About this file

These draft minutes from the Escambia County, Florida Board of County Commissioners meeting on January 19, 2023, document the approval of the first of two possible one-year renewals for the Inmate Telephone System contract with Global Tel*Link Corporation (GTL) for the Escambia County Corrections Department. The original three-year agreement was awarded on November 17, 2019, with provisions for up to two one-year renewal options. The contract, originally identified as PD 18-19.075, covers the inmate telephone services system for the county corrections facility.

The renewal is funded through Fund 111, Detention/Jail Commissary, Revenue Account 342302, with no additional personnel implications. The Board approved the renewal after GTL met its contract requirements, including an amendment to revise telephone rates in November 2021 and a 60-day contract extension in November 2022. The renewal is in compliance with the Code of Ordinances of Escambia County, Florida, and the Corrections Department will continue to serve as the Contract Administrator for the Agreement. The renewal was recommended by William Powell, Director of Corrections, and legally reviewed by the Deputy County Attorney.
