This is Addendum No. 1 to the Invitation to Bid for the South Beach Loop Path Improvements Project issued by the City of Newport, Oregon on November 20, 2025. The addendum modifies the original contract documents for a comprehensive infrastructure project involving multi-use pathway construction, sidewalk improvements, and stormwater infrastructure across three primary locations: the Coastal Discovery Center at Camp Gray, SE 35th Street, and SE 40th Street. The original bid package was advertised on November 6, 2025, with bids due on November 24, 2025, at 2:00 p.m. at the Newport Planning Department. The contractor must achieve Substantial Completion within 105 days of the Notice to Proceed, with final payment due within 30 additional days.
The addendum includes significant modifications to the contract documents, with 21 plan sheet revisions addressing typical sections, slope information, retaining wall construction details, storm drain catch basin relocations, and driveway elevations. Specification changes include the addition of Juneteenth (June 19) as a paid holiday, revised traffic control plan submittal requirements with lane closure approval timelines, modifications to clearing and grubbing operations regarding vegetation salvage at 305 SE 35th Street, addition of Controlled Low Strength Materials (CLSM) as a new pay item measured in cubic yards, deletion of the Prefabricated Modular Retaining Walls section (00596B), and addition of Cast-in-Place Concrete Retaining Walls (00596C) as a replacement measured in exposed square feet of wall face. A: The City is responsible for obtaining all easements identified on the plans and is in the process of obtaining said easements. Note that work within the limits of easements may be delayed and/or removed from the scope of the work if the easements cannot be obtained in a timely manner.
