About this file

This is a Notice of Intent to Award Sole Source document issued by the City of Orlando Procurement and Contracts Division for parking system merchant services. The City of Orlando's Parking Division seeks Windcave Payment Gateway and Merchant Services compatible with the Amano McGann Pro+ and OPUS parking access systems currently deployed across eight city parking facilities. The solicitation (S26-0063) was posted on March 3, 2026, with a response deadline of March 10, 2026, at 5:00 p.m. ET. Interested suppliers who believe they can provide comparable products or services must submit product information, statements of qualifications, and capabilities via email to Purchasing Agent Tara Urdininea (tara.urdininea@orlando.gov) by the deadline. A seven-calendar-day challenge period follows the posting date during which alternative suppliers may submit their capabilities. No bidders conference, site visit, or award date is specified in the documentation.

Windcave Inc. has been identified as the sole source supplier based on its exclusive status as the proprietary credit card gateway solution embedded within the Amano McGann Pro+ system. The sole source justification rests on Windcave being the only approved gateway solution that maintains compatibility and EMV and PCI compliance with the existing Amano McGann infrastructure, which Amano McGann provides as the sole source for all sales, service, updates, and repairs of the Pro+ hardware and software citywide. Windcave serves as the incumbent vendor and authorized merchant services provider for the City's parking operations, with the system deployed since February 2020. The procurement documentation does not specify contract pricing, term length, renewal options, funding sources, or award values, indicating these details may be negotiated or established following the challenge period conclusion.
