About this file

This document is an amendment to an existing Inmate Telephone System (ITS) contract between Escambia County, Florida, and Global Tel*Link Corporation. The amendment, dated November 4, 2021, modifies the original agreement from November 14, 2019, to include two primary changes: adding E-Verify employment eligibility requirements and extending telephone services to the Escambia County Work Annex facility, effective December 14, 2021.

The amendment establishes revised rates for interstate, intrastate, and international inmate telephone calls at $0.15 per minute, with additional provisions for ancillary service charges. These charges include $3.00 for automated payments, $5.95 for live operator assistance, and pass-through fees for third-party money transfers up to $6.95 per transaction. The contractor will continue to pay the county an 88% commission on gross revenues, and the rates are in compliance with Federal Communications Commission (FCC) guidelines released on May 24, 2021, regarding inmate calling services.
