1Can companies from Outside USA can apply for this?There is no restriction to domestic corporations provided that the Offeror adheres to all RFQ terms and conditions.
2Will in person attendence at meetings be required?As stated in the RFQ attendance will be required at some Peace Corps meetings.
3Can we perform the tasks (related to RFP) outside USA?Some tasks related to the requirements may be performed outside of the USA provided the contractor adheres to all contract terms and conditions
4Can we submit the proposals via email?Yes. The RFQ has been modified to allow for electronic submittal of proposals.
5Is there an incumbent? If so, have they had any problems/difficulties on the contract and if there are specific challenges you foresee on this upcoming contract?Yes, the current incumbent is Remote Learner. We don't see any specific challenges at this time.
6Our PM for this effort does not have a PMP certification but a has a DAWIA level 3 certification with 10 years as PM. Will this suffice?All key personnel skills are desired vice mandatory, and there is no minimum requirement that necessarily needs to be met. It shall be noted however that proposals will be evaluated accordingly based on the relative strength of the individual proposed
7On page 9 of RFP PC-17-Q-0030, it states that contractors shall submit FedRAMP certification or ATO certification documentation no later than three months prior to the scheduled LMS deployment date. Would you consider extending that time frame?The timeline included in the RFQ is such that it allows processing time for FedRAMP certification or ATO certification to be obtained prior to the LMS deployment date, and as such the Government does not anticipate extending this timeframe at this time.
8How does Peace Corps currently support the SF-182 requirement and workflow?The SF-182 workflow is done manually.
9Do the plugins listed account for what is currently used with the Moodle instance or is this a wish list requirement?The plugins listed are what is used currently with Moodle.
10Are any of the plugins custom built for Peace Corps? If so, which ones and does Peace Corps own the code?None of the plugins are custom built for Peace Corps; they are standard plugins.
11xAPI plugin is mentioned, is this preferred for go-live, along with a Learning Records Store or in a future phase?xAPI is mentioned in reference to a future phase.
12Are Social capabilities required?No social capabilities are required.
13What level of FedRamp security is required: Low, Medium, or High?Moderate level FEDRAMP security is required.
14Referencing Page 57 of the solicitation document: “North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449 provided as Attachment 14).” Attachment 14 – SF1449 – has not been filled out. Are there any set asides and what is the NAICS code and small business size standard?There are no set-asides. As stated on the FBO page this acquiisition falls under NAICS 541511.
15If a vendor currently has Moodle features which have not yet been released to the Moodle community, but enhance the user/administrator experience – will those features be considered as long as the code is made available to the Peace Corps?Proposals will be evaluated based on Section 8 of the RFQ.
16Will the Peace Corps allow for the vendor requirement that Peace Corps administrators take a cyber security training at no cost?The Government is unclear on this question's intent. The Offeror may propose cyber security training to be offered to Government employees.
17Is it the Peace Corps’ intention to be able to manipulate software code?It is not the Peace Corps' intent to be able to manipulate software code.
18Can you elaborate on your IT staff and experience with LMS administration?Current LMS admin is facile with the platform and can handle all Level 1 and 2 help requests.
1965: Is the Peace Corps envisioning auto publishing from a 3rd party using an integration such as PENS?The Peace Corps is not currently envisioning auto publiching from a 3rd party, but is open to this option in the future.
2080: Is the Peace Corps referring to 3rd party report building tools? Please provide an example.The Peace Corps currently uses Intelliboard, but is open to 3rd party tools.
21101: Can you give us an example of features that you would want the System Administrator to be able to activate/deactivate?Examples include but are not limitied to: Modification of role permissions,

creation of new roles & permissions, configuration of notifications and their triggers, adding/removing course activities, modification of workflow parameters.

22 103: This requirement suggests management of classroom learning (face-to-face), can you provide additional use cases and requirements surrounding live classroom management? - Sign-up for face-to-face

- Attendance tracking

- Certificate issuance

- Webinar (e.g., Webex) software integration if virtual

- Pre and post event resources and activities (survey, quiz, files)

23105: Can you provide a use case of the type of interface look and feel configuration? For example: logo, colors, styling, or complete CSS control?The Peace Corps does not have a definite requirement for the look and feel configuration, however it is preferred that the look and feel reflect the Peace Corps branding. Complete css control is not required if the theme is configurable with fonts/colors/layouts.
24106: Standard operating procedures is to provide a staging site, are you also requiring a User Acceptance Testing site?No User Acceptance Testing site is required.
25120: How many learners attend in person versus virtually? Are all courses offered in both formats?It is estimated that up to 50 learners could attend in person and up to 100 could attend virtually. Not all courses are offered in both formats.
26138: What are the roles to be toggled between in this use case?Admin and course builders should be able to toggle between their role and student role to see how the view would look for a student.
27FISMA compliance which seems to be same as FedRAMP compliant, need information on how to be basically compliant?As stated in the RFQ the LMS must meet Federal security and compliance requirements which includes FedRAMP Certification or obtaining a FISMA-compliant Authorization to Operate [ATO] from the Peace Corps among other security and compliance requirements listed in the RFQ.
28Seems like two employees hired will be paid hourly by Peace Corps, what would be their individual pay structures?Peace Corps does not and will not pay any contractor employees.
29Is the maximum contract period 60 months(5 years) including the support? What would be typical development(SDLC) time period - 18 months?The maximum contract period is 60 months. As noted in the RFQ the LMS system must be completed 8 months after contract award.
30Will there be one award or multiple awards?There will be one award.
31Who is the incumbent contractor, including contract number and last fiscal year spending?Please see the answer to question #5 provided in Amendfment 0001. The Government does not intend to divulge last years fiscal year spending as this is a new project.
32Where are the two Moodle LMS sites and who are they operated by?
33Which FAR will evaluation be based on?The procurement will be conducted under FAR part 13.5 and FAR part 12.
34Can the demonstration be conducted at vendor location that is within 25 miles of Peace Corps headquarters?No.
35If answer to question # 35 is no, do we correctly assume that Peace Corps will provide internet access at Peace Corps headquarters demonstration site?Yes.
36If answer to question # 36 is yes, will Peace Corps allow demonstrating vendor to bring a laptop to the demonstration in order to facilitate the demonstration?Yes.
37The environmental overview (SOO 2.3.1) only addresses Peace Corps workstations. Are there any specifications for Peace Corps-assigned smart phones, tablets, or other devices used by employees and volunteers?The Peace Corps does not assign devices to Volunteers, and it is expected that employees will access the LMS via desktop or laptop computers, however the LMS solution shall work on non-standardized devices.
38SOO 2.4.1 - Must the SF-182 queries take place in a separate database or is the Peace Corps open to a solution where queries regarding number of forms in progress and complete, for example, can be conducted within the LMS without extraction of data?The Peace Corps is open to the SF-182 process being conducted within the LMS.
39Is UAT limited to the scope defined on the test plan, or will testers be able to do independent testing that could result in minor or critical flaws being identified?Testers may perform independent testing.
40SOO 2.4.5 - What data is involved in the integration with Peace Corps' PC Live? What data is involved in the integration with OPM's HR University?Integration with PC Live and HR Unviersity is not a current requirement, but may be implemented under customizations CLIN during contract performance. Additional information will be provided at that time.
41Attachment 2, Technical Requirements, Reference Number 4 - What types of phones and tablets does Peace Corps support?The Peace Corps does not assign devices to Volunteers, and it is expected that employees will access the LMS via desktop or laptop computers, however the LMS solution shall work on non-standardized devices.
42Attachment 2, Technical Requirements, Reference Number 19 - Should vendors proposing an option other than a Moodle solution answer this question as well?Yes.
43Attachment 2, Technical Requirements, Reference Number 25-28- Should these line items be skipped for the vendor response?Attachment 2, Reference numbers 25-28 may be skipped for Offeror responses, however the Offer shall maintain the numbering of all items in Attachment 2 for consistency and evaluation sake.
44Attachment 2, Technical Requirements, Reference Number 40 - Please clarify "owned by Peace Corps" and how this applies to vendors proposing a SaaS solution?Owned by PC in this case means: PC should have full administrative control and a voice in when/if changes are made by the vendor.
45Attachment 2, Technical Requirements, Reference Number 86 - Is Skype for Business the Peace Corps' preferred virtual classroom option?Yes this is an option.
46Attachment 2, Technical Requirements, Reference Number 87 - Please provide a description of Continuous Learning Points and how it differs from CEUs.CLPs and CEUs are points used in tracking training accomplishments in two different certification systems. They differ only in that they are related to two separate certification systems.
47Attachment 2, Functional Requirements, Reference Number 108 - Please provide an example of a learning plan template.Learning Plan Templates are related to a set of courses required to obtain a given certification. The LMS Solution shall allow the Peace Corps Content Manager to create, copy, modify, and delete Learning Plan Templates, which can otherwise be defined as sets of required courses.
48Attachment 3 - Please provide examples the data associated with each of the Activities and Resources listed. For Attachment 6, the plug-ins that are listed as Enabled and Disabled does not match up with the list in Attachment 3.Please refer to: https://docs.moodle.org/30/en/Activities and https://docs.moodle.org/30/en/Resources for details on these. Attachment 3 is a subset of Attachment 6. Please use the list in Attachment 6 as the reference.
49Attachment 7 - How should we get access to the sample course to be provided by Peace Corps?Access to sample courses will be provided upon scheduling demonstrations.
50Deliverables pg. 16: Would it be acceptable to submit the configuration workbook once all configurations were finalized at the end of the implementation?Yes
51Is FedRAMP certification is a requirement?As stated in the RFQ the contractor must obtain FedRAMP certification or a FISMA compliant ATO within 3 months of contract award.
52Do you want vendors and subs to include copies of their GSA Schedules?It is not necessary for vendors and subcontractors to include their GSA schedules.
53Attachment 14- How would you like us to present this? As a cover page to Volume 1 or as a separate attachment?Attachment 14 shall be included as a cover page(s). The RFQ has been modified to reflect this instruction.
54Attachment 11+13- How do you want us to present the vendors sign off on these terms, which volume should we put this in?By submitting a proposal the Offeror to all RFQ terms and conditions unless otherwise stated according to RFQ Section 7.2.b.
55Would the Peace Corps be willing to accept Quarterly or Annual Invoices?Yes.
56Page 54 - 55 of the Solicitation. Tab 1 Item 7. The Offeror shall deliver Attachment 12 Commercial Warranties iaw Section 5.19 if available.. Attachment 12 was not provided in the Solicitation package. Please provide if a response is necessary.Offerors shall deliver any commercial warranties offered with their products as Attachment 12.
57Page 65 of the Solicitation, Tab 1, Item 9. Refers to a Section 2.5.2 in the SOO. The SOO ends at 2.5.1.2 on page 13. Please provide Section 2.5.2.This reference to 2.5.2 as been changed to reference section 2.4.3 in Amendment 0002.
58Page 66 of the Solicitation, Tab 3 Key Personnel Qualifications. The requirement references Section 5.6, which is not included in the SOO. Please provide the Section for our reference.This reference to 5.6 as been changed to reference section 2.5 in Amendment 0002.
59Attachment 4 - SF-182 Requirements. Could you please provide details as to how the SF-182 process and workflow are currently administered (i.e. how forms are filled out and completion data tracked)? Is this process currently completed digitally? If so, using what tool or platform and with what degree of automation?The SF-182 workflow is currently handled manually. The Peace Corps will provide addiitonal details during the configuration workshop and will work with the vendor to develop a satisfactory solutionat that time.
60What is the makeup of the courses to be migrated?Please see Attachment 3 for details related to course migration.
61What were the courses ‘authored’ in?The courses are authored using the built-in course building capacity of Moodle and SCORM packages are created using Articulate Storyline in most cases.
62Do you have the ‘source’ files for the courses?The Peace Corps has the source files for most courses. It is the expectation that the contractor will migrate courses in the format as provided by the Peace Corps.
63How long are the courses? How complex or media-rich are the courses? (We typically break courses into ‘Levels’ of interactivity. Without going into a lengthy description; these range from Level 1 (page turner) to Level 4 (highly media rich, non-linear interactions, etc).The courses can vary from 30 minutes to 24 months. Most courses will fall into your Level 1 and 2 and a small percentage at Level 3.
64How many course and/or resources are to be migrated? (If possible, we would like to know the number, organized by type, length, complexity, size in Mb, and whether the course is ‘media rich’). Not all clients have their materials inventoried and if that is the case, we can provide support for this.Please refer to attachment 3, data migration plan.
65Are the courses mobile accessible? (Is there an expectation that they need to be? NOTE: If they are not currently but are expected to be in the future, this may require an technical overhaul of the courses that need to be mobile-ready/mobile-first)The courses are currently mobile accessible through the use of the LMS' responsive design. This, however, doesn't necessarily include all the learning assets associated with a course, e.g., SCORM packages, .pdf, .ppt, .doc, etc. Per Attachment 2, Technical Requirement 4, "The system shall be mobile ready and responsive, capable of being accessed via smartphone and tablet. There shall be a similar experience between a computer, laptop, tablet, and phone."
66What browsers are required for testing validation?As stated in the RFQ Section 2.3.1 the LMS solution shall be browser agnostic. This includes, but is not limited to browsers such as Chrome, Internet Explorer, and Safari.
67Will course edits or updates be expected during the migration process?No.
68Reference: Section 7.3.1.b.5: If the proposed individuals are not presently employed by your firm, a signed letter of commitment, signaling the individuals’ intent to join your firm should you be awarded this contract, shall be included in your quotation. Question: Are the letters of commitment included in the 2 page resume limit?RFQ section 7.3.1 has been updated to specify that letters of commitment will not be counted against the total proposal page count, nor will they count against the 2 page limit for each resume submittal.
69Reference: Section 7.3.1.b.3.10: Product Demonstration. Question: Is the one page Demonstration section excluded from the 17 page limit for the Technical section?Yes, but to clarify it is not required that the acknowledgement of product demonstration requirements take up a whole page.
70Reference: Section 7.3.1.b.4 5. Pricing arrangement. Question: Please provide a description of what is required for pricing arrangement under past performance?Pricing Arrangement refers to the type of contract.
71Reference: Section 2.3.1 The Peace Corps workstations are currently configured as follows: Windows version 7, Microsoft Office 2010 (including Outlook 2010). The agency’s approved browsers are Microsoft Internet Explorer 11 and Chrome. The workstation environment is regularly updated. Deployed individuals, both Peace Corps staff and PCVs will access the LMS via a variety of different hardware (e.g. desktops, laptops, tablets, smartphones), and any viable LMS solution(s) shall be browser agnostic. Question: What browsers and versions must be supported? “Approved browsers” and “browser agnostic” seem to conflict.Approved browsers refers to users accessing the LMS while using a Peace Corps issued computer where the environment is limited. However, many users will access the LMS via personal devices. The LMS Soluction therefore, must be browser agnostic as staed in RFQ Section 2.3.1.
72Reference Section Reference 2.3.4: The Government is interested in a Moodle-based LMS solution, but is also open to any solution that allows migration of legacy data and courses, while maintaining course integrity. Question: Please define “course integrity”Course integrity refers to the structure and sequence of activities allowing users to have a similar experience and achieve the same learning outcomes.
73General Question: What is the location of the training for System Administrators?Peace Corps Headquarters in Washington DC or it can be delivered remotely.
74General Question: Does PC have or can they obtain Office 365 licenses for the desired user population?The Peace Corps does not have plans to acquire Office 365.
75General Question: What version of SharePoint does PC wish to integrate?SharePoint 2013
76Reference: Section 7.2.a: Quotations submitted in response to this RFQ shall be formatted in accordance with the instructions provided in this section. To be considered for award, quotations must be received no later than 04:00 PM EST on April 21, 2017. Question: Can the Peace Corps provide a two-week extension to the proposal due date?The proposal due date has been extended until 28 April 2017 in Amendment 0002.
77Would it be possible to extend the solicitation response due date 2 weeks to Friday, May 5th? We have key personnel out on vacation for spring break and want to provide ample time upon their return so that we can provide an adequate response. 78Ref # 98 - The System Administrator role shall create and design new workflows with the LMS including, but not limited to: course approvals, waitlist waivers, and electronic federal forms (SF182). Can you share current process in terms of Workflows/ Approvals and contrast that with desired state or processes in terms of Workflow?Our current system does not support workflows. The Peace Corps is looking for an LMS Solution that includes some basic automated workflows; an example is provided in RFQ Attachment 5.
79Ref # 135 – The Course Approver role shall approve user registration requests for classes, curricula, and learning paths in which they are designated the owner. Can you share current process in terms of Workflows/ Approvals and contrast that with desired state or processes in terms of WorkflowOur current system does not support workflows. The Peace Corps is looking for an LMS Solution that includes some basic automated workflows; an example is provided in RFQ Attachment 5.
80At the discretion of the Peace Corps, the vendor shall provide onsite operational and technical support of the system in direct support of the System Administrator. Please elaborate. Is this requirement specific to the software vendor, the implementation partner or both? Is this requirement specific to the implementation period, after the implementation or both? Does The Peace Corps have managed support requirements post production?This requirement is specific to the implementation partner and software vendor. It will be after the implementation. The Peace Corps expects support post production.
81Ref # 4 - The system shall be mobile ready and responsive, capable of being accessed via smartphone and tablet. Question - Is the content you have to deploy mobile ready?The requirement is for the LMS Solution to be mobile ready. Not all courses and learning assets contained therein are mobile ready.
82Ref #30 - The system shall route required approvals workflows for courses and/or curriculum automatically on course registration request. Question - Can you share current process in terms of Workflows/ Approvals and contrasting that with desired state or processes in terms of Workflow?Our current system does not support workflows. The Peace Corps is looking for an LMS Solution that includes some basic automated workflows; an example is provided in RFQ Attachment 5.
83Ref #32 - The system shall filter approval request workflows to approvers so that only learners under their purview are visible. On approval, notifications shall be sent to the Learner and the Approver via email. Question - Can you share current process in terms of Workflows/ Approvals and contrasting that with desired state or processes in terms of Workflow?Our current system does not support workflows. The Peace Corps is looking for an LMS Solution that includes some basic automated workflows; an example is provided in RFQ Attachment 5.
84Ref #33 - The system shall grant the System Administrator and Approver the ability to assign a proxy or delegated authority for their workflow. If the proxy/delegate is unavailable, the system shall re-route as defined by the System Administration. Question - Can you share current process in terms of Workflows/ Approvals and contrasting that with desired state or processes in terms of Workflow?Our current system does not support workflows. The Peace Corps is looking for an LMS Solution that includes some basic automated workflows; an example is provided in RFQ Attachment 5.

86Ref #43 - LMS will not inhibit Content Manager on the size of requirements of course material. PC SOP will direct standardization efforts and content requirements. Question - What is the total size of the existing course material? What is the average file size currently? Question - Where/ how is the content currently stored and maintained? Question - Could you share some examples of existing Learning Plans? What criteria are used to assign or associate learners with Learning Plans?Please see Attachment 3 related to data migration. The content is hosted by a vendor.
87Ref #71 - The systems dashboard should be modifiable, and include but not limited to: location/post, progress (enrolled, in progress, completed) and show activity completion. Question - Please define what is meant by ‘dashboard’ including the elements you wish for the dashboard to displayDashboard refers to a graphical/table representation of activity on the LMS,e.g., active courses, course completions, student progress by course/learning plan by various timeframes.
88It is our understanding that President Trump recently repealed the Paycheck Transparency Executive order on March 27, 2017. Therefore, do we correctly assume that FAR clause 52.222.60 Paycheck Transparency (ref. pg 35, item 36) is no longer a requirement?This is correct. FAR 52.222.60 has been removed from the RFQ in Amendment 0002.
89Will the Peace Corps provide a SF-182 workflow diagram?Some SF-182 related etails can be found in Attachment 4. The SF-182 workflow is currently handled manually. The Peace Corps will provide additional details during the configuration workshop and will work with the vendor to develop a satisfactory solutionat that time.
90Does the Peace Corps currently have a low bandwidth solution for Moodle? What are the features / functions Peace Corps expects in a low bandwidth environment?The Peace Corps expectes that the LMS Solution will be able to detect low bandwidth environments and offer low-badnwidth solutions accordingly. The Peace Corps does not currently have a low bandwidth solution.
91The Peace Corps refers to an offline solution. Does the Peace Corps currently use an offline capability in Moodle? If so, does the Peace Corps consider this an essential requirement or one that it would be advantageous to have?The Peace Corps does not currently have an offline solution. However, this is desireable for many users who need untethered course access while working remotely with the ability to sync when they are connected again. This is desirable, but not a hard requirement.
92Will the Peace Corps identify what current plug-ins from the listing in Attachment 6 are 508 compliant?All plug-ins will eventually be 508 compliant.
93It is understood that a verified SF-182 is not yet approved. What is the definition of a verified SF-182, and how is it different from a submitted SF-182?Submitted and verified refer to the status of the SF-182. An employee submits their SF-182 to kickoff the training course review process. Once the SF-182 is reviewed and all information is accurate, the status of the SF-182 changes from submitted to verified.
94Which of the plug-ins listed in Attachment 6 must be made available as part of the solution? Does the Peace Corps want all plug-ins functional by the time of the pilot?All plugins should be functional by the time of the pilot.
95Does requirement 119 of Attachment 2 refer to the type of classes or to the actual individual instructors/trainers?Attachment 2, Requirement 119 refers to tpes of classes.
96Reference 87 of Attachment 2 says, "Roles to include, but limited to: System Administrator, Content Manager, Learner, Vendor, Manager, Course Approver, and E-Learning Developer." Is it correct to assume that the solicitation intended to say, "Roles to include, but NOT limited to:..."?Yes, this typo has been correctd in Amendment 0002.
97What approval method does the Peace Corps require for the SF-182 (e.g. wet signature, digital signature, check box, other, or all of the above)?Digital signature
98Will the Peace Corps accept a SF-182 solution that works outside, but integrates with the proposed learning management system (i.e. not a plug in, but a separate application that interfaces with the proposed LMS)?As long as the Offeror fully demonstrates that the requirements have been met, the Peace Corps is open to all solutions. The offeror is reminded however, that proposals will be evaluated on their technical merit.
99The size of the course content determines whether the user has an acceptable experience in a low bandwidth environment. Is Peace Corps prepared to provide an additional low bandwidth version of the course materials it produces or does Peace Corps want the vendor to modify current course content to meet low bandwidth requirements?Yes, the Peace Corps will create low bandwidth content as required.
100Will the Peace Corps provide further details regarding the agenda, length/duration of demonstration, evaluation criteria, attendees, size of presentation team, size of venue, etc., associated with the demonstration?
Please refer to RFQ Section 8.2 and Attachment 7 for current details related to the Demonstration Requirement. Additional details will be provided upon scheduling demonstrations.
101Page 64 of the amended solicitation states, "...the offeror shall identify any necessary equipment...needed in support of their demonstration.." The final paragraph of Attachment 7 states, "the contractor shall bring in all necessary equipment..." Can Peace Corps please clarify their intent (will Peace Corps provide large screens, etc. or is the vendor expected to bring all equipment to the demonstration)?
The vendor must bring a laptop (or other) and HDMI cable. Peace Corps has a large screen.
102We understand that that form SF182 is required for user processing, authorization and approval. Is this form required for both the 3,000 staff as well as the 9,000 trainees and volunteers? If not, which one uses the form and what does the other group use for processing?It is used only used by staff. There is no requirement for Volunteer user processing.
103In item 40 of the Technical Requirements, Peace Corps notes that the site would be "owned" by Peace Corps. As our solution is a commercial SaaS solution, we understand that Peace Corps would administer the system and own all content and Peace Corps data uploaded into the system while all ownership and interest in the technology intellectual property in the system and created by vendor would remain with vendor. Is this a correct understanding?Yes that is correct. However, if Peace Corps pays for the development of functionality, Peace Corps will retain ownership of that functionality.
104We understand that FedRAMP compliance is a requirement of the proposed solution. Would all components of the LMS solution require the same level of FedRAMP compliance? For example, if one component only held course content and no personally identifiable information, could that component be deemed to only require a lower level or no level of FedRAMP compliance versus the component that holds personally identifiable information which may require FedRAMP moderate compliance?The SaaS service provider will have to describe how sensitive information e.g., PII meets the requirement. If the system allows segregation of data the service provider must demonstrate how it is done.
105In item 43 of the Technical Requirements, Peace Corps requires that there be no limitation on the Content Manager size. Is the expectation of Peace Corps that storage be unlimited within the solution?LMS will not inhibit Content Manager on the size of requirements of course material. PC SOP will direct standardization efforts and content requirements. The Offeror shall refer to Attachment 3 for the current storage requirements. Future storage size growth is expected, however it will not be unreasonable.
106We understand that training will be required for the solution. Can training be conducted remotely through live video/web conference?Yes
107In item 136 of the Functional Requirements, Peace Corps requires that “all LMS learning history be tracked.” Can Peace Corps give more information as to what information specifically (e.g. does this require click and usage data or only data related to the user’s progress through the training)? How long is this data to be retained?The requirement is that all user progress be tracked. The data shall be available for the duration of the ser's active account.
108In item 87 of the Functional Requirements, what is the Vendor role? Does Course Approver mean approve to take a course or that content is approved?Vendor role refers to vendor's ability to access the LMS to provide support when needed. Course approver refers to users who can approve learner enrollment in a course or learning plan.
109What percentage of courses are self-paced vs teacher moderated?Currently courses are 90% self-paced.
110Will students interact with other students in online group work (e.g. discussions, etc)?Yes.
111What were the factors that Peace Corps used to determine that they required a FedRAMP moderate system? Can examples of data types be provided to assist bidders understand what the data that is sensitive that they will be asked to store and process? If it is possible to segregate the sensitive data to specific systems, can Parts of the solution be classified as FedRAMP moderate and others low?The sensitive data is personal identifiable information PII. If the system allows segregation of data the service provider must demonstrate how it is done, and how requirements are met.
112Is Peace Corps open to hosting on Amazon AWS, Microsoft Azure or other public cloud infrastructure services? If yes to above, is there a requirement to specifically use those offerings FedRAMP regions (e.g. Amazon AWS has GovCloud)?The Peace Corps is open to any solution that meets the requirements of the RFQ; including requirements for security accreditation.
113Does Peace Corps require that their data be segregated e.g. Public Cloud offerings typically use shared infrastructure services with data / key and other types of data segregation techniques to isolate customers; will Peace Corp want/need their data in an isolated cloud offering?The Peace Corps is open to any solution that meets the requirements of the RFQ; including requirements for security accreditation.
114For systems using a mixture of FedRAMP approved and non-approved cloud services, is Peace Corp open to provide authorization to operate with non-approved services?The service provider must describe the proposed architecture to include areas that are FedRAMP compliant and areas that are not FedRAMP compliant. The Peace Corps will consider working with the service provider on an authorization to operate.
115Under the FedRAMP program after initial deployment requires sign-off/approvals from the FedRAMP organization for any changes/improvements that may affect architecture and feature/functionality. This may mean that software improvements may be rolling out at a slower rate compared to our commercial customers. Does FedRAMP permit a specific agency to approve / accept changes at a different pace than FedRAMP itself?FedRAMP has provisions for agency provided authorization to operate. Each requires that continuous monitoring and configuration management practices are NIST compliant.
116Does Peace Corp require separate staffing to manage their service? Are we permitted to use the same staff that manages our commercial offerings as those that would service Peace Corps? Are there other restrictions to staffing?The Peace Corps does not require separate staffing, however Personnel Security (PS) controls must be followed in accordance with NIST.
117Can clarification be provided for the FedRAMP certification timeline? Once contracts are finalized, do we have 5 months to go through preparing solutions to be FedRAMP compliant and then certify, or is the 5 months to take into account both the solution preparation and the FedRAMP certification process? What if when applying to FedRAMP for certification that the program is unable to accommodate the proposed time scheduled?FEDRAMP Certification or ATO shall be granted prior to LMS final deployment. The Offeror shall prepare the solution to be FEDRAMP compliant accordingly. The hard requirement for FEDRAMP certification or an ATO 8 months after contract award will be clarified in RFQ Amendment 0002.
118Do you think there is any possibility of granting an ATO as an alternative to FedRAMP here?Yes.
