SECTION M

EVALUATION FACTORS FOR AWARD

M. 1 Evaluation Criteria Amended

M.1 BASIS FOR AWARD

The Government intends to make a single IDIQ award to the responsible Offeror whose proposal, conforming to the solicitation, represent the best value to the Government, all evaluation factors considered.

Best Value allow for tradeoffs among price and non-price factors that results in the most advantageous acquisition decision for PBGC.

The PBGC may make a determination to award a contract to other than the highest technically rated proposal, or other than the lowest evaluated priced proposal. The PBGC will make trade-offs between non-price and price factors, which may result in a determination that a superior technical solution merits a higher price. The award decision will be based on an assessment of the proposal’s relative capability as measured against the evaluation factors identified in this Section.

M.2 AWARD SELECTION

Offers will be evaluated on the following areas:

Factor 1 – Technical Approach

Factor 2 – Management Approach

Factor 3 – Past Performance

Factor 4 – Price

M.3 RELATIVE ORDER OF IMPORTANCE

The evaluation factors are listed in descending order of importance.

Factor 1, Technical Approach is more important than Factor 2, Management Approach.

Factor 2, Management Approach is more important than Factor 3, Past Performance.

Factor 3 Past Performance is more important that Factor 4, Price.

When combined, the non-price factors are significantly more important than Price. However, Factor 4, Price becomes increasingly more important as technical merit becomes more equal. In the event proposals are evaluated as technically equal, price will become more important in selecting the successful Offeror.

M.4 EVALUATION FACTORS

The Government will evaluate IDIQ proposal(s) in accordance with the following evaluation factors, and shall assign an adjectival rating to each factor.

M.4.1 FACTOR 1: TECHNICAL APPROACH

PAGE 9 OF 10 PBGC01RQ1700930001

The Offeror’s Technical Approach will be evaluated to determine the extent to which the technical approach and Work Breakdown Structure (WBS) demonstrates the Offeror’s understanding of the work to be performed and their ability to meet the requirements of the PWS.

M.4.2 FACTOR 2: MANAGEMENT APPROACH

The Offeror’s Management Approach will be evaluated to determine the extent to which the Offeror demonstrates effective management practices, staffing approach, recruiting efforts, staff retention, and replacing staff vacancies.

The Offeror’s Staffing Approach will be evaluated to determine the extent to which the Offeror demonstrates effective work assignments, staffing certified, trained personnel, and availability of qualified staff.

M.4.3 FACTOR 3: PAST PERFORMANCE

Past Performance will be evaluated to determine the extent to which the Offeror’s past performance demonstrates recent and relevant experience of work similar in size and scope likely to result in satisfactory performance in delivery of services.

The Offeror’s past performance will be evaluated using the following criteria:

Recency The Offeror’s past performance submission(s) will be evaluated to determine the extent to which the effort was performed within the last three (3) years.

Relevancy The Offeror’s past performance submission(s) will be evaluated to determine the extent to which the effort is the same scope, magnitude, and complexity this solicitation requires. Relevancy also takes into account the period of performance.

Quality The Offeror’s past performance submission(s) will be evaluated to determine the extent to which the effort demonstrates:

• Quality of products and services.

• Cost control

• Timeliness of performance.

• Business relations, including problem resolution.

• Customer satisfaction.

The PBGC will evaluate the proposed Past Performance Information (PPI) based upon information received from the prospective Offeror’s reference responses to the Past Performance Questionnaires, and from any other reliable source available to the PBGC; sources such as an official past performance database and/or other Government and local agencies (e.g., CPARS, FAPIIS, etc.).

Offeror’s without a record of relevant past performance or for who information on past performance is not available, may not be evaluated favorably or unfavorably on past performance.

Thus, Offerors without a record of relevant past performance will be given a neutral rating.

M.4.4 FACTOR 4: PRICE

PAGE 10 OF 10 PBGC01RQ1700930001

Price proposals will not be point scored, assigned a numerical weight, nor adjectivally rated. While price has no numerical weight or adjectival rating, it is a criterion in the overall evaluation.

The Offeror’s completed pricing workbook will be used to evaluate total price to include base plus all option periods. The Government shall use the pricing workbook along with the pricing schedule in Section B for price analysis to determine whether the proposed prices are fair and reasonable.

The PBGC may determine that a proposal is unacceptable if the option prices are significantly unbalanced.

Evaluation of the option periods does not obligate the Government to exercise the option.

M.4.5 AWARD ON INITIAL PROPOSALS

The PBGC intends to make award(s) without discussion; however, reserves the right to open discussion if determined to be in the best interest of the Government.
