About this file

Summary: City of Newport South Beach Loop Path Improvement Project - Part 2: Specifications

This document comprises the Special Provisions for the South Beach Loop Path Improvement Project by the City of Newport, Oregon, serving as Part 2 of the specifications for a roadway and infrastructure improvement project. The scope encompasses grind and inlay pavement work, roadway reconstruction, underground storm sewer utilities and water quality facilities, concrete sidewalks, ramps, and driveway connections, retaining walls, and right-of-way connections. Key project elements include excavation estimated at 650 cubic yards and embankment at 125 cubic yards, with the contractor responsible for completing independent earthwork calculations to confirm required quantities. The specifications establish comprehensive requirements across 60+ sections covering traffic control, environmental protection, concrete construction, asphalt paving, utility installation, illumination, and landscape restoration. The project requires coordination with multiple utility systems, adherence to MUTCD standards, and compliance with the City's NPDES 1200-CA permit for stormwater management.

The project imposes substantial contractual and operational requirements on contractors, including provisions for prevailing wage compliance per Oregon Revised Statutes 279C.838 and 279C.840, comprehensive workers' compensation coverage, and indemnification extending to the City of Newport and its officers, agents, and employees. Contractors must obtain multiple permits including bulk water permits, street closure permits, and business licensing from the City. Specific material requirements mandate PG 64-22 grade asphalt cement, American-made waterline materials, and compliance with ODOT Qualified Products List specifications. The specifications establish detailed traffic management protocols requiring maintained traffic lanes, flagging operations, and temporary pedestrian accessible routes with signage compliance. Environmental protections include water quality standards limiting discharge velocities to 4 feet per second and containment measures for construction materials. Payment structures are organized by specific bid items including retaining wall work measured in square feet, aggregate base in cubic yards, and asphalt concrete pavement by ton, with numerous items designated as incidental work bearing no separate compensation. The professional of record certification was renewed through December 31, 2025, with final electronic documents available upon request.
