE/TMA/PP) receives a rating of less than acceptable, the Proposal will not be reviewed any further and will not be considered for award.
The Government reserves the right to make a Evaluation range determination (ERD) if deemed necessary.
M.2.3 Past Performance (PP)
The GSA CO will evaluate the offeror’s PP as a measure of the Government’s confidence in the offeror’s ability to perform successfully, this project based on demonstrated performance. The Government will conduct a performance risk assessment based upon the quality of the offeror’s PP and any proposed subcontractor, as it relates to the probability of successful accomplishment of the required effort. When assessing performance risk, the Government will focus its inquiry on the PP of the offeror and its proposed subcontractors as it relates to all solicitation requirements. The evaluation may include a review of your compliance with subcontracting plan goals, monetary targets for SDB participation and notifications submitted under 19.1202-4(b). In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably but will receive a rating of “neutral”.
M.2.4 Price
The following paragraph under Section M.2.4. is deleted:
The Government will evaluate the technical Proposal and then award to the firm with the lowest price that also meets the government’s minimal technical requirements. Non-price factors will be evaluated first, then price.
The above deleted paragraph is rewritten to read as follows:
The Government will evaluate the technical Proposal and then award to the firm with the best value. Non-price factors will be evaluated first, then price.
The following paragraph under Section M.2.4 is deleted:
Proft/Fee: Profit shall not be listed separately. It shall be included, if proposed, as part of the loaded hourly labor rates. Except as provided for in 31.205–26(e) and (f), the Government will not pay profit or fee to the prime Contractor on materials, subcontracted services, or travel.
The above deleted paragraph is rewritten to read as follows:
Proft/Fee: Profit shall not be listed separately. It shall be included, if proposed, as part of the loaded hourly labor rates and included in the single mark up percentage for material and travel. Should the vendor desire to include profit or fee on materials, subcontracted services, or travel, that profit/fee shall be included in the mark up percentage rate for those contract line items. The components of each indirect rate or mark up shall be broken out separately in the price proposal and supported in accordance with the requirements of the solicitation.
